Introduction/Background
I. The Washington Metropolitan Area Transit Authority (WMATA) wishes to enter into a
services requirement contract with one or more vendors to provide a range of computer
training programs and services for employees. Primary use will be for WMATA
employees and to assist WMATA Departments with personal computer training, high
tech computer training and Computer Based Training (CBT) development for CBT’s.
WMATA is in need of building an off-the-shelf CBT library of titles which cover a variety
of standard business, mechanical, electrical, and safety topics. These programs and
services will provide employees with opportunities to prepare for promotions, lateral
moves and increase their value in current positions.
II. Like many other high-growth industries, the transit industry is experiencing rapid change
in technology, customer demands, ridership and the impact of retirement. In order to
maintain and expand both service quality and efficiency, WMATA will ensure that its
existing labor force and incoming employees possess the necessary knowledge, skills,
and abilities to achieve its strategic goals. Efficient, timely, and effective talent
management and talent development will be crucial for attracting, retaining, and
developing the workforce.
III. WMATA’s workforce includes operational and non-operational disciplines, professional,
and skilled-trade positions. WMATA’s workforce must be equipped to continuously
improve, engage in lifelong learning, and demonstrate an ability to transfer knowledge,
skills and abilities effectively from one position to another within the company.
IV. WMATA has identified a need for specialized High Tech Computer training for
employees who support many of our business systems. High Tech training is designed
to address training gaps standard market based computer training will not cover
WMATA’s High Tech business development needs.
V. WMATA maintains a central training registration system which schedules, tracks and
records all training attended by WMATA employees.
Current Scope of Work
I. WMATA requires that computer training be provided for its staff in two ways:

A. Through courses offered in one of WMATA’s four computer training labs
B. Through a WMATA course offered at the vendor’s training facility (A site visit will be
conducted prior to contract award to assure facilities meet the needs of WMATA.)
II. Contractors may provide off-the-shelf programs tailored for WMATA. Contractor
developed and off-the-shelf courses will be accepted based upon the following criteria:
1). Courses have been reviewed by WMATA’s learning and development design
specialist; 2). Courses have been tailored for the needs and/or approved by WMATA.
III. A list suggesting the range of programs and courses needed is included in this
document. These courses are WMATA’s best estimate of the immediate and future
needs of its employees. Contractors are not required to bid on all courses listed.
IV. Training courses provided by the vendor(s) to meet the needs of the WMATA workforce
will be coordinated by the Contracting Officer’s Technical Representatives (COTRs). The
vendor(s) will provide training to accommodate the work schedules of various WMATA
sites. This means that in addition to providing training during normal business hours,
classes may be offered at different times during evenings, and nights. Training will be
presented at WMATA facilities in the Washington Metropolitan Area.
V. Ideally, each course should meet the following instructional design criteria to best meet
the needs of WMATA’s unique audience.
Is AICC and SCORM Compliant: Should be compatible with WMATA’s
Learning Management System and have data tracking and
bookmarking capabilities.
Is 508 Compliant: Have both audio and text options.
Uses Simple, Clear Language: The written text and spoken audio is
clear and the first time the learner reads or hears it. Where possible,
well-chosen graphics should b used to “do the talking”.
Is Visually Engaging: Should have a variety of graphics which
complement or explain the text. Additionally, any visuals of people
should reflect our racially diverse workforce, in both office and field
settings.
Is Organized in Short Sections: Learners should not be required to sit
in one place and focus for longer than about 45 minutes, with 20-30
minutes being the ideal. Topics that require a longer program should
be modular.
Has the Right Amount of Interactivity: Learners should have enough
interactions (about every five screens) to keep them engaged in the
program, but not so many that they are overwhelmed with being
asked to do too much. Programs that are primarily “page turners”
are unacceptable.

