Purpose of the Post:

To assist the Governors and the Hackney UTC leadership Team in achieving the UTC’s
mission and strategic objectives through effective financial management of the UTC.
Duties and responsibilities:
The post holder will be expected to:
Finance:
1.
Establish and maintain sound accounting and management information systems, financial
records and procedures, ensuring accurate and timely reporting including monthly management
and annual accounts, budgets and projections, and costing and resourcing models.
2.
Support the Principal as the Chief Financial Officer of the UTC in the production of budgets, and
to inform future planning, including estimates of main funding from government and other
income, from actual and projected learner data and prepare funding submissions accordingly.
3.
Ensure regular and accurate returns are made to funding bodies, statutory and regulatory
authorities as required and always on time.
4.
Support the Principal in the preparation and monitoring of the College’s risk management plan.
5.
Support the Principal in managing the relationships with Bankers, Auditors , HMRC and
Pension Administrators
6.
Support the Principal in ensuring an effective Student Data management and compliance with
Education Funding Agency requirements.
Human Resources and Payroll:
7.
To support the Principal in the provision of an effective Human resources management, in
particular with the retention, recruitment and implementation of the agreed contracts of
employment.
8.
Will be expected use the web based Human resources system to record and monitor the HR
activities of the UTC.
9.
To manage the UTC payroll system and dealings with HMRC on all related payroll matters.
10.
To manage the pensions arrangements and ensure all deductions are made; promptly and paid
to the Scheme administrators as required.

Day to day operations
11.
To act as the point of contact with the site services provided by Hackney Community College
– cleaning, maintenance, security teams.
12.
Any other duties, commensurate with the post as may be required by the Principal/Chief
Executive from time to time.
PERSON SPECIFICATION
Experience of:
1.
Up to 3 years’ post qualification experience in a similar position including preparing and
forecasting of budgets, management accounts, cash flow, HR and payroll systems,
financial and business planning, including capital finance
2.
Meeting the requirements of external funding bodies, bankers, internal, external audit
services
Qualifications:

CCAB qualified
Knowledge of:

Relevant legislation, guidelines and related implications for Academies and UTC
5.
The context of the Education finance and funding
6.
Insurance liabilities, risk assessment and handling of claims
Ability to:

Contribute to the development and implementation of the College’s strategic and
operational plans
8.
Communicate effectively with a wide range of individuals, internally and externally,
including governors, funders, and bankers
9.
Lead the implementation of financial systems and procedures for systems management,
budgeting, forecasting and reporting, monitoring and evaluation
