Remember to show your new ID card to
each provider you see in 2011 so they can
update your records and ensure that your
claims are paid in a timely manner.

intended to help you make the best use of your benefits. It
includes information that will help you make the most of
your health care coverage through BCBSIL, including how
to find a network provider, submit a claim and understand
your explanation of benefit statements. For those who were
previously covered by a Regence plan, information on making
the transition to BCBSIL is included.
For most groups, Boeing contracts with different service
representatives for pharmacy, behavioral health and vision
care. An overview of benefits is provided for those enrolled in
those services. You will also find introductory information on
some of the wellness programs offered through BCBSIL and
Boeing as a complement to your health care plan.

deductibles, copayments, coinsurance and covered services,

Transition to BCBSIL
What is BCBSIL?
Blue Cross and Blue Shield of Illinois (BCBSIL) provides
health care coverage to more than 6.5 million members in
all 50 states. BCBSIL is a division of Health Care Service
Corporation (HCSC), the largest customer-owned health
insurer in the United States and the fourth largest health
insurer overall. HCSC is headquartered in Chicago, Ill., and
has a full service unit in Jacksonville, Ill., that will handle
member service and claims processing for Boeing members.
Why did Boeing change insurance companies?
Boeing has selected Blue Cross and Blue Shield of Illinois
to become the administrator of many of its employee and
retiree health care plans starting in 2011. BCBSIL was chosen
because it has the technology and resources to help Boeing
employees and retirees make more informed health care
decisions and to better manage company and individual
health care costs.
Which Boeing plans were affected by the
change to BCBSIL?
All Boeing plans administered by Regence Blue Shield for
nonunion and union employees and retirees have transitioned
to BCBSIL. These plans include:

Traditional Medical Plan (TMP) in all locations
where Regence was the administrator, including
the TMP for U.S.-based expatriates (note: TMP for
nonunion employees in St. Louis is administered
by UnitedHealthcare®)

Traditional and Basic PPO plans in certain locations

Select Network Plan in Puget Sound
s
Selections Coordinated Care Plan in Puget Sound

employees will still be able to use the same Blue Cross and/or

in those networks can change from time to time, so be sure to
verify your doctor’s status online at www.bcbsil.com/boeing,

How do I find a physician or hospital?
The BCBSIL website includes a Provider Finder® to help you
locate physicians and facilities that meet criteria you set. You
can view the most current list of providers online by visiting
www.bcbsil.com/boeing. Select Provider Finder under the
Doctors and Hospitals tab or at the bottom right-hand side of
the homepage.

BCBSIL plans do not require you to select a primary care
physician or obtain a referral to see a specialist who is within
the network.

Provider directories are not printed as they are updated
frequently. You may view the most current list of providers

Will my mental health and substance abuse
treatment vendor stay the same?
Yes. ValueOptions will continue to be the mental health and
substance abuse treatment vendor for Boeing members. The
website for ValueOptions is www.valueoptions.com/boeing.
Also, beginning in January, ValueOptions will process mental
health and substance abuse treatment claims for Boeing.
You will still be able to reach the Boeing Helpline at
800-892-1411 24 hours a day, seven days a week. However,
ValueOptions will not issue ID cards. You should provide
your BCBSIL member ID card when seeking services.
Will my vision coverage vendor stay the same?
Will my prescription drug vendor stay the same?
Yes. For nearly all BCBSIL plans, Medco will continue to be
the prescription drug vendor. The website for Medco is
www.medco.com/boeing. You will receive a Medco
identification card with a new ID number (different from your
medical plan number) in the mail if you don’t already have
one. If you are a member of the Fairbanks Joint Crafts Council
(FJCC) union, your prescription drug service representative
will be changing to the BCBSIL prescription drug
administrator, Prime Therapeutics*.
Will my Flexible Spending Account vendor stay
the same?
Yes. Aetna† will continue to be the Health Care and
Dependent Care Flexible Spending Account vendor for
Boeing plans. For more information, visit www.aetnafsa.com.
* Blue Cross Blue Shield of Illinois (BCBSIL) contracts with Prime
Therapeutics to provide pharmacy benefit management and other related
services. BCBSIL, as well as several other independent Blue Cross and

