Plenary Session 4: Introduction to Working Case Studies and
Preparation for Smaller Group Discussions, in full plenary. A
facilitator will introduce two business cases: one from a Latin American
microinsurer, and the other from AIG, Uganda. The case studies will give
participants an opportunity to work in small groups that include various
stakeholders, such as regulators, insurers, technical assistance providers, etc. It
will also provide an opportunity to apply the concepts from the workshop to real
business scenarios.

Session 6a (Gavea Ballroom): The Role of Insurers and Reinsurers in
Expanding Access to Insurance. Facilitator: Rodolfo Wehrhahn, Managing
Director, Latin America, Transamerica ReinsuranceThis breakout session will
offer a facilitated discussion for participants from insurance and reinsurance
companies, and insurance associations, to consider the opportunities and
challenges ahead in microinsurance.
Session 6b (Leblon Room): The Role of Distribution Channels in
Expanding Access to Insurance. In this breakout group, participants with a
background in insurance distribution and claims management will discuss the
obstacles to expanding microinsurance, and the road ahead.
Session 6c (Ipanema Room): The Role of Regulation, Supervision and
Policy in Expanding Access to Insurance. Facilitator: Arup Chatterjee,
Member of the Joint Working Group on Microinsurance, IAIS Secretariat,
International Association of Insurance Supervisors. Supervisors will gather to
address some common questions: What can regulators and policymakers do to
strengthen the enabling environment for broader insurance coverrage for the

Manuel Aguilera Verduzco, President, Comision Nacional de Seguros y Fianzas, Mexico, and Vice
President, Association of Insurance Supervisors of Latin America, Mexico, D.F., MEXICO
Manuel Aguilera has been President of the Insurance and Surety National Commission (CNSF) of Mexico
since 1998. He joined the CNSF in 1993. In that position, Mr. Aguilera is responsible for the supervision of
the Mexican insurance and surety markets, and he has developed an extensive experience in solvency
regulatory issues.
Within the duties that he has performed in the CNSF, Mr. Aguilera has participated in the reforms
to the legal framework that rules the insurance and surety markets in Mexico, particularly regarding the
modifications to the regulatory scheme of health insurance and pension insurance policies derived from the
Laws of Social Security, as well as modifications to the supervisory scheme regarding adequacy and
investment of technical reserves, solvency margin, reinsurance operations, earthquake risk, among others.
Regarding Mr. Aguilera’s international activities as insurance supervisor, he has been acting as a member
of the Executive Committee of the International Association of Insurance Supervisors (IAIS) since 1998,
and from January 2001 to October 2004 he was the Chairman of the IAIS. The IAIS groups insurance
supervisory authorities from about 100 jurisdictions, all over the world. In addition, almost 70 organisations
and individuals are observers of the IAIS. Among them, some relevant international organizations such as
the International Monetary Fund, the World Bank and the Organization for the Economic Cooperation and
Development (OECD).
Prior to this, Manuel Aguilera was acting as a Chairman of the Latin American Insurance
Supervisors Association (ASSAL). Since March 2005, Manuel Aguilera is acting as a Vice-President of the
ASSAL. Mr. Aguilera is also member of the Insurance Advisory Group of the Toronto International
Leadership Centre for Financial Sector Supervision. Mr. Aguilera holds an economist degree from the
Universidad Veracruzana. He obtained diplomas in Planning and Economic Development form the Polish
Central School on Planning and Statistics in Warsaw, Poland, and other in Public Management form the
Mexican National Public Administration Institute.
Jaime Aristotle B. Alip, Founder and CARD MRI Managing Director, CARD Bank, 20 ML Quezon Street,

