Nominee Biographies
Clark Adams, CETsr
Clark Adams has been a division chair many times in the past and filled the chairman’s position twice. He has
worked as an instructor at a technical school for many years as well in the office machine industry. Clark currently
works in the troubleshoot/test division of a company which builds circuit boards. He has been a CETsr for many
years and was one of the first to be certified as a CSS. He enjoys music and Amateur Radio, and is licensed as an
Extra Class Ham. Clark lives in Watertown, SD with his wife of over 38 years.
Dr. William (Bill) Baily, Jr.
William began his electronics career when he entered the United States Navy. After completing AFTA and AVIC7 electronic training he also received metrology training. As a calibration/repair technician he honed his skills
repairing various items of precision measurement equipment (PME). Upon advancing, he assumed responsibilities as Calibration Lab Supervisor, and managed all aspects of calibration/repair services provided to fleet units.
As a naval electronics instructor, he taught Micro/Miniature (2M) Solder Repair and certified fleet 2M solder
technicians. He also taught radar fundamentals associated with airborne moving target indicator (AMTI) radar
systems. In particular, his expertise is long range search radar systems deployed to protect U.S. aircraft carriers.
As an Atlantic Fleet Avionics evaluator, he was responsible for program compliance, safety, administration, and
quality of all avionic maintenance programs. Upon military retirement, he began teaching math and electronics
at ITT Technical Institute, where he became Chair of the School of Electronic Technology at the Indianapolis
campus. Currently, he is also an adjunct professor at Embry-Riddle Aeronautical University World Wide Campus.
Other accomplishments: FCC Radio Operator/repair License (radar endorsement), Master 2M Solder Repair Instructor; certified ISO 9000 Lead Auditor; FAA licensed commercial pilot, holds a Master of Aeronautics Science
(MAS), PhD in Applied Management/Organizational Research.
John W. Baldwin, CETsr
Mr. Baldwin is an electronics instructor at South Central Technical College (SCTC) located in Mankato, Minnesota. He has been the college staff designate to the Institute for Wireless Education (IWE), where he has been
responsible for delivering wireless communications industry training programs throughout the United States as
well as in Europe and South America. He has taught at the college level for over 25 years and has more than 10
years of communications and electronics experience. Mr. Baldwin holds a Bachelor of Science degree in Industrial Education from the University of Minnesota, and teaching credentials in the states of Minnesota and California. He is a member of the Institute of Electronics and Electrical Engineers (IEEE). He holds a FCC General Radiotelephone license, an Amateur Radio Operators License and is a certification administrator for CET and FCC
exams with the ETA, Electronic Technicians Association, and for NARTE, the National Association of Radio and
Telecommunications Engineers. He is a senior CET. He has served as national board member of the communications division for the ETA, where he is also a charter member. He served in the USAF as a Radio Communications
Specialist, working on VLF, HF SSB, UHF air-to-ground multiplexed telephony systems. He was employed at E.
F. Johnson Co., Waseca, MN as a technical support supervisor in field engineering, and as a technical instructor
on mobile telephones. Mr. Baldwin was formerly the lead instructor in the Electronic Business Machine Program
at Riverland Technical College, Faribault, MN, where he was responsible for program operation, and curriculum
development. He taught courses in basic electronics, analog circuits, digital and microprocessors, computer

systems, Novell networking, Microsoft Windows 95 /NT operating systems, telecommunications, Internet courses, facsimile, PPC copier and laser printer service. John has recently written many articles on technical education and telecommunications, as well as the importance of non-technical skills in today’s high tech society. Mr.
Baldwin has been featured in several prominent trade magazines and local newspapers. He has been writing an
introductory text on wireless communications for a major publisher. During the past recent years he has developed
courses for training on CDMA, GSM, GPRS, EDGE, UMTS, Mobile IP and 3G, the new third generation wireless
networks and systems. For fun, John enjoys keeping up on new trends in technology areas, such as HDTV, digital
photography and audio systems.
