But how do we know where to give and how to create and expand the benefits of those doing the most to help Waco? We are dedicated to the the community we serve. We serve as a partner by listening, dialoguing and researching our local community – tapping advice from community leaders and seeking guidance from nonprofits who carry out the charitable work we fund. We had an exciting year, partnering with great organizations and individuals to address tough community problems and enhance several promising opportunities. Waco Foundation holds over $60 million in assets donated by people and organizations in the community, and our board is charged with investing the assets and proceeds in ways that yield the highest community benefit. In addition to providing approximately $900,000 annually in grants to local charities through our traditional grantmaking, we worked with others to produce valuable impact on the Waco community: • We helped over 2,000 students apply for financial aid and scholarships through our MAC Scholarship Program, garnering over $4 million in federal support to help pay tuition at MCC and TSTC, and we worked with a donor collaborative to provide over $300,000 in scholarships to local students with financial need; • We developed alternative investment pools to satisfy a range of donor and fundholder needs, with our investment portfolio earning 13.5%; • We established funding to support the overhead expenses of the Greater Waco Community Education Alliance as one of many partners working to sustain the efforts started by Virginia Dupuy, former Waco mayor who now serves as its volunteer executive director; • We provided staffing and support to Today’s Action Tomorrow’s Leaders, an effort stemming from the Waco Community Visioning Project, for which a community Steering Committee is developing plans to ensure that Waco has pipelines for mining talent and coaching leaders for our future; and • We gave capacity building mini-grants to over 30 individuals with nonprofit organizations and hosted over 15 workshops to support training and help with strategic planning, board training, fundraising, legal issues and financial management. In simplest terms, Waco Foundation responds to need by aligning our funding, assets, board knowledge, staff skills and overall effort to be of the highest use to those doing the most to help Waco. Ward, Jr. 5 Spot lights Investment Consultant Brian Crawford On February 23, 2011, Waco Foundation Board of Trustees hosted a Philanthropy Forum to honor and inspire our donors, fundholders and supporters while celebrating local philanthropy. Guest speaker Dr. Claire Gaudiani delivered an inspirational message to the crowd of almost 100 who gathered to celebrate Waco’s great spirit of philanthropy. In her message, she reminded us that philanthropy is not merely a nice thing that is helpful to the American economy, but that it is because we believe in helping one another that America is a great nation. She challenged Waco to show the rest of the country how local communities can solve chronic poverty and praised the generosity and ingenuity of our many innovative philanthropic projects and philanthropists. In 2007, Waco Foundation began implementing a strategy to restructure its investments and finances due to the growth of the portfolio, the changing tax laws and investment classes and the need to ensure an appropriate balance of risk and return in an age of increased complexity. On December 8, 2010, our investment consultant, Brian Crawford of Colonial Consulting, joined Ashley Allison, Executive Director, to present information about the Foundation’s portfolio, investment philosophy and recent and anticipated future performance during the Investment Forum. The Foundation’s long term goal continues to be to earn a return of between 8.25% and 9.00%, with an annual distribution of approximately 5% of income. Performance over the past three years indicates that Waco Foundation will be able to meet the overall objective: to maintain the purchasing power of funds in our care over time. Waco Foundation offers donors the choice to donate to endowed (permanent) funds or non-endowed (nonpermanent) funds. The event provided an opportunity for Waco Foundation to educate fundholders about increased investment options and share the policies regularly reviewed by the board to ensure proper stewardship. Find out more on philanthropy on pg. 10 Find out more on our financials on pg. 24 Dr. Claire Gaudiani & Janet Nors, Meals on Wheels 6 Chuck Loring Local board members at “Purposeful Boards, Powerful Fundraising” On January 25, 2011, the Foundation partnered with Jaynes, Reitmeier, Boyd and Therrell, P.C. to bring acclaimed speaker Chuck Loring to Waco. Mr. Loring, senior partner at Loring, Sternberg and Associates and Senior Governance Associate