Several key planning principles were established to develop this strategic plan:

Support for student success throughout the continuum of their college learning experience;
Adherence to ECU Tomorrow: A Vision for Leadership and Service, 2007 and the ECU
Strategic Action Plan, 2010-13;

Goal 1:
Ensure the Cultural Competence of Our Students.
Outcome Objective: By Fall 2013, increase the number of cultural competence programs
available to students.
 Measure: Baseline data will be collected Fall 2011; a benchmark will be established
to demonstrate progress towards increasing attendance annually
Outcome Objective: By Fall 2013, curriculum content will afford all students with
opportunities to advance their understanding of diverse cultures.
 Measure: 50% of students will record serving diverse/rural communities in their
portfolio during the continuum of their medical school education
 Measure: 100% of students will record a reflection on the discussion board
regarding culturally diversity during their Ethics course
Goal 2:
Ensure Students are Competent in Interdisciplinary Approaches to Healthcare.
Outcome Objective: By Fall 2013, enhance course offerings to include an MS course
devoted to social and cultural medicine.
 Measure: Introduction of course
Outcome Objective: By Fall 2013, increase the opportunities for students (from across the
HS Division) to participate in interdisciplinary and educational leadership opportunities.
 Measure: Establishment of a process at the Divisional level to support and advance
ongoing assessment of this work
 Measure: Involvement of > 15% of students from all health science disciplines in
interdisciplinary leadership and educational opportunities by 2013
Goal 3:
Ensure Quality Patient Care via the Efficient Use of Electronic Medical Records
(EMR).
Outcome Objective: By Fall 2013, 100 percent of students will receive training in the use
an EMR.
 Measure: 100% of medical students will use EMR in their on campus clinical
settings

Goal 4:
Ensure Graduate Students are able to Demonstrate Clinical Reasoning Skills.
Outcome Objective: By Fall 2013, increase second year student's awareness of clinical
reasoning.
 Measure: Formative and summative assessment of student learning in the areas of
clinical reasoning. Including the clinical assessment involved in USMLE Step 2CK
Outcome Objective: By Fall 2013, 100 percent of students pass USMLE examination.
 Measure: 100 pass rate for USMLE Step 1, Step 2 CS, and Step 2 CK examinations
Goal 5:
Maximize Opportunities for Faculty and Students to Engage in Research and
Scholarship.
Outcome Objective: Increase student research and scholarship by 5 percentage points.
 Measure: 50% of medical students will be involved in a research project involving
basic sciences, clinical sciences or translational research during their medical
education (as documented in their portfolio)
Goal 6:
Attract and Retain Excellent Students.
Outcome Objective: By Fall 2013, maintain competition rates to ensure that the University
attains its benchmarks.
 Measure: By Fall 2013, increase our collaborative efforts to support student
recruitment, retention, and success to ensure that we attract and retain the best
students
Goal 7:
Prepare Medical Students for Leadership Roles throughout the Continuum of
their Careers.
Outcome Objective: Increase opportunities for students in the M1 year and beyond to
participate in leadership training opportunities.
 Measure: Adoption of the Integrated Leadership Framework. Increased number of
opportunities supported through the BB&T Center for Leadership Development

Outcome Objective: By Fall 2013, increase opportunities for students to participate in
leadership and service activities that address the health/medical needs of the community
by 5 percentage points.
 Measure: The number of students participating in leadership/service development
opportunity via interest groups and community service organizations. The number
of fellowships secured
Goal 8:
Enhance Medical Students’ Ability to Employ Evidence Based Practices.
Outcome Objective: By Fall 2013, increase the number of teaching sessions for medical
students to demonstrate their ability to use and apply evidence medical based principles
and practice by 5 percentage points.
 Measure: Use curriculum mapping to locate topics of evidence-based medicine
practices in the medical student curriculum and assure 100% inclusion
Goal 9:
Increase Access to ECU Physicians Services for ECU Employees and Dependents.
Outcome Objective: A minimum of 100 patients will be served monthly via the Family
Medicine East clinic.
 Measure: Patient visits per month in Family Medicine East
Outcome Objective: By Fall 2013, increase the number of ECU employees and their family
members who receive services at all ECU Physician Clinics by a minimum of 5 percentage
points.
 Measure: Track use of ECU Physician clinics by ECU employees and their
dependents
Goal 10:
Secure Resources to expand Opportunities for Graduate Medical Education at
University Systems of Eastern Carolina hospitals.
Outcome Objective: By Fall 2013, increase the number of resident physicians and fellows
by 5 (five).
 Measure: Total number of resident physicians and fellows in training each year

Goal 11:
Improve the Delivery of Regional Ambulatory Cancer Services.
Outcome Objective: In collaboration with UHSMC, increase the number of outpatient
cancer patients served.
 Measure: Establishment of the first true joint venture. Number of patients served

Continue to Ensure Fiscal Stability of ECU Physicians Clinical Enterprise.
Outcome Objective: By Fall 2013, maintain a minimal balance of $10 million in this
account.
 Measure: Year-end report on the balance of the ECU Physicians Operating Reserves
account

Promote Opportunities for Medical Students to Entering Careers in Primary
Care Medicine.
Outcome Objective: By Fall 2013, minimum of 50% of each medical student graduating
class will enter primary care residencies.
 Measure: Percent of graduating class entering primary care residency training
programs

Graduate Students with the Knowledge and Skills to Organize, Finance, and
Deliver Health Care.
Outcome Objective: By Fall 2013, enhance curricular to ensure that all students by their
fourth year have an understanding of organizing, financing and delivering health care.
 Measure: Use curriculum mapping tool to assure inclusion in the curriculum