Bill Brinker, CETma
Bill received both his BSE and MSE from Emporia State University. Bill was the head of the electronics department at the Kansas City Kansas Area Vocational Technical School for 10 years and then went to work for
Motorola as a Project Manager. Bill retired from Motorola after 18 years of managing the installation of Cellular
Telephone and Public Safety Systems. Bill worked at Compass controls as a Design Engineering Technician designing and repairing microprocessor controlled circuits for oxygen concentrators. For the last 10 years Bill has
worked as a Project Manager for Commenco, an authorized Motorola Sales and Service center. Bill is also a Life
member of the American Radio Relay League and currently holds the ARRL position of Technical Coordinator
for the State of Kansas.
Paul Cary, CSS
Paul F. Cary retired in June, 2012, from Lincoln Technical Institute, Allentown, Pennsylvania after 47 years as
an instructor. He spent 21 of those years as a Corporate Technical Trainer Specialist providing on-site training. In
July 2012, he formed PFCary Training Services, LLC where he currently serves as consultant and trainer.
Based on the needs of the client; courses are designed, developed, implemented and evaluated to meet the outcomes of the program and what level of knowledge the trainee should have to continue to the next level(s) of
training. Emphasis of the training focus is on the operation and troubleshooting of the system application.
Paul worked as part of the team in the upgrading and maintenance of the Electronics Engineering Technology
Degree program while on the instructional staff of Lincoln Tech in meeting the requirements of Pennsylvania
Department of Education Standards.
Paul resides in Bath, Pennsylvania with his wife, Dolly. They have 3 children and grandchildren with another one
on the way and 2 dogs.
Charles Casbeer, FOD
Charles “Chuck” Casbeer has been working at Infotec and ECPI University, Virginia Beach, Virginia campus
since October 1999. Prior to working at Infotec,Chuck was a Master Chief Petty Officer in the United States
Navy and proudlyserved for twenty-two years. Chuck is the Lead Technical Training Specialist and Fiber Optics
Program Manager for Infotec www.infotecpro.com and ECPI University www.ecpi.edu. He teaches Infotec’s
ETA Certified Fiber Optic Installer, Technician, Designer and Military Fiber Optics Courses, along with the Data
Cabling Installer certification course.
Charles Casbeer, FOD cont.
In 1977, Chuck joined the Navy. He chose the Navy Electrician Mate rating as his job specialty. Selecting this,
Chuck went to the Navy’s Basic Electricity and Electronics School and Electrician’s Mate ‘A’ School in Great Lakes,
Illinois. There he learned basic and advanced electrical and electronics theory using state of the art laboratory and
test equipment. While stationed at Guam, he was given the opportunity to get advanced training in Variable Speed
Controllers, Motor Rewind, Sound and Vibration Analysis, Electronic Governors, and maintenance and repair on
many different sizes of Motor Generator Sets. For his last tour of duty in the Navy, Chuck was assigned as Director Instructor Training School at Fleet Training Center, Norfolk, Virginia. While still in the Navy, Chuck attended
and graduated Magna Cum Laude with an Associates of Applied Science Degree in Electronics Engineering
Technology from ECPI University in Virginia Beach, Virginia. In addition, he completed a Bachelors of Science
in Technology with a specialty in Optical Technologies from Excelsior College. Chuck joined the ETA in 1999.

Technical Trainer CTT+. After work, Chuck and his wife (Kellie) enjoy living in Virginia Beach. They have a
daughter (Brandi) and a son (Brett).
Dave Engebretson, ESNT
Dave is the founder and president of Slayton Solutions Ltd., a Chicago, IL company that provides online and
instructor-led training in fiber optics and networking of security equipment. These training programs are certified
by the Electronics Technicians Association and the FOA. Entering the alarm industry in 1978, Engebretson has
designed, sold and serviced central station, fire alarm, CCTV, burglar alarm, and access control systems. He is the
contributing technical editor for SDM magazine. Further, Dave is the author of two books, “Technicians Guide
to Networking Security Solutions” and “Technician’s Guide to Physical Security Networking: Enterprise Solutions”. Dave was the prime motivator and subject matter committee chairman of the ESNT certification and two
newer ETA certification programs.