for BoardSource, presented a workshop entitled “Purposeful Boards, Powerful Fundraising.” Executive staff and board members of some of Waco’s most prominent nonprofits attended. Praised by some as the “best workshop I’ve ever attended in Waco,” board members and staff alike walked away from the experience with the tools needed to assess board performance, prioritize steps for improvement and identify ways they can change their board’s culture and activities to better achieve their individual missions. Find out more on capacity building on pg. 13 An engaged child at a local child development organization In 2009, the Foundation commissioned a study to the Texas Early Childhood Education Coalition, which developed a central baseline for understanding the current state of the youngest residents in McLennan County. This study looked at various risk factors, resulting in the development of an Early Childhood Quality of Life Index (QLI). Indicators calculated were related to health and behaviors of at-risk mothers, such as teen births, prenatal care, fetal deaths, infant death rate, low birth rate and preterm births. Overall, out of a 100-point scale, using the 12 risk factors most closely linked to a child’s health and educational development, McLennan County has an average quality of life score of 41.67%. Based on this study, Waco Foundation will embark on a long-range, comprehensive plan that seeks to take the next steps in implementing positive change in the most vulnerable and at-risk areas of early childhood in McLennan County. Waco Foundation is launching the SmartBabies Early Childhood Initiative for children in the Waco community ages 0-3. This initiative will have 3 goals: to create and maintain an inventory of local early childhood programs and resources; to promote general awareness within the community about the issue of early childhood development and parent engagement; and to facilitate the development and implementation of a strategic plan that will raise the Early Childhood QLI by 10% within five years in all zip codes where the QLI is below the County’s overall score of 41.67%. Capacity building services are distinguishable from direct program services or capital expenses, in that they typically seek to increase knowledge, skill level or efficiency. Capacity Building is an essential component of the nonprofit sector, as it enables nonprofits to effectively carry out their charitable missions and maximize the value of the donations given to them by the community. Capacity Building Program Services Mini-Grants Waco Foundation funds initiatives that foster agency development, as well as the efficient delivery of programs and services through a mini-grant program (typically $2,000 or less). Tommorrow’s Leaders As a product of the Community Visioning Project launched in 2006, the Today’s Action Tomorrow’s Leaders Steering Committee was convened to ensure that the Waco area has pipelines of leadership to provide the planning and programming needed to ensure that Waco has a diverse pool of individuals trained and capable of providing community and civic leadership in the future. Waco Foundation Capacity Building Program is a partner, providing staff support and funding for this effort shared by the full community. 13 Professional Development Regularly, we support the costs of bringing in nationally-recognized speakers for Capacity Building Continuing Education classes for nonprofit boards and staffs. To assist the public and private agencies serving homeless populations in Waco, the Foundation engaged a grantwriter to help our community develop a Continuum of Care application for Homeless Assistance to the Department of Housing and Urban Development (HUD). Robbie Stabeno, Director of Scholarships, spends most of her days directly working with students and families, helping them file applications for Pell Grants. MAC sees approximately 1,500 families a year. This year, MAC helped 2,353 students who graduated from McLennan County Schools, which resulted in approximately $4 million of federal aid. MAC also provides MAC Grants, donated by Malcolm and Mary Ruth Duncan, to students enrolling at MCC or TSTC. MAC Grants are funding for tuition that is not covered by other grants or scholarships. MAC also provides $5,000 MAC Scholarships for the third and fourth year students in the MAC Scholarship Program who have at least a 3.0 GPA. All but one of the 3rd and 4th year scholarship recipients since 1997 have received an undergraduate degree, and many go on to graduate school and careers here in Waco. Wilcoxson graduated with honors from Texas A&M University with a Bachelor of Science degree in Biomedical Engineering and a minor in mathematics. Following his graduation he will begin his first year of medical school at the University of Texas Health Science Center