Welcome to the SF State Campus Recreation Team! It is only with a strong, cohesive group of both
student and professional staff that our programs will be successful. This document serves as a summary
of important information about the requirements, responsibilities and procedures for all persons acting
or employed for the Campus Recreation Department. These policies should be reviewed with you
during an orientation and skills review session. If you have any questions about your responsibilities or
emergency procedures they should be discussed at this session or with your supervisor. You will be
expected to know the contents of this manual and to comply with the policies and procedures that are
described.

SECTION ONE: INTRODUCTION

Mission Statement
A. The Campus Recreation Department strives to meet the dynamic needs and interests of
students by providing programs and services that promote positive physical and mental
health, encourage lifetime interest in active, healthy lifestyles and provide student
leadership opportunities that compliment academic experience. We promote an
environment that values, embraces, and enriches individual differences by providing
students, faculty, and staff with programs that reflect the diversity of San Francisco

A. Use the Buddy System
1. When walking through campus at night, make sure that you leave with another
student or fellow employee. Never leave the facilities alone.
B. C.A.R.E.
1. The Campus Alliance for Risk-free Environment offers security and assistance to
escort from Campus Recreation programs at night.
1. Shuttle – between 8am-5pm this service is designed to transport you to
your car or to public transportation at night. (415) 338-1441
2. Walking Security –a security officer can be available to walk you to your
car or to public transportation at night. (415) 338-7200
C. Campus Police
1. In the event of an emergency or any situation in which you feel uncomfortable,
please contact the campus police department for assistance. (415) 338-7200

D. Communication
1. Your 2-way radio is your primary communication device.
2. Each of the following facility locations must have a radio on at all times: Gym
100, Gym 147, Swimming Pool, Strength & Conditioning Room and Tennis
Courts. NO EXCEPTIONS!
3. All radios should ALWAYS be set on channel #1.
4. The Facility Manager/Building Supervisor on duty will have a 2-Way Radio on
them at all times.

Note: On any injury or emergency calls heard on the radio, the Facility
Manager/Building Supervisor will respond to the location specified for assistance.
Any time Campus Police or emergency medical services are called by a
Manager/Supervisor on duty, the Director of Campus Recreation and your Program
Coordinator must be called and notified once the situation has been handled
appropriately.
E. Photography and Video
1. Taking of pictures and videotaping of Campus Recreation Department program
participants is strictly prohibited unless authorized by the Campus Recreation
Department full time staff. All photography and videotaping requests should be
made in advance to receive approval.
2. All media, including the Xpress, must have prior approval to do any
photography, video, and interviews of participants or staff. In addition, if
approved media personnel must wear the media badge provided by the Campus
Recreation Department.

VI. Codes of Conduct
A. Tardiness
1. ARRIVE ON TIME. It is absolutely CRITICAL that you begin your shift on-time.
Get to work early in order to give yourself enough time to change and be ready
to begin your shift at the scheduled time. Remember, the rest of your staff is
depending on you to be responsible. If you are late, that prevents a fellow coworker from leaving on-time. If you know that you will be late, call your Student
Manager or Program Coordinator in advance to let him/her know. Let others
know what is happening.

B. Attendance
1. NEVER MISS A SHIFT. In the event that an emergency arises, you are taken ill, or
circumstances prevent you from working your scheduled shift, it is YOUR
responsibility to arrange for a substitute. When you find a substitute, it is your
responsibility to alert your Coordinator of the shift change and place the shift on
the whentowork.com trade board. In extreme circumstances, special
arrangements can be made.

C. Attention and Surveillance
1. ALWAYS STAY ON TASK. Do not do homework, read, visit with other staff, or
leave the facilities unattended while on duty. Your full attention should be on
the job at hand. There is more going on than you may think, be aware and be
present to help if a situation should arise.

D. Dress Code
1. As an employee of the Campus Recreation Department, you are expected to
present yourself in a clean and professional manner. All staff on duty must wear
the CRD issued staff shirt and CRD badge. Staff shirt and badge should be kept
visible for SFSU students, faculty, and staff to see at all times.
Men: All male employees may wear black dress or athletic pants or knee-length
shorts with dress or tennis shoes.
Absolutely no:


sweat pants or jeans
flip flops and/or sandals
Women: All female employees may wear black dress or athletic pants, knee-length
shorts or skirts with dress or tennis shoes.
Absolutely no:




sweat pants or jeans
fishnets or see-through clothing
mini-shorts or mini-skirts
flip flops and/or sandals
Any employee not abiding by the department dress code may be written up and/or
dismissed from duty.
2. All on-duty staff must be in uniform at all times. No exceptions!