Stephen Fleeman
Stephen R Fleeman is an Associate Professor of Electronic Engineering Technology and Sustainable Energy
Systems at Rock Valley College in Rockford, Illinois. He has 30 years of service at Rock Valley College as of
September 2012. He specializes in circuit analysis, electronics, control systems, wireless communication, and
sustainable energy systems.
Steve worked concurrently at Hamilton Sundstrand (an aerospace company) and retired in 2009 after 30 years of
service. He had been an electrical engineer in the areas of test equipment design and ground support equipment.
His service to ETA includes: Vice Chairman (appointed 2012), Renewable Energy Chair (2011), Communications
Division Chair (2010), and as a member of the Renewable Energy Committee from 2009 to the present. His ETA
awards include the Excellence Award (2011) and the “Pete” Award in 2010.
Joe Goudy, CETsr
Joe Goudy has been a certified member of ETA for many years and began serving as a certificate administrator and
state representative shortly after becoming certified. Joe had a 29 year career in industry as a Senior Electronics
Technician working for ANR Pipeline Co. Joe was responsible for the installation, operation and maintenance of
a portion of ANR’s private industrial microwave telecommunications system and associated equipment in Missouri, Iowa, and Illinois.
Joe took an early retirement from ANR in the fall of 2007. In February of 2008 he began teaching part time for Indian Hills Community College in Ottumwa, IA and then became a full time instructor in 2010. Joe teaches classes
in DC and AC theory, Analog Devices, Technical Math, Fiber Optics, Photonics, Power Transfer Technology,
Project Lead the Way Digital Electronics and Computer Aided Design. In 2011 Joe added Avionics to the subjects
he teaches and took additional training at Rockwell Collins in Cedar Rapids, IA and the Aircraft Electronics Association in Lee’s Summit, Mo.
In addition to his experience in Industry, Joe holds academic degrees from Wayne State College, Nebraska (B.S.),
Iowa Wesleyan College, (B.A.), Truman State University, Missouri, (M.A. Industrial Education), Indian Hills
Community College, Iowa (A.A. S. Electronics Technology). Joe also has several certifications: Wireless communications, Fiber Optic Installer, FOI outside plant, Line and Antenna Sweeping.
Joe is also an amateur ‘ham’ radio operator, call sign N0JG, a 40 year member of the ARRL, a member of the
Radio Club of America, and a volunteer amateur radio examiner.
Dr. Douglas G. Hubert, TCM
I am currently a Senior Lecturer and Professional tutor with 13 years teaching experience in Computer Science/
Developmental Math /Student Retention Programs here at the University of Akron. I also have 15 years teaching
experience in the Secondary Level Education (Grades 9-12 in areas of Physical Science/Chemistry/Math/Biology). In 2000, I was honored to receive the Ohio Teacher of the Year award. Other teaching experience at Herzog
University (seven years), the ITT Technical Institute (3 years) and special education home tutor/long-term substitute teacher (12 years) provides multiple perspectives of a teacher’s place in the academic setting. Currently
residing in Wadsworth, Ohio with wife Linda and dog Marcie.
Christopher Hoch, CETma
Mr. Hoch has been with Motorola for 23 years and currently serves as a Territory Technical Support Manager.
Christopher attended Basic Electronics and Ground Radio Communications training while serving in the US Air
Force. He has 32 years of experience in the electronics industry. Christopher is a Master CET with numerous ETA
certifications including areas in Wireless and Telecommunications, RF Line Sweeping, Industrial Technician, T1
Link Audit, RF Signal Investigation, Customer Service, and Certified Service Manager, as well as an FCC license.
Christopher is a member of the Motorola R56 committee and has played an instrumental role in the development
and updating of the Motorola R56 manual. Christopher is involved with the development in several of the Motorola certification exams and training classes including Communications Site Installation Inspector (CSII) and
Communications Site Installer (MR56). In addition, Christopher teaches these classes to Motorola employees,
shops, and contractors. He currently lives Tempe, AZ and is married with three daughters.