Dr. Jaime Aristotle B. Alip is the Founder and Managing Director of CARD MRI. Started in 1986, CARD
MRI is a group of mutually reinforcing institutions composed of the CARD NGO, CARD Bank, CARD
Microinsurance, and CARD MRI Development Institute. As of December 2006, CARD MRI has a total
outreach of 300,487 poor women clients with a total outstanding loan of more than One Billion Pesos.
Total asset of CARD MRI is more than 1.7 Billion Pesos with a total staff complement of 1,539. Under
CARD MBA microinsurance activities, CARD has insured a total of 1,486,692 persons. Under Dr. Alip's
leadership, CARD MRI was awarded the People Power People Recognition Award by Former President
Corazon C. Aquino 2005; the Global Excellence for Microfinance by the Grameen Foundation, USA in
2003; and the Flame of Excellence Award given by USAID and Microfinance Coalition for Standards of
the Philippines in 2000. Dr. Alip was recently awarded as Special Fellow of the Graduate School of
International Social Development of the Nihon Fukushi University, Japan. He was awarded as the Social
Entrepreneur of the Year 2006 given by Ernest and Young, Manila, Philippines. Dr. Alip sits as an adviser
to several prestigious organizations like Grameen Foundation USA, Washington, US and IDEAS, USA.
Dr. Alip obtained his doctorate degree in Organizational Development from the Southeast Asia
Interdisciplinary Development Institute (SAIDI), Manila, Philippines in 2002. He is an alumnus of the
Harvard Business School, Harvard University, USA having completed the 3-year Owner President
Management (OPM) Program (2005-2007) where he was given the Excellence Award on Strategy. He
received his masteral and bachelor degrees in agricultural economics/marketing from the University of the
Philippines at Los Banos in 1978 and 1983 respectively. He also attended the Executive Program in Global
Management at the Weatherhead School of Management, Case Western Reserve University, Cleveland,
Ohio, U. S. A. in 1999. Dr. Alip has served in various key positions in the Philippine Government:
Undersecretary of the Department of Social Welfare and Development (2002-2003); Assistant Secretary of
the Department of Agrarian Reform (1996-1998); Deputy Executive Director of the Agricultural Credit
Policy Council (1988-1992). He has extensive international experience in the field of microfinance and
rural development in Vietnam, Laos, Cambodia, China, Myanmar, Bhutan, and East Timor, serving in
various capacities as advisor, expert and/or consultant.

Arup Chatterjee, Member of the Joint Working Group on Microinsurance, IAIS Secretariat, International

Arup Chatterjee is Principal Administrator in the secretariat of the International Association of Insurance
Supervisors (IAIS) at Basel, Switzerland. He is currently responsible for the secretariat of the Financial
Conglomerates Subcommittee and Working Group on Multilateral Memorandum of Understanding. He
represents the IAIS Secretariat in the Joint Forum Working Group on Risk Assessment and Concentration.
He is also involved in self-assessment of insurance core principles and implementation of supervisory
standards in emerging market jurisdictions.
Arup has over nineteen years hands on experience in the insurance industry spanning across
insurance operations -- underwriting, claims, reinsurance, product development and distribution; regulation,
supervision and policy making, and; capacity building by way of rendering technical assistance and
training. Prior to joining the IAIS he was a senior Deputy Director in the Insurance Regulatory And
Development Authority (IRDA), India where he was actively associated in developing, communicating and
implementing regulatory policy for almost a decade when the Indian insurance sector evolved from
monopoly to competition.
He was closely involved with the concept paper to develop microinsurance initiatives in India in
2004. This paper formed the basis for the notification of microinsurance regulations in 2005. In the initial
part of his career he worked for a leading property and casualty insurance company for about nine years
where he learnt the nuances of insurance with specific reference to microinsurance. As the lead coordinator
for the IAIS-CGAP Joint Working Group on Microinsurance he has played an active role in developing the
issues paper on Regulation and Supervision of Microinsurance.
Arup holds a Bachelors degree with Honours in Economics and Mathematics from University of
Delhi and dual Masters in International Economics from Jawaharlal Nehru University and International
Business Management from the Indian Institute of Foreign Trade. In his professional capacity, he is
currently a member of the Board of Governors of the Asia Pacific Risk and Insurance Association,
Singapore, and the CGAP Working Group on Microinsurance. He is also on the Advisory Board of the
Journal on Insurance and Risk Management.
Craig Churchill, Microfinance Expert, Social Finance Program, Employment Sector, International
Labour Organization, and Chair, CGAP Working Group on Microinsurance, 4, route des morillons,

Craig Churchill joined the ILO's Social Finance Programme in 2001. Craig has more than a decade of
microfinance experience in both developed and developing countries including Get Ahead Foundation in
South Africa, ACCION International, the MicroFinance Network, and Calmeadow. In his current position,
he focuses primarily on the role of financial services that the poor can use to manage risks and reduce their
vulnerability, including microinsurance and emergency loans. He serves of the Chair of the CGAP
Working Group on Microinsurance, and on the Editorial Board of the MicroBanking Bulletin. Craig has
authored and edited over 40 articles, papers, monographs and training manuals on various microfinance
topics including microinsurance, customer loyalty, organizational development, governance, lending
methodologies, regulation and supervision, and financial services for the poorest of the poor. He has a BA
from Williams College and an MA from Clark University, both in Massachussets.

