Meeting notes of Neighbourhood plan steering group

The purpose of the meeting was to discuss the reports on the preferred building
sites sent to us from Bassetlaw DC.
At first, there was considerable discussion about how we should go about
reviewing the sites. MS wished to define what we saw as the entire plan for
increased numbers of residents in the Neighbourhood before agreeing the sites
piecemeal.
Others wished to look at each site. In the end we looked at the sites in each
village and then at the whole picture.
Norton sites
SB: we need more suitable accommodation for elderly people in order to free up
large houses in Norton for young families.
The conservation officer considered that Eddisons cottage should be restored.
The view was that this should be contested, or that some compromise could be
arrived at to build on the land at the back of the cottage. Eddisons Cottage is only
one room deep with two bedrooms. Accommodation at the back could be built
for elderly people.
The site opposite lady Margaret Crescent for three bungalows was agreed but
the site in the field by Norton Grange was considered the least favourable as it
would detract from Norton Grange Farm.
It was agreed that seven dwellings for elderly people would
be the ideal number.
Holbeck sites
Woodhouse Hall barns
CC: Holbeck residents are keen for this development to take place as it has been
talked about for a long time.
We need clarification on the arrangements for car parking. It is unrealistic to
consider car parking for the site to be at Lady Margaret Hall. People want to be
able to park their cars outside their properties. Many elderly people in their 80s
are still driving.
DR: This was a misunderstanding. DR showed us on the map the areas for car
parking.
GS: Has a feasibility study been carried out re: the idea of Woodhouse Hall
becoming a residential care home?
DR: No, the current plan is to change it to apartments
The plan for the barns is to have accommodation for up to 17 units and also 18
new builds at the back of the barns. Only this way would it be feasible to employ
a warden and the additional facilities, such as transport, clinic services shop,
alarm services
GS: I think these are not really necessary, particularly a warden.
DR: The development of 6 dwellings at Warriners Barns is going ahead and
planning permission is in progress. These will be for young families.
All the property developments in Holbeck will be retained by Welbeck Estates.
Cuckney
Cuckney House
DC: This site wasn’t on the list of preferred sites.
DR: There is some confusion here. We just wanted to explore the option of
extending the existing property for apartments or a restaurant with rooms, not
building properties on the tennis court. The favoured option is still to have a
restaurant with rooms but as yet we have had no one express any interest in it.
DC: Does the group accept this?
All agreed
South of Norton Lane
This was not approved by Bassetlaw DC, and the group agreed not to pursue it
Creswell Road
It was agreed that this site should go ahead.
DR said that these would be 10 x3 bedroomed semi detached properties and
would be for families. The houses would be owned and managed by Welbeck
Estate.
It wasn’t absolutely clear about the layout of the houses as yet, and there may be
an area of green space at the end of the row of houses to define the end of the
village.
There was some concern that the village would end up being a ribbon
development.
DR said the design would be in keeping with the New Cottages opposite.
Allotments
There were a lot of negative comments from Bassetlaw DC about building houses
on this site.
DR: reminded the group that planning permission for a car park on part of the
playing field was still current and that this site might be ideal for a new
community centre with car park. This could be a project within the
Neighbourhood Plan.
It was agreed that the group would not contest this site for housing, and that a
project for a community centre would be a good idea
Depot site
It was agreed that this site should go ahead for houses
GS: there is concern about the density of the houses and the lack of adequate
parking
DR: the plan is to have 25 houses and the majority will be for sale as starter
homes. There will be apartments over the garages for young people/ or for
elderly couples.
The group agreed on this site.
North of Budby Road
This site was previously preferred by Bassetlaw DC for five houses
DR suggested that there could be up to seven houses on this site. The houses
would be in keeping with those opposite, and the access would be on to Old Mill
Lane
The group agreed on this site.
DR: 15% of the housing would have to be “social housing” managed by Welbeck
Estate, and through the Neighbourhood Plan, the residents would have some say
in the criteria as to who these houses would be let to.
GS: As a rough estimate the housing sites would increase the population of
Norton by up to 14, in Holbeck up to 70 at Woodhouse Hall barns, and 20 at
Warriners Barns
In Cuckney, the housing sites would increase the population by 120. How will
this be phased?
DR: In Cuckney, the two houses between the Gables and Stone cottage, will be on
stream first, then probably the depot. In the first five years, North of Budby Road
site and
Norton bungalows by Lady Margaret Crescent.
Warriners Barn complex is already underway. Woodhouse Hall complex will be
in a later phase, as will Creswell road.
DC: this needs to be clarified before the next consultation.
DR: Can we look at the other sites put forward to Bassetlaw DC?
Lady Margaret Hall
DR: to avoid a negative response from the planners in the future, it would be best
to include it in the Neighbourhood Plan with ideas for improving the site for
leisure facilities.
The group agreed on this.
Hazel Gap Farm
DR: This site has been put forward to enable us to use the site for business
opportunities
The group agreed on this.
Hatfield Plantation
DR: The plan is to place business units on the existing six platforms. These will
not be residential. Two of the platforms near the Country park trails will be used
for country park facilities such as bike rentals, café, toilets etc.
The issue of security has been considered, as there will be a security office for
the entire site.
KB: what about the traffic?
DR: There will be 12 business units and the entrance will be the existing
entrance off the A616
The group agreed on this site
DC: Helen has sent the second version of the draft NP for us to peruse. I will
email it to you all for comments.
I will also arrange for another meeting with her, and contact Natalie to arrange
our next consultation event.
MS: We need to meet to discuss how we are going to present the information,
giving an overall view as well as the details, and to include phasing of the
building development
GS: how do we proceed with the green infrastructure lan from Cliff?
DC: he has recently sent me an update on his work
DR: once this work is completed, we can work up the new footpaths as a project
in the NP.
DC: I will contact you re next meeting when I hear from Helen and Natalie.