Louis Jimenez
Mr. Louis Jimenez of Bowsher High School is currently the Tech Prep Electronics teacher for Toledo Public
Schools (TPS). He is a member of the Electronics Technicians Association - International (ETA-I) and is a Certified Administrator for the ETA-I. Bowsher High School in Toledo, Ohio is a Certified Facility for testing of both
the Student Electronics Technician (S.E.T.) and the Certified Electronics Technician (C.E.T) at the Associates
level. He is also a member of the Association for Career and Technical Education (A.C.T.E.). He is happily married to his wife of 37 years, Suzanne. They presently have two fur-kids, Winifred and Reba.
On 10.18.2011, Mr. Louis Jimenez received the Educator of the Year Award from the prestigious Electronics
Technicians Association - International.
Born in Toledo, Ohio, Mr. Jimenez joined the United States Navy in 1969 while many of his friends went off to
college or to Woodstock. Many of the young men who went into the military that year he never saw alive again.
He is third generation Mexican-American, and the first one in his family to achieve any type of distinction in the
military. Mr. Jimenez became a Navy Chief after only eight years and was stationed in Honolulu, Hawaii. He
became a Navy Instructor and finally a Master Training Specialist in teaching Anti-Submarine Warfare in San Diego, CA, Fleet Anti-Submarine Warfare Training Center, Pacific (FLEASWTRACENPAC). After the U.S. Navy
he went to work for General Electric Aerospace in Central New York. While in the U.S. Navy and General Electric Aerospace he visited or was stationed in over 30 different countries all over the world. Mr. Jimenez finished
his bachelor’s program from National University in San Diego, California with Magna Cum Laude. He aced his
Masters program in Career and Technical Education from the University of Toledo and subsequently was inducted
into Phi Kappa Phi; the most selective, largest and oldest honor society in the United States.
Mr. Jimenez began working for TPS in 2000. He had all the requisite skills to become an Industrial Technology teacher. Mr. Jimenez started teaching the discontinued Tech Prep Electronics course from scratch in 2008.
The challenges seemed insurmountable, the last Tech Prep Electronics course had been held at Woodward High
School and the electronics equipment and components were stored in five massive rooms. Mr. Jimenez spent
seven months after school on his own time to catalogue, inventory and salvage anything that was still usable.
There were no documents available on how to set up the course, no Course of Study and nothing to guide a new
Tech Prep teacher on how to design a course that would be successful. How I survived these early years is another
story. A very long story!
Finally, I firmly believe that Career and Technical Education is at the heart of today’s high-tech, high-skill global
economy. And for America to remain economically competitive, our next generation of leaders, the students of
today, MUST develop the critical-reasoning; problem-solving; teamwork and collaboration skills that will help
make them and US the most powerful and productive in the world.
Matt Jorgenson, CETma
Matt Jorgenson graduated from Orange High School in Hillsborough, North Carolina, with honors as president
of the National Technical Honors Society. He joined the North Carolina National Guard in October 2003 and was
sent to Fort Jackson, South Carolina, for basic training. Upon completion of basic training, Matt went to Fort Gordon, Georgia, for 31R (Multi-Channel Transmissions Systems Operator Maintainer), which is now 25Q. In June
2005, he was honorably discharged from the National Guard and enlisted in the Regular Army the same month.
He reported to his first duty station at Fort Polk, Louisiana, in October 2005 and was assigned to BSTB 4/10 MTN
DIV. In March 2006, Matt was attached to 2/10 MTN DIV during their rotation at NTC. Upon completion of the
rotation, he received an Army Achievement Medal for flawless signal support operating the HCLOS.
Matt Jorgenson, CETma cont.
As his military term was coming to an end, he was afforded the opportunity to take classes with the University
of Central Missouri to enhance his communication technology abilities. During these classes he was able to take
various certification exams, which eventually allowed him to become the youngest person to ever attain the ETA
master designation, CETma. Matt currently is Senior Network Analyst at the Orange County School System in
Hillsborough NC.
Joseph LaGanga, CETma
Joe LaGanga has been developing training courses for the Communications field for the past 8 years and is a certified Instructor. He is a Certification Administrator with Electronic Technicians Association International (ETA),
which provides training and certifications to technicians in the Electronics industry. In addition, Joe is a certified
Proctor with the International Society of Electronics Technicians (ISCET).
