A. GENERAL: MORE THAN 500K HALOAN DISPLACED PERSONS (HDPs) HAVE FLOWED
INTO THAILAND AS A RESULT OF THE EARTHQUAKE IN THE THAI/HALOAN BORDER
AREA. HDPs ARE CURRENTLY OCCUPYING DP CAMPS. SANITARY CONDITIONS AT
DP CAMPS ARE DETERIORATING AND THE INCIDENCE OF DISEASE IS INCREASING.
CRIMINAL ACTIVITY TO INCLUDE PROFITEERING, BANDITRY, AND THEFT ARE
INCREASING IN CAMPS.
B. MOST LIKELY FUTURE SITUATION: CONTINUED FLOW OF HDPs INTO KINGDOM
OF THAILAND. INCREASED CRIMINAL ACTIVITY AND CONTINUED DETERIORATION
OF MEDICAL SITUATION DUE TO THE SPREAD OF INFECTIOUS DISEASE.
C. MOST DANGEROUS SITUATION: ADDITIONAL DESTRUCTION TO KEY
INFRASTRUCTURE CAUSED BY AFTER SHOCKS. INCREASED INCIDENCE OF

2. (U) CTF MENG RAI MISSION: WHEN DIRECTED CTF MENG RAI CONDUCTS
HUMANITARIAN ASSISTANCE /DISASTER RELIEF IN THE COMBINED OPERATIONS
AREA IN SUPPORT OF THE ROYAL THAI SUPREME COMMAND TO RESTORE STABILITY
AND REDUCE HUMAN SUFFERING.
ON ORDER, TRANSITION RELIEF EFFORT TO
GOVERNMENT OF THAILAND.
3. (U) EXECUTION:
A. (U) COMMANDER’S INTENT
PURPOSE: ASSIST THE ROYAL THAI GOVERNMENT IN PROVIDING
HUMANITARIAN ASSISTANCE/DISASTER RELIEF IN COORDINATION WITH
SUPPORTING RELIEF AGENCIES, AND NON-GOVERNMENTAL ORGANIZATIONS TO
PROVIDE IMMEDIATE LIFE SAVING AND RELIEVE HUMAN SUFFERING CAUSED BY
NATURAL DISASTERS IN THE COMBINED OPERATIONS AREA (COA) IN ORDER TO
STABILIZE THE CRISIS.
KEY TASKS:
SECURE THE THAI - HALOAN BORDER
PROVIDE SUPPORT AND A SECURE ENVIRONMENT FOR RELIEF AGENCIES AND NGOS
PROVIDE LOGISTICAL SUPPORT (FOOD, WATER, SHELTER) AND SECURITY FOR DP POPULATION
AND THAI DISASTER VICTIMS
RESTORE CRITICAL BASIC INFRASTRUCTURE AND EMERGENCY SERVICES AS REQUIRED
PROVIDE TRANSPORTATION SUPPORT AND SECURITY OF RELIEF SUPPLIES AND DISTRIBUTION

ASSIST PROVINCES IN PROVIDING LIFE SAVING MEDICAL TREATMENT AND DISEASE/EPIDEMIC
CONTROL
PROTECT THE FORCE FROM CRIMINAL ACTIVITIES, TERRORIST ACTS, AND DISEASE/NON-BATTLE
INJURIES
KEEP THE POPULACE INFORMED OF CTF MENG RAI ACTIVITIES THROUGH MEDIA, CA AND IO
TRANSITION/TRANSFER HA/DR MISSIONS TO ROYAL THAI GOVT
ENDSTATE: HA/DR CRISIS IN THE COA IS STABILIZED. CRITICAL
INFRASTRUCTURE IS RESTORED; BORDER CONTROL IS REESTABLISHED; MEDICAL
AND HEALTH CRISIS IS STABILIZED; DP CAMPS BUILT, SECURE AND LIFE
SUPPORT ESTABLISHED. CTF MENG RAI MISSION ACCOMPLISHED (IN ACCORDANCE
WITH MEASURES OF EFFECTIVENESS) AND TRANSFER OF AUTHORITY TO THE ROYAL
THAI GOVERNMENT.
B. CONCEPT OF THE OPERATION: THE PRIMARY PORT OF
EMBARKATION/DEBARKATION FOR MNF WILL BE UTAPAO. ROYAL THAI ARMED
FORCE WILL CONDUCT UNILATERAL OPERATIONS IN BORDER OPERATIONS.
MEDICAL PERSONNEL WILL HAVE PRIORITY IN TPFDD/MOVEMENT PLAN SEQUENCE.
THE FOUR PHASES OF THIS OPERATION WILL BE:
I. DEPLOYMENT/INITIAL OPERATIONS BY RTAF.
II. RSO&I AND EMPLOYMENT OF MNF IN THAILAND.
III. TRANSITION OF OPERATIONS BACK TO 3rd THAI ARMY HQ.

11. COORDINATE WITH SERVICE TRANSPORTATION DEPARTMENTS TO UPDATE
TRANSPORTATION MOVEMENT INFORMATION.//

13. RTF WILL COMMENCE RELIEF OPERATIONS AS SOON AS POSSIBLE UNDER JTF
MENG RAI AND TRANSITION TO CTF MENG RAI UPON ARRIVAL AND EMPLOYMENT OF
MULTINATIONAL FORCES.

15. FORCE PROTECTION GUIDANCE: SUPREME COMMAND WILL ENSURE DEPLOYED