Alex Dimaculangan is General Manager of the Center for Agriculture and Rural Development Mutual
Benefit Association, Inc. (CARD MBA) in Philippines, which specializes in microinsurance. He is an
expert in microinsurance product development, marketing, and strategic planning. Before joining CARD
MBA, Mr. Dimaculangan served as Supervising Insurance Underwriter at Philippine Crop INsurnace
Corporation since 1982.
He has also worked as an expert consultant on the microinsurance programs of several institutions,
including: USWAG Development Foundation Inc; Kasagana Ka Inc; Kasanyangan Foundation Inc; Alalay
sa Kaunlaran Inc; Rural of Talisayan; Quidan-Pinag-Updanay; Poeple's Alternative Livelihood Foundation
of Sorsogon Inc; Catholic Relief Services Jakarta; and the Enrique Zobel Foundation.
He has participated in various seminars and trainings related to microinsurance. Mr.
Dimaculangan holds an undergraduate degree in Agricultural Economics from the University fo the
Philippines at Los Banos, Laguna. He holds a Master in Business Administration from San Pablo Colleges,
San Pablo City, Philippines; and he holds an Executive Master's Degree in Business Administration from
the Asian Institute of Management in Manila.
Regina Lidia Giordano Simões, Coordinator, International Affairs, and Member of the IAIS-CGAP Joint

Mrs. Regina Simões joined the SUSEP--Superintêndencia de Seguros Privados-- in 1994, approved in a
public exam to recruit insurance analysts. As analyst, she worked in the Finance and Administration
Department (Collection Division, responsible for the control of the payments of the supervisory fees and
administration of SUSEP's financial resources) and in the Actuarial Department (Non-life Insurance
Division and Pension Funds Division) where she obtained great experience with insurance contracts and
actuarial issues. In 1999 she was invited and assumed the Life Insurance Division and in 2002 she was
appointed Coordinator of the Finance and Administration Department.
Since 2004 she is the Coordinator of the International Affairs Coordination, being responsible for:
(1) supporting the Superintendent in the international affairs involving the Autarchy and markets
supervised by SUSEP, including foreign consultations and signatures of memorandums of understandings
and technical cooperation agreements; (2) supporting the Brazilian Government represented by
International Affairs Secretariat of the Ministry of Finance, the Central Bank and the Ministry of
International Affairs in international negotiations, including the elaboration of Brazilian offers and "job
documents"; (3) liaising with international bodies and supervisory associations involved in relevant issues
to the markets supervised by SUSEP. Currently she is the Coordinator of the Brazilian Delegation in the
Insurance Commission and the Solvency Margin Sub-commission / SGT-4 / Financial Issues /
MERCOSUL.
Since 2006 she is a Member of the IAIS-CGAP Joint Working Group on Microinsurance and of
the "Drafting Group for the Issues Paper in Regulation and Supervision on Microinsurance.” Regina holds
a university degree in Architecture from the Federal University of Rio de Janeiro (UFRJ); an MBA in
Finance from Fundação Getúlio Vargas (FGV), Rio de Janeiro; and a post degree diploma in Private
Pension Funds from the Institute for Development and Studies on Social Security (IDEAS) with
partnership with the Coordination of Post Graduation Programs in Engineering of the Federal University of

Dr. Junguito serves as Executive President – FASECOLDA since 2005. Prior to joining FASECOLDA,
Mr. Junguito was Research Economist at FEDESARROLLO from 2003 to 2005, and earlier, her served as
Minister of Finance and Public Credit of Colombia from 2002-2003. Prior to that, he was Colombian
Executive Director at the FMI from 1999-2002; and earlier, Director, Banco de la República de Colombia,
1991-1999. Mr. Junguito was Minister of Finance of Colombia from 1984-1985; and he was Minister of
Agriculture, 1982-1983. He also served in two ambassadorships: Ambassador of Colombia to the European
Economic Community, 1983-1984; and Ambassador of Colombia in France, 1986-1987.

Dr. Junguito holds his undergraduate degree in Economics from Universidad de los AndesBogotá; and Masters and Ph.D. from Princeton University. He was a Special Student on International

Vijay Kalavakonda, Insurance Specialist, Financial Markets for Social Safety Net, World Bank, MSN

Vijay Kalavakonda works for the Financial Markets for Social Safety Net Unit which is part of the
Financial and Private Sector Department of The World Bank. Since joining the World Bank in 1999 he has
worked in a number of areas including a) Natural Disaster Risk Management Programs in Turkey, Mexico,
the Caribbean’s and India; b) Agriculture insurance incl. weather-index insurance in Central America,
Mexico, Morocco, Tunisia and Turkey; and c) Health Insurance in India, and East Africa. Vijay is
currently engaged with developing the “Access to Insurance for the Working Poor” program, more
popularly known as microinsurance. Vijay was involved with developing one of the biggest microinsurance
schemes in the World, which currently insures more than 2 million poor women and their dependents.
Vijay has a Master’s degree in a) Biotechnology; b) Business Administration; and c) European Social
Security respectively. He is also a certified Health Insurance Associate and Managed Health Care
Professional.
Olivier Mahul, Senior Insurance Specialist, Financial Markets for Social Safety Nets, World Bank, 1818 H