Joe is the president of his own small business that performs Project Management for the Small/Medium business
market focusing on network deployments and telecommunications infrastructure improvements. His business
also does training for various communications space companies focusing on the ETA certification platform.
Joe is a graduate of the Cappella University with a Bachelor’s degree in Information Technology with a Specialization in Project Management and is currently enrolled in a Master’s program and has been involved in the
managing of project for the past 15 years. He has been a certified with PMI (PMP) since 2008 and is currently
working on a Program Management certification.
George P. Lister CETma
George began his electronics career as a radioman with the United States Navy Submarine Service. George has
22 years’ experience as a Control Systems Technician with United States Gypsum Company (USG). After retiring from USG, George entered the renewable energy industry with Mitsubishi Power Systems as a Wind Turbine
Technician. In 2007, George joined the faculty of the Wind Energy Technology program at Texas State Technical
College (TSTC) teaching SCADA systems and industrial networking while serving as lead Climb Safety instructor. In 2011, the expansion of the Wind Energy Technology program at TSTC allowed George to relocate to South
Texas to become the Program Chairman for the Renewable Energy Education Center at Ingleside, Texas where he
also serves as Climb Safety and Laser Safety Officer.
He holds a Master’s degree in Forensic Science from National University as well as numerous certifications. He is
an OSHA Authorized Outreach Trainer for Construction and General Industry. He is a strong proponent of technical certifications within any industry. As an instructor, George guides his students in preparation for the Associate CET exam and proctors the exam for each graduating class. George is a Master CET, a Lifetime member of
ETA-I, a Senior member of the International Society of Automation (ISA), and a member of Infragard, an alliance
between the FBI and industry addressing Critical Infrastructure Protection.
John D. MacLean III, CET
John MacLean is currently the DHS Office of Emergency Communications (OEC) Regional Emergency Communications Coordinator for the 8 southeastern states. John has 21 years of experience in Federal, State, local,
and military Communications and data systems as a communications/IT/electronics technician and manager. John
also served as the FEMA Region III Regional Emergency Communication Coordinator as the project manager
for the Disaster Emergency Communications program for the six mid-Atlantic States in Region III that includes
the Nation’s Capitol and was involved in overseeing communications for the 2009 Presidential Inauguration, (2)
John D. MacLean III, CET cont.
G-20 summits, and deployed to North Dakota in support of National Disaster -1829 for severe flooding in the
cities of Bismarck and Fargo.
John is the former Deputy Director for the City of Philadelphia’s Managing Directors Office of Emergency Management in charge of IT & Emergency Communications. During his 15 year career with the city he also took the
role as an Emergency First responder being dispatched to fires, floods, and civil disturbances and special events
coordination (i.e. 9 high rise building implosions, many winter storm responses, 7 Army vs Navy Football games,
2008 National Governors Conference and the 2008 World Series).
John holds 2 academic degrees as is also a Lieutenant in the Naval Reserve as an Information Professional Officer.
Mark McDougal
Mark is a Master Instructor in Electronics and Electro-Mechanical Technology at the Tennessee Technology Center in Hohenwald, Tennessee and currently serves as Faculty Chair for Electronics Technology. Prior to teaching,
he was employed as an Engineering Specialist and Senior Test Supervisor at Wyle Labs in Huntsville, Alabama;
as an Associate Engineer for Insouth Microsystems in Auburn/Opelika, Alabama and as Electronics Technician
for Auburn University. Hobbies include amateur radio where Mark is licensed as K4YN, he enjoys all types of
music, sports, convertibles, and spending time with family. He has earned an A.S. in Electronics Engineering
Technology from Calhoun Community College and a B.A. in Math and Natural Science from Thomas Edison
College.
Bruce Moore, CETsr
Instructor Tennessee College of Applied Technology. Instructor for Electronics, low voltage cabling, electrical,
and renewable energy/green technology. Retired US Army, worked as aircraft electrician, avionics. Bachelor degree from Bethel College in Management and Organizational Development CET Senior Certified in:
RESI, Limited License Electrician state of Tennessee, NABCEP PV Entry Level, ETA Solar and Small Wind.