E. Competence and Efficiency
1. Assessments will be conducted regularly in order to determine how efficiently
and safely an employee is performing their job function. Poor ratings may result
in reduction of hours until performance is improved.
2. Outside of employee assessments, any employee who fails to comply with rules
and regulations or performs in a manner inconsistent with the Campus
Recreation Departments policies is subject to the following disciplinary action:

F. Zero Tolerance
1. As an Employee of the Campus Recreation Department, you are expected to
present a high level of decorum while on-duty. Committing any of the following
violations will result in immediate termination:
a. Aggressive behavior (fighting, verbal abuse, etc.)
b. Use of derogatory language (race, gender, etc.)
c. Intoxication (alcohol, drugs, etc.)
d. Theft
e. Sexual Harassment
f. Abuse of employee benefits and working conditions, including
misrepresentation of hours worked
g. Any unauthorized tampering or office supplies, file cabinets, drawers,
etc.
h. Insubordination, including refusal or failure to perform work assigned
VII. Scheduling & Payroll
A. All employees are required to use our online scheduling system: whentowork.com for all
scheduling services. Each staff member will:
1. Select a login and password prior to working
2. Upload their availability into whentowork.com
3. Employees are required to check their schedules weekly to make sure that they
are able to work their assigned shifts.
B. All schedules will be posted two weeks in advance and can be viewed at any time online.
C. All sub requests and shift changes must be made online using whentowork.com. No
changes are final until approved by the program coordinator. All requests must be
made at least 24 hours in advance. Emergency shift changes must be made through the
program coordinator. All verbal shift changes must also be reflected on
whentowork.com. All schedules will be posted two weeks in advance and can be
viewed at any time online.

D. All staff links such as: the link to the login for whentowork.com, online pay vouchers
instructions, due dates for payroll and employee handbooks can be found on the
Campus Recreation Website.

E. Online Pay Vouchers must be completed and turned in by the assigned due date (see
handout).
F. Paychecks should be picked up from the Student Services Building Room 105 on the
15th of every month (see schedule).
G. Your paycheck will be held at SSB 105 for 5 days. After 5 days, you will need to contact
your immediate supervisor for instructions.

SECTION THREE: OPEN GYM ATTENDANT
IX. Job Descriptions
A. Under the supervision of the Facilities & Informal Recreation Coordinator and Facility
Managers/Building Supervisors, the Open Gym Attendant’s primary duty is the health
and safety of the patrons to which they are supervising. An Open Gym Attendant needs
to display a professional attitude at all times, maintain good communication and
interpersonal skills, remain focused in spite of distraction, and possess the ability to
evaluate situations to keep participants safe. Your ultimate objective is to monitor the
facility activities and keep players under control. Requires: CPR, First Aid, AED

Duties and Responsibilities
A. Duties
1. Make sure each participant gives you a current student, faculty or staff I.D. card.
Under no circumstances is anyone allowed to use the facility without a valid SFSU ID
card. NO ID, NO ACTIVITY.
1. ID cards are to be held for those individuals playing on competitive courts by the
Open Gym Attendant until the patron leaves the facility. Be aware patrons will
occasionally try to leave without retrieving their ID’s.
2. You are responsible for active surveillance which includes:
a. Continually watch the patrons, looking for unsafe use of equipment, bags or
jackets not in a safe location, food/drink not permitted in the facility, and/or
patrons not properly dressed to participate.
B. Communication
1. The main objective of the walkie-talkie is to enhance the communication levels
between CRD staff and attendants. The best use for the two-way radio is during
an emergency. A CRD staff member can be summoned quickly to a situation and
provide the best care in a timely manner. Under no circumstances are the
radios to be used for personal use. The walkie-talkie should always be set on
channel 1.
C. Enforce All Rules
1. It is the Open Gym Attendant’s responsibility to know and understand all
rules.
2. Open Gym Rules
a. Must present current SFSU ID to Attendant before participation is allowed.
b. Obey instructions of Attendant.
c. No swearing or abusive language.
d. No horse play.
e. While participating in any open gym activity, no sandals or open toed shoes
may be worn. Patrons cannot be barefoot.
f. Only non-marking shoes will be allowed on the courts.
g. Eating, drinking, and smoking are prohibited in the facility. Only water is
permitted.
h. When appropriate participants must sign up to use court #1, the competition
court, when facility is being heavily used.

