Purpose of Job
The Services Manager will have overall responsibility for the
delivery and development of Criminal Justice services within their
remit. The main purpose of this Senior Leadership role is to provide
dynamic, hands-on leadership and to assist in the delivery of CRI
strategic objectives with a particular focus on partnership building
for business development activities.
Key Accountabilities
1. To work closely with the leadership team to develop and implement delivery plans
which supports the strategic objectives of the Organisation and Criminal Justice
Directorate.
2. To ensure that CRI’s corporate strategy and identity are reflected by service and staff
both within and outside the organisation.
3. To participate in and facilitate public relations activities, in partnership with funders
that would best enable the continuation and development of all services within
geographical remit
4. To contribute to the business development of the directorate including input into
tender submissions for current and new services drawing on appropriate expertise
from within CRI
Resource management
5. To manage the CRI Criminal Justice services portfolio within agreed budgets.
6. To ensure that all CRI and delivery chain resources are used effectively
7. To work creatively and proactively to optimise resources and outcomes
8. To provide line management, supervision and leadership to achieve performance
outcomes in line with service level and contractual arrangements.
Safeguarding and governance
9. To ensure that all service delivery and staff adhere to due diligence and regulatory
frameworks.
10. To ensure that CRI’s commitment to safeguarding and wellbeing of children and
vulnerable adults is embedded in all delivery structures and audited for compliance,
learning and service improvements.
11. To ensure that all service delivery participates in robust and transparent audit and
service improvement processes.
12. To ensure that all projects, services and staff are delivering to a high standard in line
with CRI policies, procedures and best practice
General
13. Undertake any other appropriate tasks that may be allocated by the Regional Director
or the Executive Operational Director from time to time, for the benefit of services in
the particular geographical area as well as CRI in general
14. To be an active and positive member of the Senior Management Team, support
service development and effective communications
15. Work flexibly across operational sites as required
16. Work flexibly within an agreed number of hours of work to maintain the most
appropriate level of service provision.

Education and knowledge

Educated to degree level or equivalent professional business or clinical
qualifications
Considerable experience working in the health/social care field, operationally
managing a broad portfolio of services, desirable to be within the criminal justice
field

Experience of outcome and performance management, with demonstrable
evidence of meeting demanding targets and deadlines within financial constraints
E
Experience of resource management including financial, human and assets
Demonstrable track record of success against targets
Skills and abilities
High level communication and influencing skills, appropriate to a variety of settings
and audiences, using a variety of media.
Demonstrable track record of success against targets: managing large teams
within complex/ dispersed organisations; business development
Demonstrable experience of change management
Demonstrable ability to manage services which are safe, effective, high quality and
ambitious for service user outcomes
A high degree of personal ICT competency.
The ability to build and maintain productive alliances, partnerships and
relationships at senior level together with excellent negotiation and facilitation skills.
Effective interpersonal skills with the ability to engage successfully with internal and
external stakeholders at all levels.
Budget management skills.
Ability to demonstrate competency against the CRI management competencies
