October 29, 2015
TO ALL RESPONDENTS AND INTERESTED PARTIES
The Delray Beach Community Redevelopment Agency ("CRA") has published a
Request for Bids on October 18, 2015 for the purpose of soliciting responses for the
interior and exterior renovations of the duplex structure located at 221/223 SW 12 th
Avenue, Delray Beach, Florida. The intent of this Addendum is to address the errors
and/or clarify other aspects of the Request for Bids. Respondents submitting proposals
for the above-referenced project shall take note of the following changes, additions,
deletions clarifications, etc., to the Request for Bids which shall become a part of and
have precedence over anything shown or described otherwise.
1. Q: “We are a licensed General Contractor, do we need to be pre-qualified with the
City of Delray Beach?” (submitted by Don Stephens)
A: No, the bidders do not have to be pre-qualified with the City of Delray Beach as
this is a CRA project and CRA does not have a pre-qualified list of General
Contractors.
2. Q: “Will there be an option for an additional site visit?”
A: Yes, the site will be accessible to interested parties on Monday, November 2nd,
2015 from 1:00 P.M. to 2:00 P.M.
3. Q: “Is lead abatement required prior to construction?”
A: According to the Lead Report, lead has been found in the matrix of ceramic tiles
present at the bathrooms in both duplex units.
Per discussion with ARS Environmental, abatement is not required prior to
construction, as long as lead-containing material is not airborned. However,
removal of lead-containing materials is subject to all federal, state and local
requirements, and shall be performed by certified renovators, as defined by the
United States Environmental Protection Agency (www.epa.gov).