D. Breaks
1. There are no scheduled breaks during your shift. Bathroom breaks are permitted
in an emergency. In such an event, call Manager/Supervisor on-duty and ask
them to “cover” your station while you are away.
2. No food is allowed inside the gyms
a.
Exception: water in plastic bottles is acceptable.
3. NEVER LEAVE THE GYMS UNATTENDED
a.
If an emergency arises that requires you to leave the gym, you must first
evacuate the entire room. Once all patrons have exited the room, the
door must be locked.
SECTION FOUR: PROCEDURES
XI. Opening Procedures
A. GYM 100 & GYM 147
Walkie-Talkie: Channel #1
1. 10 minutes prior to your shift retrieve all necessary equipment
a. Meet the Facility Manager/Building Supervisor at your designated working location.
i. Manager/Supervisor will unlock door.
ii. Manager/Supervisor will assist the Attendant by providing all necessary
equipment.
iii. NOTE: Gym 100 – Only unlock doors across from Athletic Department.
Gym 147 – Only unlock door across from the women’s locker room.
b. If Manager/Supervisor on duty is unavailable or fails to show up by 5 minutes before
open recreation hour, go to either the men’s or women’s locker room and retrieve
the necessary facility key. All open gym attendants will be on a list. You will need to
sign the keys out and also sign them back in, immediately after your shift is finished.
c. Note: No one is allowed in the gym until all opening procedures have taken place.
2. Upon entering the gymnasium, check for any hazards which could be dangerous or would be
a cause for concern amongst students, faculty, and staff (i.e. loose fixtures, water puddles,
and/or trash). Check the gym for safety and readiness. A minimum of 1 minute should be
dedicated to the following procedures.

a. Lights - Lights should automatically turn on once you enter the facility.
i. GYM 147 – if lights do not turn, switches are located next to the entrance
next to the women’s locker room (North Wall). Open the black panel. Turn
on all switches in the left column. Check the switch descriptions to activate
the basketball hoops if they need to be put up or down.
b. Basketball Hoops - Make sure basketball hoops are up or down for your needs.
GYM 100 – the east wall has 6 “key” switches to put hoops up and down. Three
switches are located next to the cement structure where the partitions hide. The other
three are next to the cement structure where the partitions begin when the wall is
formed. GYM 147 – the “key” switches are on the north and south walls just under the
hoops.
c. Area Readiness – Check the floor and/or bleachers for any hazards which could
endanger participants. Double check the facility and equipment for safety and
readiness; hoops up or down, partitions opened fully or closed fully in GYM 100, and all
lights are working overhead.
d. Open Gym Equipment – After initial opening procedures have been completed, open up
the storage area and begin retrieving equipment. Patrons often help when setting up
polls, nets, and goals if needed. Secure the storage area after all equipment has been
taken out.
3. Position yourself to be able to collect SFSU ID cards when participants enter the facility. You
must ask to see an ID card for every person entering the facility. If a patron does not have
an SFSU ID card, he/she cannot participate.
Note: Faculty and staff participating in Open Gym must have a valid semester membership
sticker located on the back of their ID card. Faculty and staff can purchase a Campus
Recreation membership in the Department Office located in Student Services Building #105.
B. Setup
1. Basketball (GYM 100)
a. Using the hoop key, lower the baskets on the north and south sides of the gym. This will
create two basketball courts for use during open gym basketball (follow instructions
noted in the opening procedures).
b. Full court basketball is not allowed in Gym 100.
c. Court #1 is used for more competitive games.
d. Have participants playing on court #1 sign up using the clipboard.
2. Volleyball (GYM 100)
a. Retrieve equipment out of the storage area located inside GYM 100C on the south wall.
b. Using the help of patrons, take out volleyball poles and nets.

c. Using a key, open the pole holes located on the gym floor running down the middle of
the basketball court. The poles are number and should be placed in order. The lowest
number closets to the north wall (near the women’s locker room) and highest number
being closets to opposite wall.
d. Nets are also numbered. Follow the same guidelines as the poles.
3. Badminton (GYM 147)
a. Retrieve equipment out of the storage area located inside GYM 147 on the west wall.
b. Using the help of patrons, take out badminton poles and nets.
c. Using a key, open the pole holes located on the gym floor running down the middle of
the basketball court. The poles are numbered and should be placed in order. The
lowest number closets to the north wall (near the women’s locker room) and highest
number being closets to opposite wall.
d. Nets are also numbered. Follow the same guidelines as the poles.
4. Indoor Soccer (GYM 147)
a. Retrieve equipment out of the storage area located inside GYM 147 on the west wall.
b. Using the help of patrons, take out the indoor soccer goals and set up on opposite ends
of the court.
c. Using the hoop key, raise the baskets on the north and south sides of the gym.
d. When the facility is being heavily used, have participants sign up to play using the
clipboard.
XII. Closing Procedures
A. At the completion of the open recreation hour, it is your responsibility to return all equipment
to its correct storage space. The storage areas must be kept neat and all equipment put away
properly.
B.
Gym 100 & Gym 147
1. 10 minutes prior to your shift ending announce open gym will be closing in 10 minutes.
a. Remind patrons if they have checked out equipment to return it to the men’s
locker room promptly.
b. At 5 minutes till, empty the gymnasium of all participants. Remind them to take all
of their belongings home with them and to pick up their ID cards if you have them.
c. Once the room is clear of all participants begin closing procedures. Under no
circumstances are closing procedures allowed to be conducted while any patron
is in the gymnasium.
2. Upon closing the gymnasium, check for any hazards which could be dangerous or would be
a cause for concern amongst students, faculty, and staff i.e. loose fixtures, water puddles,
and trash during the next day. Check the room for safety and readiness.

