Professional Experience
Mr. McGregor is a full partner in and has been employed at Engineering Dynamics since August 1989. His
experience in acoustical and vibration engineering encompasses analysis, modeling and design for building
industry (ranging from single and multi family residential buildings to commercial office spaces and industrial
spaces), oil and gas extraction and mining industries, schools and auditoriums (performance spaces),
correctional facilities, health care facilities, outdoor use facilities such as race tracks and firing ranges, and
industrial noise mitigation.
Mr. McGregor is well versed in the applications and provisions of Federal, state and local noise and zoning
ordinances. He is qualified as an expert witness in acoustics and has presented testimony in court, at public
hearings and to county commissioners.
Court / Deposition Within the Past Five Years
RiverGate Lofts HOA v. Okland Construction – Field Sound Transmission Class (FSTC) and Field Impact
Insulation Class (FIIC) measurements between residential condominium units to determine as-built
sound ratings, and to provide mitigation recommendations. 2011 Deposition, no court testimony.
Client: McConaughy & Sarkissian, P.C
Spühler v. Town of Castle Rock – sound level measurements and traffic noise modeling of proposed then
built roadway. 2009 deposition and court testimony. Client: Fowler, Schimberg & Flanagan, P.C.
The Town of Breckenridge v. Gifford Spurck Architects, PC. – Field Sound Transmission Class (FSTC) and
Reverberation Time measurements in office and clerical areas of the Breckenridge Police
Department building, to determine noise isolation ratings between sensitive office areas and
excessive echoing throughout the building, and to provide mitigation recommendations. 2009
Deposition presented no court testimony. Client: Sherman & Howard, LLC.
Kremmling Sanitation District v. Baseline Engineering – sound level measurements in sanitation pump facility
to document level that OSHA workplace noise limits were exceeded. 2008 No deposition or court
testimony. Client: Overturf McGath Hull & Doherty, P.C.
West End Lofts Condominium Association vs. West Lofts, LLC. 2008 Testimony was presented in deposition
and court. Client: Fowler, Schimberg & Flanagan, P.C.
Village Boulder Creek v. Davis Brothers Construction Company – Field Sound Transmission Class (FSTC)
and Field Impact Insulation Class (FIIC) measurements between condominium units to determine asbuilt sound ratings, and to provide mitigation recommendations. 2007 No deposition or court
testimony. Client: McConaughy & Sarkissian, P.C.
Court / Deposition five to Ten Years
Arvada vs. Boyer, 7240 Kipling – Noise measurements of pre-roadway noise levels and comparison of these
levels with levels reported in the EIS for the roadway. Testimony was presented in court. Client:
Fowler, Schimberg & Flanagan, P.C.
Homestead Village vs. Jimmy’s Grille – Expert witness testimony regarding noise from Jimmy’s Grille on a
nearby apartment complex. Preparation prior to testimony included noise monitoring and analysis.
Testimony was presented in court. Client: Holland & Hart, LLP representing Homestead Village.

DIA Aircraft Noise Impact Assessment on Smith Farms Property – Noise measurements were conducted to
assess the impact of departures and arrivals to Denver International Airport on the Smith property
and if the noise would impact any future development of the property. Analysis was presented in
court. Client: Faegre & Benson representing the Smith family.

Engineering Specialist at McDonnell Douglas Aircraft, Long Beach, CA; responsible for acoustical modeling,
diagnosis of noise and vibration sources, and implementation of solutions for military and commercial aircraft
(1985-88).

Engineer, Survivability/Vulnerability Group, Rockwell International, Lakewood, CA; EMP hardness assurance
analysis on the B-1B bomber (1982-84).

Mr. McGregor teaches the Sound and Vibration certification courses, and prepares and proctors the
examinations, and has rewritten sound and vibration procedural standards and educational training
materials.
Sound Measurements Course – Mr. McGregor wrote and presents a sound measurements course for Code
Enforcement, Police and City Planning personnel. This course has been given in various cities around
the country.