in Houston, Texas. Over the past four years, Brandon has spent each summer and winter break working diligently to attempt to earn the money needed to pay for each semester at A&M. Despite his more than full-time summer work, he was never able to earn enough money to pay for each semester. The MAC Grants and Scholarships that he received from Waco Foundation always made up the difference that remained. With the help of the MAC Scholarship Program, it was not necessary for Brandon to work during the fall and spring semesters. Overview The Greater Waco Community Education Alliance emerged from the Community Visioning Project and was formalized in 2009, gaining former Major Virginia Dupuy as its volunteer executive director. It is a collaboration of community leaders in areas like higher education and business who are strategically aligning to engage the community, facilitate systemic change and maximize resources. Mission To develop the understanding that the entire community shares the responsibility for educating every citizen. Dr. Sharon M. But, they actively support and embrace the Alliance’s Assumptions. The Waco area is blessed to have community members from all walks of life who understand that it takes us working together strategically to ensure that ALL children receive a quality educational experience and increase their opportunities to become productive citizens.” The Education Alliance Coordinating Board of Underwriters was formed to strengthen the ability to support community goals and sustain the work of the Education Alliance. The Best Practices Reading Program, started in 2009 by Ashley Weaver, expanded its services at J.H. Hines and La Vega Intermediate School. The Education Alliance Community Parent Leadership Partners were formed to begin the work of reaching out and engaging parents in the community. 2010-2011 Activities < Annual Education Summit The third annual Greater Waco Community Education Summit, conducted November 17-19, 2010, brought together over 600 attendees—both workers in the community and national experts in education and workforce development. With local activity attracting the attention of the co-founders of the national organization, Birth2Work, both Rick Stephens and Elane V. Scott addressed the Summit in general sessions and a breakout forum. Branding the Brazos - Doris Miller Statue Fund Cameron Park Centennial Celebration Fund Early Childhood Fund Greater Waco Community Education Alliance Fund Greater Waco Community Education Summit Fund McLennan County Peace Officers Memorial Fund Nonprofit Institute Fund Waco Cultural Arts Fest - Branding the Brazos Fund Waco Foundation Capacity Building Program Fund All funds are managed as component funds of Waco Foundation. Funds are held as the property of Waco Foundation, designated for the benefit of the agencies named by donors. Distributions of income or corpus are made to designated agencies according to the fund agreement between the agency or donor and Waco Foundation. The Foundation prides itself on its dedication to providing proper stewardship, prudent investment, consistent purchasing power and regular distributions that meet the donor’s charitable intention and support the local nonprofit community. Branding the Brazos - Doris Miller Statue Fund Doris Miller, World War II hero The Doris Miller Memorial Committee, in connection with the Waco Cultural Arts Fest “Branding the Brazos,” have dedicated a memorial to Doris Miller, a prominent African American serviceman and Wacoan, and the sacrifice of his life at sea during active duty. The sculpture project seeks to establish an appropriate and important local and national memorial for Miller. Stan Carroll AIA, RA, RID and Eddie Dixon have been chosen to design the historical memorial. The project budget supports the sculptural design, the installation of the memorial and the landscape revitalization of the Bledsoe-Miller Park on the banks of the Brazos River. Donations are needed to raise the amount in the projected budget ($1 million), and can be made to Waco Foundation—Branding the Brazos—Doris Miller Statue Fund. The generosity of The Bernard and Audre Rapoport Foundation made the lead donation of $25,000 to this fund. Waco Cultural Arts Fest - Branding the Brazos Fund Cowboy Sculpture by Robert Summers In an effort to promote cultural awareness and economic expansion, Waco businessman Clifton Robinson, in collaboration with the Waco Cultural Arts Fest, launched the formation of The Waco Chisholm Trail Heritage project. This monumental sculpture project is a public art project designed to establish the Brazos River Corridor as a gateway for Waco’s cultural district. Mr. Robinson provided the initial donation and has encouraged public participation with the establishment of the “Branding the Brazos” fundraising campaign.