Dr. Terry Mrakovich
40 Years of experience in the Low Voltage Industry and 15+ years of Technical Training Experience. He is currently the Founder and Managing Director at Termark Technical Institute.
Wayne K. Siverling, FOT
Wayne K. Siverling, FOI (MSgt USAF Retired) has over 29 years in the telecommunications industry. Currently
Wayne is an instructor for the US Air Force Cable & Antenna Systems Journeyman Course, 364th Training
Squadron, Sheppard Air Force Base, Texas. Prior to that he was 2E6X2 Communications Cable and Antenna Systems Career Field Development Course Writer for the 364th Training Squadron, Sheppard Air Force Base, Texas.
He is directly responsible for the technical and military training of over 500 U.S. and international military and
civilian DoD personnel annually, in initial and advanced courses. He provides instruction in basic and advanced
fiber optics, telecommunications, and antenna maintenance on the largest and most diverse training base in Air
Education and Training Command.
Ron Taylor, CETma
Ron Taylor has 35 years experience supporting radio communications including large business systems and public safety operations used by emergency services. This support ranges from small simple installations to very large
and complex regional and state wide enterprises. As a maintainer and System Manager of these life safety systems
the technology support often extends to an entire compliment of interrelated technologies. These might include
such things as computers and networking, archiving and forensic support, telephony, microwave, fiber, backup
power generation, infrastructure such as buildings and HVAC, and more.
Ron is currently an ETA Master Certified Technician holding a dozen different ETA certificates, multiple FCC
licenses, and some 50 different technology specific training certificates.
Ron is also comfortable in leadership. He has long been a mentor and trainer, both to individuals as well as groups.
He has functioned as a shop manager in addition to managing 911 dispatch centers. In each of these roles he had
responsibility for staff and multimillion dollar budgets while interacting with the public and policy officials. Ron
currently serves as a city council member for his own local city.
Ron not only has deep historical experience to draw on, he also has a keen knowledge of how technology affects
people’s lives. His understanding spans not only to technological specifics but also how to make a wide range
of technology work for people and make those people feel comfortable with the systems that they become ever
more immersed in. Making things work is only half the battle. Making things work together with people is just
as important.
Jay Warmke
Like most pioneers in green technologies, Jay Warmke began his career in the comic book industry. Having
graduated from Ohio University’s prestigious Scripts-Howard School of Journalism, he found he had no taste for
writing for newspapers. So he became the General Manager of Diamond Comic Distributors, where he sold comics... lots of comics.
But after helping to grow Diamond, Jay soon found himself carrying boxes and doing other grunt jobs in the telecommunications industry. Eventually he was named the Executive Director of a small association named BICSI.
Under his leadership, the organization grew to over 100 employees, with offices around the world. An industry
trade magazine named him one of the ten most influential people in the telecommunications industry.
In 2001 he and his wife Annie, with their 8-year-old granddaughter Catlyn in tow, left their jobs, and moved to
France for a few years, and then on to England, where Jay volunteered at a stable in exchange for jumping lessons,
learning how to fall off a horse with grace and dignity.
In 2004, they returned to their farm in Ohio, where they established Blue Rock Station (www.bluerockstation.
com), a sustainable living center that features the first Earthship (a 2,200 sq ft passive solar home constructed out
of garbage) built east of the Mississippi, many straw bale buildings, a plastic bottle greenhouse, a solar shower
made of milk jugs, gardens, milk goats, lots of summer interns, and way too many cats. In the years since establishing Blue Rock Station, more than 30,000 people have wandered through their living room – drawn by the
vision of a truly sustainable lifestyle.
Jay is the author of numerous green technology books and articles, including Green Technology, Concepts and
Jay Warmke cont.