Offers Immediate Feedback to the Learner: Commentary for both
correct and incorrect answers should be available to let learners
know why their answer(s) to quiz and test items are right or wrong.
Vendor personnel working on this program must be proficient in
supporting, maintaining, developing and implementing modern
technology solutions in a corporate environment using the latest
software in development of CBT’s.
VI. The vendor will provide the outlined training. WMATA must approve all training
instructors. The prime contractor must present instructor resumes based on a resume
review, prior to them presenting courses for WMATA employees. All instructors must
attend a briefing session after contract award, and once each year thereafter to assure
that WMATA standards and procedures are fully understood.
VII. On occasion, WMATA requires training in unusual or difficult, highly technical software
packages. Vendors should offer a wide variety of courses in such areas to include, but
are limited to Web Development (SharePoint), Network Administration (Active
Directory), Cisco authorized certifications, Project Management certifications (PMP),
PeopleSoft Support Tools, Helpdesk Management, Database development, Virtual
Desktop Technology and Microsoft technical courses. These courses most often will be
attended at vendors training facility.
VIII. In situations where certification is offered, courses often must be taken in a specific
order with satisfactory performance in one class as a prerequisite for advancement to the
next. Therefore, WMATA wishes the contractor to develop and administer a process to
assure that each participant is prepared to advance consistently and successfully through
his/her assigned series of classes. WMATA must be kept informed if an employee fails a
course within a certification program. WMATA employees failing a course should be
allowed to attend a second session of that course for free.
IX. WMATA may need to schedule one of its training courses to be held at the Vendor’s
facility. Those facilities must be located within a quarter mile walk from a Metro
Station, or a Metro Bus stop preferably in the District of Columbia, as it is central to all
WMATA facilities. The facilities must be equipped with computers and support at least
12 students with each student having access to an individual computer. Facilities must
be handicapped accessible in all respects, meeting the requirements of the American’s
with Disabilities Act. A site visit will be conducted prior to contract award to assure
facilities meet the needs of WMATA.
Deliverables
I. Classes may range in length from three and a half hours to 5 days. In the case of classes
requiring multiple days, these may or may not be consecutive.
A. Half-day training is defined as a three and a half hour structured course.

B. A one-day training course is defined as a six-hour structured course. In addition,
there will be a lunch break of one hour.
C. A two-day course is defined as two six-hour structured days. These days may or may
not be consecutive.
D. A three-day course is defined as three six-hour structured days. These days may or
may not be consecutive.
E. A five-day course is defined as five six-hour structured days. These days may or may
not be consecutive.
F. Night classes may be presented as half-day or full day as specified by the COTRs.
G. Classes may also be required on week day evenings or nights. Weekday classes are
from 8:00a.m. – 4:30p.m. M-F, evening classes are from 4:30p.m - 12:00a.m. M-F,
night classes are from 12:00a.m. – 8:00a.m M-F. Those time schedules will be
negotiated on an as needed basis.
II. Course Materials
A. The vendor will provide clean, professional, copies of the course materials within 410 days of a scheduled class, depending on the course length and sponsor needs.
B. The vendor will provide clean, professional, copies of the course materials to
employees attending training at the vendor facility on the first day of training.
III. Class/Instructor Evaluation
A. A standard WMATA course evaluation will be conducted to evaluate instructional
effectiveness as appropriate including, but not limited to the following:
1. Increased awareness or knowledge of the topic presented
2. Demonstrated learning based on formal or informal objective pre & post
assessment(s)
3. The participant’s perception of the value of the program
4. Instructor effectiveness in terms of class management, facilitation skills,
instructional skill with diverse audiences and different learning styles.
IV. Instructor Requirements
A. Instructors are expected to arrive at the training site no less than one-half hour
before the scheduled beginning of the class for set up. Instructors are expected to
remain in the classroom one-half hour after class to answer questions.
B. Instructors are required to have at least five years instruction/ facilitation
experience.
Technical Evaluation Criteria and Submittal Requirements
I. Each technical proposal shall enable WMATA’s evaluating personnel to make a thorough
evaluation and arrive at a sound determination as to whether or not the proposal will
meet the requirements of the Authority. Each technical proposal shall be specific,

detailed, and complete as to clearly and fully demonstrate that the prospective vendor
has a thorough knowledge and understanding of the requirements and has valid and
practical solutions for technical problems. Statements which paraphrase the
specifications or attest that “standard procedures will be employed,” are inadequate to
demonstrate how it is proposed to comply with the requirements of the specification.
As a minimum, the proposal must be externally tabbed in the order of the evaluation
criteria. The first page could include a summary of the proposed services.
II. The three components for this solicitation are:

Criteria for Evaluation
A. Quality and Thoroughness of Course Content Outline
Proposals will be evaluated on the quality and thoroughness of course content. Course
content must focus on practical applications but should include any necessary
theoretical information for each subject area.
Required Submittal:
1. The vendor will provide a description, in outline form, for each of the
following courses:
a. Introduction to MS Word 2007
b. Introduction to DreamWeaver CS5
2. The above listed course materials will be evaluated as a representative
sample for purposes of evaluating the technical proposals relative to
personal computer training courses and high technology courses. The
vendor must provide a sample of the participants guide for the Introduction
to MS Word 2007 and Introduction to DreamWeaver CS5 (or personal
computer training) as part of the proposal.
B. Quality of Personnel
The vendor will be evaluated on the quality and quantity of key personnel for
performance under this contract. The vendor must demonstrate a sufficient number of
qualified instructors to handle the number of courses they are proposing to offer. Each
qualified instructor must, at a minimum, have at least three years experience teaching
the personal and/or technical computer courses listed in this Scope of Work. The
vendor will ensure that there is a qualified back-up instructor who is prepared to
facilitate the course in the event that the primary instructor is incapable of doing so.
Required Submittal:
A resume must be submitted for each instructor, listing the course they will
teach and any requisite degree, certification or license (where applicable) related
to the programs they will be presenting. Three recent references for