Yes. VSP will remain the vendor for those plans, such as the
Traditional Medical Plan, that had VSP coverage in 2010.
Plans that offered vision coverage through Regence in 2010,
including the Select Network, Selections, and Selections Plus
plans, will now have vision coverage through BCBSIL with the
same network of providers. If you are not sure who your
vision vendor is, please call Boeing Member Services at
888-802-8776 to verify your coverage.
ID cards and claims
Will I receive new ID cards?
Yes. You will receive your new medical coverage ID card
from BCBSIL by the first week of January 2011. If you don’t
receive a card by that date, please contact BCBSIL at
888-802-8776 for assistance. If you don’t already have a
separate Medco prescription card, you will also receive
that card directly from Medco in the mail within the same
timeframe. Please be sure to show your new ID card to
each provider you see in 2011 so they can update their
billing systems with your new information. However,
ValueOptions will not issue ID cards. You should provide
your BCBSIL member ID card when seeking services.

Why do the ID cards have only the subscriber’s
name and not all family members’ names?
The BCBSIL ID cards display only the subscriber (employee
or retiree) name. The cards can be used for all eligible family
members even though their names are not printed on the
card. If you need an additional card, you can request one by
contacting Member Services at 888-802-8776.
How do I submit a claim?
If you use a network provider, the provider will submit claims
directly to the local BCBS plan and then on to BCBSIL. Be sure
to show your new ID card to each provider you see in 2011. If
you need to file a claim yourself, you must fill out and submit
a claim following the instructions on page 12.
Preauthorization
Regence preauthorized coverage for services
that I will receive in 2011. How will this be
handled?
I am appealing a claim for services rendered in
2010. Whom should I contact to learn the status
of my appeal?
Any appeals for services provided through December 31,
2010, will be handled by Regence. Any appeals for services
provided on or after January 1, 2011, will be handled by
BCBSIL.
How and when can I call BCBSIL
Member Services?
You can reach Member Services at 888-802-8776 from
5 a.m. to 5 p.m. Pacific Time (8 a.m. to 8 p.m. Eastern Time
and 7 a.m. to 7 p.m. Central Time). You may also visit the
website at www.bcbsil.com/boeing for helpful plan
information at any time.
Can I e-mail questions directly to BCBSIL?
Yes. Once you register for Blue Access for Members, the
secure member portal at www.bcbsil.com/boeing, you can
send a secure e-mail directly to Member Services.
Any preauthorizations that have been approved by Regence
for future services will be honored by BCBSIL. BCBSIL will
receive a list of preauthorizations from Regence for services
in 2011 so that systems can be updated with that information.
I accumulated points for certain activities on the
Regence website. Will BCBSIL have that same
system? What happens with my Regence points?
I will need to have a medical procedure
performed in early 2011. Is preauthorization
required?
Your Regence points will expire on December 31, 2010, so
please redeem your points before the end of the year.
BCBSIL will not implement a point system at this time for
Boeing members.

any questions related to medical policies or clinical
determinations.
Getting more information
How do I know whether to contact Regence
or BCBSIL with questions about claims?
You should contact Regence for any claims related to services
provided through December 31, 2010. Contact BCBSIL for

Tips for submitting claims
Help us avoid unnecessary delays by answering all questions
completely and accurately and including itemized bills that
contain the information we need to process claims.
Following these guidelines will help

Show the instructions accompanying the claim form
to the persons providing your care and ask them to
provide bills that follow the instructions.

Most doctors and hospitals will file a claim directly with
BCBSIL. Show your BCBSIL ID card to the doctor or
hospital when checking in to confirm that they will
file claims directly.
Member-submitted claims
If you need to file a claim yourself, you will need to
fill out and submit a form like the one shown on the
opposite page.

Explanation of Benefits
Review completed claims by mail or online
An Explanation of Benefits (EOB) statement is a notification form
provided to members when a health care benefits claim is processed by
BCBSIL. The EOB displays the expenses submitted by the provider and
shows how the claim was processed.
The EOB has four main sections: Claim Information, Summary, Service
Information and Coverage Information. A sample EOB is shown below,
and descriptions of specific information are provided on the facing page.
The EOB may include additional information:

Information about amounts not covered shows
which benefit limitations or exclusions apply.