Practices (co-authored with Annie Warmke), a comprehensive textbook used in high schools, community colleges, and trade schools around the globe. His most recent publication is When the BioMass Hits the Wind Turbine:
How we got into this mess and how we are going to get out of it, a hopeful and fact-filled discussion of the past,
present and future of energy. As the Huffington Post described it,
“Overall, Jay Warmke’s often funny, always compelling excursion [...] makes it clear that when it comes to green

He is a member of the board of directors of Green Energy Ohio, and the International Certification and Accreditation Council. He has served as a committee member on ETA’s renewable energy committee since 2010.
Along with Annie Warmke, he was presented the 2009 Sustainable Living Award from Rural Action Ohio, and
Green Energy Ohio named him “Pioneer of the Year” in 2011.
Currently he serves an an instructor in renewable energy at the Central Ohio Technical College, a renewable
energy instructor for Marcraft, an “Insight” contributor to EcoWatch Journal, and also volunteers as the national
co-chair of the Skills USA Sustainable Solutions contest.
Robert Warren, CETma
Warren has a bachelor of science in electronics technology, from Belford University. He is a retired US Navy
Avionics Technician. He was a part-time instructor at Prince George Community College in Largo Md. Teaching
Basic Electronics. He has worked for primus industries INC., as A MFG ENGINEER in Hunt Valley, MD, Along
with the metro Transit Authority in Washington, DC as an Electronics/Electro-mechanics. He was selected as
employee of the month several times plus employee of the quarter.
He has a very extensive resume with ETA including, Master Electronics Technician with ETA, Certified Customer
Service Specialist, serving as a certification administrator for almost 15 years. Warren is a senior engineering
technician (SET) retired status with Nation Institute for the Certification in engineering technologies (NICET).
Warren is a current member of American Society of Certified Engineering Technician and past president of MD.
DC. Chapter. Also 2009 Top 10 CET Certification Administrator. Attended Eastern Michigan University Ypsilanti, MI. Prince George Community College in Largo, MD. Member of Institute of Electrical and Electronics
Engineers, Inc. and IEE Communication Society.
William A. Webb, CET
A native of Beckley, W Va. Graduated in 1972, as Valedictorian, from the United Electronics Institute in Charleston, W Va. Has 41 years experience working within Motorola Service Stations ( Oh, W Va, Ky ), providing installation/service/sales to the Two-Way Radio Communications Community. Holds a General Radio Telephone
FCC license, Wireless Journeyman CET, Certified Shop Manager and is a CA for the ETA. Is a current Board of
Directors member for ETA, with two years tenure. Also, is currently a participant on the committee developing
the Mobile Electronics Installer certification. Vice President General Manager and part owner of B&C Communications located in Columbus, OH.
Fred B. Weiss, CET
I hold a Bachelor of Science in Education from Kent State University. I also am currently certified in RESI with
the Audio/Video and Alarm Systems endorsements, CET, GROL, and a permanent teaching certificate in Ohio
for Electronics and Industrial Maintenance and Repair. I have a Private Pilots’ License, Single Engine Land by
FAA. and U.S.C.G. Captains License. Currently, I work as an Electronics Teacher for Akron Public Schools. I
teach Basic Electronics, Digital Electronics, Microprocessors, Robotics, Computer Construction & Repair, and
Customer Service Specialist.
Bill Woodward, FOD
Bill Woodward is the Director of C5ISR Engineering Products with UrsaNav, Inc. in Chesapeake, Virginia and a
licensed professional electrical engineer. Since leaving the U.S. Navy submarine force in 1992, Bill has been developing electronic and electrical equipment for shipboard propulsion control systems, sonar systems, fire control
systems, navigation systems, and radar systems.
He is an educator and author of countless published technical papers, textbooks, and magazine articles. He currently serves as chair of SAE International’s Aerospace Fiber Optic and Applied Photonics AS-3 Committee and
chair of the ETA’s Fiber Optic Committee. In addition, he has served four terms as ETA Chairman.
John Zielinski, CETma
I am semi-retired and work part time at SoPark Corp as a conformal coater of circuit boards. I also have passed a
lot of ETA exams and hold a FCC GROL license and spent a few years working for radio stations mantling radio
stations. Also about 45 years as a electronic technician doing consumer and 2 way radio repairs.