presentation of training programs similar to the Authority’s requirement are also
required. Contract offers will be evaluated on how well proposed key personnel
meet or exceed WMATA’s required education and experience qualifications.
C. Technical Approach:
The vendor shall be evaluated on the extent and familiarity demonstrated in
understanding the overall approach and application of ISD (Instructional Design) and
adult learning theory as evidenced by a statement defining that understanding.
Required Submittal:
Proposed approach to training and how ISD and learning theory is incorporated
in your training.
D. Corporate Experience
The vendor’s corporate experience within the past five years will be evaluated.
Evaluators will be looking at the following areas:
Required Submittal:
a. The corporate experience of the vendor as demonstrated through
knowledge and ability to teach required course(s).
b. The vendor’s outcomes achieved on similar contracts. Specific
information to be provided that will be evaluated includes a summary
of recent contracts which include references with telephone
numbers.
E. Computer-based Training Development (Limited only to CBT’s)
The vendor will be evaluated on the instructional quality and relevance of the
CBT courses available.
Required Submittal:
The vendor must provide a catalog, and outline of each CBT. The vendor will also
provide a resume and experience of proposed CBT developer(s). CBT must be in
alignment with Microsoft and Adobe instructional design standards.
F. Location/Quality of Vendor Training Site
The vendor will be evaluated on the quality and location of vendor training site.
Required Submittal:
1. The vendors will specify the room capacity of each of their computer
training facilities to include the number of computers in each facility.
2. Training facilities must be located within a quarter mile walk from a Metro
Station or a Metro Bus stop preferably in the District of Columbia, as it is
central to all WMATA facilities.

Introduction
Begin your day with learning all about the new look of
Word 2007. Learn to use the Office Button when you want
to save, print or publish a file. Learn the key skills of
cutting, copying and pasting text in Word. Format your text
to make it look good! Use paragraph formatting to learn
about spacing your document as preferred. Learn about
document views and which one to use and when.
Attendees will use templates to save them time when
creating everyday documents. Learn the new features of
word such as document themes and using SmartArt when
working with lists. A full day targeted to get you up and
running in Word!
MS Word 2007 (Level 2)
Intermediate
Attendees will learn to insert Headers and Footers at the
top and bottom of each page. We’ll also cover Section
Breaks which allow you to format different parts of your
document in different ways. This class also covers the
very important topic of using Styles in Word. Learning to
use Styles appropriately in Word is a ‘must know’. Styles
provide consistency throughout your documents also can
be a time-saver for making global changes to the look of
your document. The other big winner for this class is
learning to insert, modify and format Tables. Tables are
helpful when you want to make a list or have a comparison
area in your document. Quick formatting will make your
tables look great.

Themes will save you time in making your documents,
spreadsheets, charts and presentations match. We can't
wait to show you the new SMARTArt which will make you

Introduction
This already great application has a lot of new features to
make your spreadsheets look even better. Attendees will
navigate through the 2007 Ribbon interface and
spreadsheet components. Learn how easy it is to create
simple formulas and where to locate shortcuts. Users will
format their text and numbers for a professional look.
Learn to set the page properties and print properly. We will
give you suggestions on how to avoid wasting paper when
printing in Excel.
MS Excel 2007 (Level 2)
Intermediate
This class is all about taking your Excel skills to the next
level. Users will learn the processes involved in working
between two or more Excel spreadsheets. Learn the value
of creating Range Names versus referring to cells by their
location. Students will create filters to change how they
look at their data and charts to display the data visually.
Here is where students start to learn about using Excel
Functions such as working with dates or TRUE or FALSE
questions. Add additional effects and objects to your
spreadsheet to highlight important information. Present
your data by learning to create and edit Charts. Learn to
add text boxes, work with the Chart legend and add data
labels
MS Excel 2007 (Level 3)
Advanced
This class begins with learning Advanced Functions such
as Vertical and Advanced Lookup. Build on your IF
function skills by learning how to use operators like AND /
OR. Analyze your data by learning how to create Pivot
Tables. This is a great feature of Excel and will allow you
to look at your data many different ways – without having
to touch the original data source. When you adjust your
budget numbers – consider using Scenarios and Goal
Seeking. Students will be able to change the data in one
cell allows you to see how all of the other cells are
impacted by the given Scenario. They will also learn to

