• Critical that we know how are chapters are
performing for our members
• We need to know who our chapter leaders are
• YOU absolutely want your chapter included in the
national income tax filing with the IRS

A few words…
• The rules have tightened…not for the chapters
benefit.
• If your chapter is not in the national return, you
will risk losing your chapter not for profit tax
status.
• Even if your chapter is not in the return, your name
and address as a chapter officer is reported to
the IRS.
• They WILL contact you eventually.
• You will be responsible for tax payment, interest
and penalties.

Scholarship and 1099 Information
• Chapters must issue a 1099 to recipients of any
chapter payment for any amounts of $600 or
more paid to one person
– Issued whether paid as a lump sum or in incremental
payments
• Chapters do NOT have to issue 1099 if payments
to recipients are for reimbursement of actual
travel or business expenses, even if over $600.
– Must have receipts supporting those expenses.
• Issue 1099 in January 2011 as recipients file
taxes on calendar year

• $38,200 granted to 26 chapters
• Check requests sent to Accounting.
– Chapter treasurers will receive the check in December

Changes to Certification Exams
• Beginning with testing in January 2011, the Certified
Federal Contracts Manager (CFCM) and Certified
Commercial Contracts Manager (CCCM) exams will be
expanded from the current 110-question format to 150
questions.
• Candidates who currently have an approved CFCM
application on file and who want to take the 110-question
exam must do so no later than the month of December
2010.
• Time limits for the 150 question exams will be extended to
four hours
– Beginning in January 2011, only the 150-question version will be
available.

CFCM Study Guide
• New and updated CFCM Study Guide (formerly
known as The Federal Knowledge Module Study
Guide (FKM)) is scheduled for release on
December 8th.
• Pre orders now being accepted
• The FKM is no longer in print.
– Certification candidates who order the CFCM Study Guide
between now and December 8 will receive a
complimentary PDF copy of the FKM.

Volunteer CPCMs needed for 2011 CPCM
Program Review
• During the first half of CY2011 the NCMA Certification
Department will be conducting a comprehensive review of the
CPCM program.
• We will be analyzing the soon to be released CMBOK 3.0 to
insure that our CPCM program addresses the competencies
identified in the CMBOK.
• Volunteers must be able to work independently after receiving
specific taskings
– Some telephone/web-based meetings as well as some focus groups at
major NCMA conferences.
• Volunteers will be competitively selected by the Director of
Certification and the Contract Management Certification
Examination Team (CMCET).
• Volunteers should submit a short resume and a short statement
of interest in the project to Charles.Woodside@ncmahq.org

Certification Exams Offered at Mid Year
• Paper exam offered at Mid Year in Las Vegas NV on Jan 21st
– Applications and fees due NLT December 21, 2010
– NOTE!! Exam fee ($50 members/$90 non-members) is in ADDITION to the
application fee but in lieu of the $95 fee for on-line testing.
– NO review class will be offered at Mid Year
– The exam will be the new 150 test question format. 4 hours will be allowed
for the test for all examinees.
– To register, complete and submit this form

• This award is presented to an NCMA member who
has published the best article in Contract
Management magazine over the year’s 12 issues.
Nominations may be submitted by any NCMA
chapter, and the award is presented by the NCMA
president at World Congress.

• W. Gregor Macfarlan Excellence in Contract
Management Research and Writing Submissions
Due January 15
• NCMA welcomes submissions of papers for the Fifth
Annual Macfarlan Excellence in Contract Management
Research and Writing Program. Theoretical and empirical
papers relevant to the practice of contract management
may be submitted for consideration in one of three
categories: graduate research, professional research, and
undergraduate research.
• These awards are presented at World Congress and 1st
place comes with a substantial cash award.