Information about out-of-pocket expenses
shows an amount when a claim applies toward
your deductible or counts toward your out-ofpocket expenses.

Fighting Fraud

Fraud costs the health care industry more than
$60 billion each year. As a BCBSIL member,
you can help fight fraud by understanding
it and following the tips provided below.
Identifying fraud
Commonly identified schemes involving providers include:
s

Misrepresenting services – This includes intentionally
billing procedures under different names or codes to
obtain coverage for services that aren’t included in a
member’s plan.
Upcoding – Deliberately charging for more
complex or more expensive services than those
actually provided is one example.
Non-rendered and/or “free” services – Some
providers intentionally bill for tests or services never
provided. This can also mean that the provider offered
“free” services in order to bill the insurance company
for services not performed or needed.
Kickbacks, bribes or rebates – An example is referring
patients to a provider or facility in which the referring
provider has a financial interest.

Tips for fighting fraud
The BCBSIL Special Investigations Department (SID) is one of the most effective in the industry. The department includes individuals
with medical, insurance and law enforcement backgrounds as well as data analysts experienced in detecting fraudulent billing schemes.
The SID aggressively investigates reports of fraud and refers cases for criminal prosecution. They also offer members these tips:

Know your benefits and scope of coverage –
Review all explanation of benefits (EOB) statements.
Make sure the exams, procedures and tests billed
were ones you actually had with the provider who
treated you.
s
Understand your responsibility to pay deductibles
and copayments – Know what balances you can
and cannot be billed for once your claim has
been processed.
s
Guard your health insurance card and personal
insurance information – Notify BCBSIL immediately
if your card or insurance information is lost or stolen.
s
Sign and date only one claim form per office visit.
s
Never lend your member ID card to another person.
s
Don’t give out insurance or personal information if
services are offered as “free” – Be sure you understand
what is “free” and for what service you or your employer
will be charged.
s
Ask your doctors exactly what tests or procedures
they want you to have and why – Ask why the tests or
procedures are necessary before you have them.
s
Be sure any referrals you receive from your network
provider are to other network doctors or facilities – If
you’re not sure, please ask.
s
Monitor your prescriptions on www.medco.com/boeing –
Make sure the medications billed to your insurance are
listed accurately. If you are a member of the FJCC union, you
can access your prescription claim information via the Prime
Therapeutics website when you visit www.bcbsil.com/boeing
and log in to Blue Access for Members.

Inside the United States
You have nationwide access to network providers linked
through the BlueCard PPO program when you or your covered
dependents live, work or travel anywhere in the country. The
national network includes more than 85 percent of all physicians
and hospitals in the country. Be sure to use a BlueCard
network provider to receive the highest level of benefits.
With the BlueCard program, there are two ways to locate
contracting doctors and hospitals:

In most cases, providers that participate in the BlueCard
Worldwide program will not require you to pay up front
for inpatient care. You are responsible for the out-of-pocket
expenses such as deductible, copayment and coinsurance
and non-covered services. The doctor or hospital should
submit your claim.
You also have coverage at non-contracting hospitals, but you
will have to pay the doctor or hospital for care at the time
of service and then submit an international claim form with
original bills to the address on the form. You can

nurses are trained in specific conditions, including back
pain, knee and hip replacement, benign prostate disease,

Health assessment
Employee Assistance Program
Offered each fall, the online Health Assessment provides
an opportunity for Boeing employees and their spouses and
eligible domestic partners to identify their health risks and
learn about the programs, tools and resources available to
help manage their health.
The Employee Assistance Program (EAP) is available 24/7
to Boeing employees, retirees covered by company-paid
COBRA coverage, and their families. The EAP provides
confidential help to you and your family members when
you have a personal issue. EAP counselors are licensed
clinical professionals who listen, help you sort things out
and develop a workable plan. Your EAP counselor may work
with you directly or refer you to another professional in your
community for counseling, resources or specialized treatment.
Health screenings
Boeing sponsors free and confidential onsite health
screenings at most U.S. locations each summer for
U.S.-based Boeing employees and U.S.-based subsidiary
employees who are eligible for or enrolled in a Boeing health
plan. Screenings can be the best way to detect potential
problems in the early stages in people who may not have, or
recognize, symptoms of disease.
