Cost Analysis Requirements Description
(CARD)
Its role in the acquisition process
The Department of Defense (DoD) acquisition process, in accordance with DoD 5000.2,
requires all defense technology projects and acquisition programs to provide many documents in preparation for milestone reviews. Among the extensive list, the CARD is required
for all programs entering a Milestone Decision. Understanding the technical and programmatic life-cycle activities and identifying costs associated with those activities can be an
invaluable resource.
Booz Allen can help you be ready for what’s next
Booz Allen Hamilton, a leading strategy and technology consulting firm, provides CARD development services that apply an organized, structured, and efficient approach to CARD development offering the most useful insight to those developing a life-cycle cost estimate.
Our staff develops the CARD, a “one-stop” shop detailing the program’s salient features,
encompassing all the technical, programmatic, schedule, and cost elements of the program.
After thorough analysis, the Booz Allen staff also identifies the cost drivers and risks to the
program office and cost analysts developing life-cycle cost estimates.
CARD development is a key initial step in a cost process that includes development of Life
Cycle Cost Estimates (LCCE), Economic Analyses, and Independent Cost Estimates (ICE).
The staff at Booz Allen has:
•
A unique ability to analyze programmatic and technical documents and extrapolate the
requirements needed for the CARD
•
Extensive experience in Life Cycle Cost Estimates and Economic Analyses
•
Superb team skills to work with an organization to understand and represent
its requirements and goals
•
Use of processes and tools that efficiently and effectively develop a CARD and continually
track its progress

Booz Allen helps connect your organizational objectives and
risks in terms of cost, technical, and schedule objectives to be outlined in the CARD.
This gives your organization more realistic costs to allow better decision making.
Booz Allen uses tools that maximize our efficiency to deliver a high-quality document faster,
along with skilled professionals who work in collaboration with your organization to meet your
objectives. Booz Allen develops CARDs by understanding program acquisition objectives and
how the program relates to the bigger DoD objectives and goals. With this in mind, we work in
partnership to gather data and to gain a technical understanding of the project to provide the
organization the tools required for the best estimate.