a. Lights – Since lights are on motion sensors they do not need to be turned off
manually.
b. Basketball Hoops – Hoops can be left where they are.
c. Area Readiness – Check the floor and/or bleachers for any hazards which could
endanger participants during the next shift. Double check the facility and equipment
for safety and readiness. Pick up any excessive amounts of trash left behind by
patrons.
d. Turn in Equipment, Clipboards, & Radio - Once all other procedures have been
completed, close and secure all doors entering the gymnasium behind you. Turn in
all gym equipment, paperwork, clipboards, and 2-way radio to the Facility
Manager/Building Supervisor on duty.
Note: Any SFSU ID cards not picked up by participants at the end of Open Gym must
be given to the Facility Manager/Building Supervisor to be placed in programming
office. They can later be picked up at SSB 105.
SECTION FIVE: EMERGENCY PROCEDURES
XIII. Emergency Evacuation
A.
In the event of any emergency requiring the evacuation of the facility, it is the job of
the Open Gym Attendant to organize and direct all participants including student,
faculty, and staff out of the endangered area safely. A key part of this task is keeping
all participants as calm as possible and avoiding panic as you direct people. A staff that
is well-organized and prepared to deal with emergency situations and appears calm
and confident will be best able to carry out a smooth evacuation while avoiding general
panic and chaos.
B.
Evacuation Plan
1.
When to evacuate: The fire horn in the Gymnasium Building will signal you to
evacuate the building immediately. The alarm horn is activated by the building’s
local fire alarm boxes or by the Department of Public Safety. In emergencies
other than fire, the Department of Public Safety uses a “voice alarm,” by its
representative and/or our building coordinators, announcing an evacuation.
a.
Gym 100, 100J, & 100C – Evacuate to front court yard (towards Cesar
Chavez Center)
b.
Gym 147, 148, 149, & Dance Studio – Evacuate through east doors leading
out of the facility (towards Thornton Hall) near parking lot

c.
d.
Men’s Locker Room – Evacuate through rear exit doors to outside rear of
gymnasium either near gym 121a (CRD Office) or 117a (Conference Room).
Leave the facility towards Cox Stadium.
Women’s Locker Room – Evacuate through rear exit door outside back of
gymnasium leading towards Cox Stadium.
XIV. First Aid Situations
1.
Injury Classification (See Emergency Action Plan Flow Chart For Plan)
1. Superficial Injury: A superficial injury will be defined as a minor scrape or
cut, not requiring the summoning of immediate outside medical attention.
Basic Pool Rescues without injury will follow the plan of action for a
superficial injury. A pool rescue report will be filed in addition to an injury
report.
2. Minor Injury: A minor injury will be defined as any injury requiring
attention greater than a Band-Aid or a minor scrape or cut, but not
requiring the summoning of immediate outside medical attention.
3. Major Injury: Major injuries will include all injuries requiring immediate
medical attention. If the injured parties refuses medical attention, but
such attention is advisable, the accident must still be handled as a major
injury. If you feel that an ambulance should be called, call the ambulance.
When the paramedics arrive, the patron at that point does have the right
to refuse attention. That determination will be best handled between the
paramedics and the injured party.
2.
In an emergency, precautions should always be taken which will protect both the
rescuer and the victim from the transmission of disease. The Center for Disease
Control (CDC) recommends the following “Universal Precautions” be used in
situations involving contact with blood. All items are located in Guard Shack by pool.
1. Wear latex gloves or vinyl gloves to prevent skin and mucous membrane
exposure when contact with blood or other body fluids are anticipated.
2. Place contaminated items in Red Hazardous waste bag and inform your
supervisor for safe disposal.
3. If the gym floor has come into contact with blood or other body fluids
clean the area with a small amount of bleach (approximately 3 tsp of
bleach). Rinse the floor using hose and paper towels. Dispose of all
contaminated items in Red Hazardous waste bad and inform your
supervisor for safe disposal.

4.
Immediately and thoroughly wash your hands or other skin surfaces after
contact with blood. If gloves were worn, remove gloves (by turning them
inside out, avoiding contact with any blood) and wash hands.