Intermediate
After you get over the initial fun of PowerPoint you realize
there is a lot more to this application than just creating
slides and running the presentation. This class takes users
to the point of being able to accomplish many more tasks
in PowerPoint. Students will learn to create a presentation
all from the Outline Tab. Some users will prefer this
method to the traditional process of using the New Slide
button. Microsoft totally redesigned how to do Charts in
PowerPoint. You’ll leave class having created and
customized a chart to your specifications. Sometimes you
just can’t find the image you need. Learn to create them
yourself using the Drawing Objects. Intermediate students
will love creating a Photo Album in PowerPoint which is a
new feature with 2007. We know you want special effects
and this is where you’ll get them. Spend time watching
your objects fly, swivel and rotate – just to name a few

Advanced
Students will learn to customize slides, handouts, tables
and more. Learn how to work efficiently with multiple
presentations at once. Learn how to use Hyperlinks in
your presentation to make any presentation more
interactive. Create links to websites, other places in the
presentation or a folder on your network drive. See how
Office applications interact by exporting handouts to Word
for even greater customization. Prepare your presentation
for a wider audience by saving it as a web page and
compressing all the pictures to save file space.
NEW FEATURES IN MS

EXPERIENCED USERS
PowerPoint users will be delighted with the new features
of 2007. Did you know that Microsoft eliminated Menu
Bars? You’ll learn to navigate the new Ribbon technology.
Also, you will use a feature called Live Preview which
allows you to preview changes before you actually make
them. If you like to use bullets in your presentations, you
will be particularly interested in the SmartArt feature which
allows you to create graphic representations of your
bullets. Very exciting and very pretty! Another major

MS Access 2007 (Level 1)
Introduction
This awesome application is used by millions of
organizations to manage their data. This class is for the
user who is getting started in Access. Attendees will learn
the components of the new 2007 working screen. You will
create the tables that hold the data you want to store and
track. You’ll learn to navigate the tables, edit and save
your information. Attendees will be fascinated with
learning to filter in Access. Previous versions of Access
did not have the robust filtering that is a part of version
2007. A key lesson in this class is learning how to create
relationships. You’ll need to know this so you could
combine two separate tables of information together into
one piece. A benefit to the 2-day Introduction class is
learning about Setting Field Properties in your tables. This
allows you to control exactly how data should be entered
into a Table. This one topic will save you tons of editing
time down the road. Students will learn the basic and
some advanced features of querying your database and
then creating a nifty report with the results.
MS Access 2007 (Level 2)
Intermediate
Students attending the Intermediate level of Access will be
so pleased to start the day with learning how to set the
Field Properties. Why is this such an important topic?
Field properties are settings that you apply to control how
data is entered into Access. Consider a table with 100
records of information and each one has States entered in
4 different formats. When you go to create reports and do
queries – also covered in this class – you’ll learn that if the
data is not entered correctly – you will not get the correct
results. So we will spend a good amount of time on Setting
Field Properties. Queries are what you use to get
answers from your data. While you may have done a
simple query – this class will focus on the fine art of
designing queries, using operators and even a Wizard to
walk you through the process. On day two, we’ll get into
more detail about creating Relationships between tables.
This is a detailed topic and you’ll be glad we get extra time
to practice. You will learn how to compact and backup
your database. You will also discover how to create a
hyperlink field, insert, edit and delete a hyperlink
throughout your database. Learn how to add a chart to a
form or report.
MS Access 2007 (Level 3)
Advanced
Students will learn to analyze a table. Why you ask? If the
same information appears in multiple records, the table
can probably be split into two tables. Splitting the table is
more efficient and smaller tables are easier to manage. A
lot of class time will be spent doing Advanced Form and
Report design. Need a form within a form? You will learn
about creating sub-forms/sub-reports. I know you must

AND REPORTS
MS Project 2007 Management
(Level 1) Introduction
have heard of Macros. Learn to create and run these time
savers to help you complete repetitive tasks in your
database. We’ll teach you how to secure your database by
encrypting the information and setting passwords. The
2007 version of Access uses a Navigation pane to move
between Tables, Forms, Reports and other objects. We’ll
show you how to customize the pane. Export your data
into Excel or learn to export into Word for Mail Merge
documents. Be prepared for a lot of information in one
day. When you create forms or reports in Design view you
work with Controls. Learn to select controls, resize them,
alignment and more. You’ll also get more time to work with
designing advanced queries and create an Action Query.

Introduction
Visio allows you to easily work with diagrams, data, charts
and organization layouts. In this class you will learn how
to draw and diagram with Visio. The class will examine all
of the different diagrams that Visio can create and review
the menu system. During the class we will compare chart
diagrams to other charting tools in Microsoft Office. The
class will create a layout of an office, a diagram of an
organization, and an IT layout for a network. We will also
learn how to transfer data into Visio from other Microsoft
Office applications and how to move data created in VISIO