Olivier Mahul is a senior insurance specialist at the World Bank Financial Sector Vice Presidency. Since
he joined the World Bank Group in 2003, he has been involved in developing catastrophe risk management
solutions for the World Bank client countries, with a particular focus on agricultural risk management. His
latest assignments include the design and management of World Bank programs of technical assistance and
lending in support of agricultural insurance programs in Mongolia, India, China, Kazakhstan, Uganda,
Tanzania, etc. as well as catastrophe insurance programs in South America and the Caribbean Islands.
Previously, Olivier served as senior research economist in charge of risk management in the French
Ministry of Agriculture. He was also visiting research fellow at University of California at Berkeley and
Wharton School. Olivier holds a PhD in economics of risk and insurance from University of Toulouse.

With extensive experience in banking, microfinance, and microinsurance, Michael J. McCord is the
President of The MicroInsurance Centre . an organization dedicated to creating
partnerships to provide specially designed and managed insurance products to the low income markets
around the world.
Michael combines experience as controller of a US commercial bank, CEO of an MFI in Uganda,
Regional Director for microfinance programs in Africa, and now CEO of the MicroInsurance Centre, to
provide a depth of knowledge on developing and managing microinsurance products. His specialisations
include institutional development for microinsurance, new product development, and assessment and
analysis of microinsurance programs. He has written extensively on microinsurance . including as a coauthor of Making Insurance Work for Microfinance and as author of numerous microinsurance case
studies. He is also the author of several other documents and manuals on subjects as varied as pilot testing,
roll-out, and the feedback loop for microfinance institutions, MFI accounting and analysis, and the function
of laws.
Stefan Mosel, Executive Manager, Department Latin America South, Munich Re, Rio de Janeiro, BRAZIL
Stefan Mosel began his chartered industrial traineeship with MAN in 1967, following which he studied
Law at the Ludwig Maximilian University in Munich. In 1977, he started his career at Munich Re as an
underwriting technician. 1983 he was appointed deputy head of Munich Re's business unit in Bogotá. On
returning to Munich in 1986, he was put in charge of business from Argentina, Brazil, Paraguay and
Uruguay. In 2001 Stefan Mosel was appointed Executive Manager for the Department Latin America
South. He is responsible for South America, coordinating and developing business in the region together
with the management of the three Latin American business units Bogotá, Buenos Aires and São Paulo.

Mr. M. Raghunandan Rao works for the Government of Andhra Pradesh, a prominent state in south India,
since 1994. He is a member of the Generalist Andhra Pradesh Civil Service. He has worked as SubDivisional Magistrate and Revenue Divisional Officer for nearly three years during which period he looked
after law and order, land regulation and disaster management. Subsequently, he has worked in different
capacities in development administration at district level in three districts of Andhra Pradesh, India. In
Khammam district, as Project Director, District Rural Development Agency, he was responsible for
promotion of Self Help Groups of rural poor women. In Mahabubnagar, he was the Project Director of the
World Bank assisted District Poverty Initiatives Project (DPIP) which promotes community based
organizations of the rural poor. He worked on developing an IT enabled Health Information Management
System for the Govt of AP. He is presently Project Director in another DPIP district of Chittoor, which has
nearly 400 000 rural families organized into Self Help Groups. His role is to handhold and facilitate
Community based organizations (Federations of SHGs) to make informed choices about the management
of their institutions, improve the livelihood opportunities for the poor and enable them to occupy a larger
space in the economic value chain. During his stay in Chittoor, he has facilitated a partnership between the
state owned Life Insurance Corporation of India and the Zilla Samakhya-the confederation of all rural
SHGs- to provide a community managed Life and Disability insurance to members of Self Help Groups.
Mr. M Raghunandan Rao before joining the Andhra Pradesh Civil Service, was a member of the Indian
Police Service and of the Pondicherry Civil Service. He is a Post Graduate in General Studies from Birla

Mr. Otávio Ribeiro Damaso works as Adjunct-secretariat of Economic Policy at the Ministry of Finance in
Brazil since October 2003. There he is responsible for the microeconomics reform area. Among the
projects he manages in the Secretariat of Economic Policy, he has overseen the Bankruptcy Law (Law
11.101), reforms on the legal area of civil construction and real state credit (Law 10.931), and the market
opening of reinsurance (Complementary law 126). Mr. Damaso is the president of the Administration
Council of IRB Brasil Re and President of the Administration Council of Caixa Economica Federal.
Between 2004 and 2007 he was Finance Ministry's representative at the National Council of Private
