Summary of the broad purpose of the position in relation to the organisation’s goals
The Educational Manager (EM A), Hospitality/ LCB Education Program is responsible for the management and
leadership of the Hospitality/LCB Education Program work group and for ensuring it is capable of responding to the
vocational education and training needs of Government, industry and student clients.

The Educational Manager (EM A), Hospitality/LCB Education Program is accountable to the
Director Programs and Services (D) through the Educational Manager (EM B). The
Educational Manager will ensure that the workgroup maintains a close working relationship
with relevant industries and/or professional bodies. The incumbent will ensure the Hospitality
Education Program workgroup’s teaching and administrative support staff are part of
participative decision-making processes when appropriate and that strong working
relationships exist with Institute staff responsible for the delivery of Education Services to
students of Hospitality/LCB Education Program. Liaises with program staff located in other
TAFESA campuses.
The Educational Manager liaises with stakeholders in the relevant industries, government
departments, schools and community representatives.
Participating in Performance Coaching to achieve outcomes that benefit self and team.
Appointment to this position will be subject to a satisfactory criminal history check

Statement of Key Responsibilities/Duties
1) Ensure, through leadership, management and the development of innovative teaching methodologies and
discipline expertise that quality education programs are delivered by the Hospitality Education Program
work group.
2) Ensure the Hospitality Education Program work group provides a teaching program which meets the
requirement of clients and which complies with the relevant training standards and departmental policies.
3) Enhance continuous improvement of vocational education and training programs and services in line with
the Australian Qualifications Training Framework (AQTF) by providing leadership for the Hospitality
Education Program work group in the implementation of curriculum, training packages and educational
delivery.
4) Maintain relationships with industry, government and community agencies to identify current and emerging
training and education requirements.
5) Manage resources allocated to the work group, including human, physical, financial, and student support
services in line with Departmental and Government policy.
6) Develop and undertake individual performance management processes with members of the Hospitality
Education Program workgroup and participate in performance management process with direct line
manager.
7) Provide input as required for the preparation and development of submissions and tenders to access
external funding for such projects as enterprise specific training, professional development, learning
materials development, training consultancies, overseas projects and other projects as identified.

Position Context
The Department of Further Education, Employment, Science and Technology (DFEEST) is responsible for:
1. Ensuring high levels of participation and achievement in learning and work and raising the skill levels of
South Australians;
2. Assisting industry and employers to develop their workforce and meet their skills needs;
3. Building the capability, quality and capacity of the vocational education and training (VET) and higher
education systems to meet the demands of individuals and of industry;
4. Providing public funding for training to approved providers;
5. Advancing science and research and the information economy through developing and implementing whole
of State strategies.

The carriage of both education and children’s services (eg early childhood) and science and information
economy by one Minister is a unique opportunity.
The lead role in support of the Science and Information Economy (SIE) Portfolio will be undertaken by the Digital
Economy and Technology (DET) directorate and the Quality Tertiary Education, Science and Research
(QTESR) directorate.
These directorates will provide policy advice and investment direction to support science and research and
information economy activities. The objective of these ‘whole of government’ and ‘whole of state’ activities is to
support improved state productivity, higher value jobs and skills; including skills that people need to proposer
and advance in a digitally connected world.
This work includes developing evidence based policy and strategic programs relevant to SIE that help address
and have measurable impact upon the State’s economic, environmental and social priorities and challenges.
TAFE SA is a current business unit within DFEEST. Through the Skills for All reform, there will be an operational
separation of TAFE SA from DFEEST. This will be a staged approach with TAFE SA having greater autonomy
through the Office of TAFE for the 2011-2012 financial year and then statutory authority status from 1 July 2012.
Until this happens, TAFE SA staff and budget are still considered part of the overall DFEEST FTE and budget.

ESSENTIAL MINIMUM REQUIREMENTS (Maximum of 8 criteria)
Educational/Vocational Qualifications
STEP ONE
A minimum of Certificate 4 Assessment & Workplace Training, and a Diploma in Management or equivalent
qualification at AQF5 or higher
An EMA step 1 may apply to progress to EMA step 2 on completion of the necessary qualifications (outlined
below) and demonstrated satisfactory performance over a 2-year period from the initial date of appointment.
STEP TWO
An Undergraduate degree in Adult or Vocational Education, and a Diploma in Management (Min AQF5) or A
Graduate Certificate in Management
Or
Undergraduate degrees in both Adult or Vocational Education and Management
Or
Undergraduate Degree and formal Post Graduate qualifications in Adult or Vocational Education and
Management
In respect to an officer appointed prior to 8 September 1992, appropriate equivalent experience, as assessed by the
Chief Executive, may be accepted in lieu of the formal qualification in management (refer TAFE (Educational Staff)
Interim Award Schedule 2).
Appropriate equivalent experience means that the Officer has held a management position within an educational
organisation, industry or other government department for a continuous period of six (6) months or more, within the
previous three (3) years.
Educational Manager 1 appointed prior to 14 August 03, who meet the qualification requirement for EM2 appearing
in Schedule 2, Clause 2.5 of the TAFE (Educational Staff) Interim Award (as outlined below) will translate to the new
structure at EMA Step 2.
Appointment to an Educational Manager position, at or above, EM2 requires possession of a minimum
qualification of an undergraduate degree in both education and management. These requirements may be
met by an appropriately structured Bachelor of Teaching (Education and Training of Adults) from UniSA.
However, applicants holding an undergraduate degree in another discipline without components of either
education or management will need to present evidence of additional formal qualifications in the area(s).
Personal Abilities/Aptitudes/Skills
1. The ability to communicate well both verbally and in writing and to interact and respond to the needs of a
diverse range of people including staff, students and industry personnel, from a variety of backgrounds both
national and international.
2. Possess the ability to evaluate and make recommendations on the performance of work units across a
range of functions, educational policy, Le Cordon Bleu academic requirements or initiatives, potential
strategic opportunities and any other measures aimed at establishing and maintaining the integrity and
efficiency of the LCB programs.
3. The ability to develop and manage budgets against the performance outcomes required by the program
and to ensure an appropriate return on investment for the program. This includes the effective
management of the human resource found within the department.
4. The ability to inspire others while showing clear evidence of being able to work collaboratively with staff of
Le Cordon Bleu (Australia) to achieve Regency and Le Cordon Bleu goals with minimal direction.

1. Experience in managing conflict/difficult situations.

Knowledge

Applying workplace health and safety and workers compensation legislative requirements in business
activities for which the position is responsible, whilst ensuring compliance to Agency workplace health
and safety policies, procedures and processes including the identification, assessment and control of
risks and evaluation of mitigation strategies to minimize the likelihood of injury and/or disease
incorporating the agencies risk management framework.

1. Ability to foster frequent and timely interchanges of knowledge and experience within the wider Institute and
TAFESA community.
2. Proven ability to operate successfully within an output budgeting system and to generate income from a variety

Experience
1. Experience in project management, strategic planning and/or policy formulation.
2. Management experience within TAFESA or other adult education provider.
Knowledge
1. An understanding of the different environments (political, social, economic and legal) in which TAFESA and
Adelaide North Institute, as Government agencies, operate, especially as they relate to vocational education and
training.
2. Knowledge of the goals and directions of the TAFESA repositioning project.
