On the 27th of December 1990 there was adopted resolution No.606 of Soviet of Ministers of Russian Soviet Federative
Socialist «On formation of corps of rescuers exercising one's rights as the State committee of Russian Soviet Federative
Socialist Republic». In 1995 by Decree of the President of the Russian federation the 27 th of December was announced
the Day of Rescuer of the Russian Federation.
1991
Spring and autumn, 1991 – the first congress of Russian corps of rescuers took place, which soon was reorganized into
Association of rescue organizations of Russia.
April 17, 1991 – by resolution No.207 of Soviet of Ministers of Russian Soviet Federative Socialist постановлением the
deputy chairman of Gosstroy of the Russian Soviet Federative Socialist Republic Sergey Shoigu was appointed the
chairman of the Russian corps of rescuers.
April 28, 1991 – Yuri Borobyov was appointed the deputy chairman of the Russian rescue corps.
May 14, 1991 – in accordance with Resolution No.253 of Soviet of Ministers of the Russian Soviet Federative Socialist
Republic the course «Basis of life safety» (OBG) was introduced in state institutions of general education.
July 30, 1991 – by Resolution No. 1617-1 of the Presidium of the Supreme Soviet of the Russian Soviet Federative
Socialist Republic the Russian corps of rescuers was reorganized into the State committee of the Russian Soviet
Federative Socialist Republic on emergencies. On the 5 th of August 1991 Sergey Shoigu was appointed the Chairman of
the Committee.
September, 1991 – salvage and rescue operations in Ufimsk oil refinery where 700-tines fragment of tube cracked and
hung, effect from falling of which could be equal to an earthquake measuring 9 on the Richter scale. Works conducted for
several days, only to climb to the place of crack the rescuers spent 50 minutes. Rescuers-climbers rose to the sloped
tube and put 350 kg of explosive. By directed blasting the tube fragment was removed to a calculated place. The
operation was recorded to the Ginnes records book. S.K. Shoigu led the salvage and rescue operation. Employees of
GKChS Sergey Kudinov, Andrey Rogkov, Kirill Borodin, Sergey Lebedev and other took part in the operation.
November 19, 1991 – be Decree No.221 of the President of the Russian Soviet Federative Socialist Republic on the
base of GKChS of the RSFSR and Headquarter of Civil defence of the Russian Soviet Federative Socialist Republic the
State Committee of emergencies at the President of RSFSR (GKChS RSFSR) was created, Sergey Shoigu was
appointed the Chairman. Simultaneously by Resolution of November 28, 1991, the Commission on emergencies of Soviet
of Ministers of RSFSR was canceled.
December, 1991 – Russian center for observations and laboratory inspection of civil defence was included into the State
committee of emergencies at the President of RSFSR.
December 18, 1991 – be Decree No.305 of the President «On the State committee of emergencies at the President of
RSFSR» there were established the Headquarter of civil defence force of RSFSR and 9 regional center on GOChS
affairs: Centralny (Moscow), Severo-Zapadny (St.Petesburg), Severo-Kavkazsky (Rostov-on-Don), Privolgsky (Samara),
Uralsky (Ekaterinburg), Zapadno-Sibirsky (Novosibirsk), Vostochno-Sibirsky (Krasnoyarsk), Zabaikalsky (Chita) and
Dalnevostochny (Khabarovsk).
In 1991 forces of GKChS RSFSR took part in liquidation of consequences of the flood on Volga river, in Buryatia and in
Chita region, the earthquake in Krasnodar Krai.
In 1991 total 334 emergencies occurred on the territory of Russia, including 209 man-caused emergencies, and 125
natural emergencies, 2500 people suffered,, 236 people died.
The year 1991 was the year of formation and establishing of the federal executive body if the Russian Federation
authorized to solve matters of protection of population and territories against natural and man-caused emergencies.
1992
In 1991-1992 GKchS took part in rendering of aid to population occurred to be in the zone of inter-ethnic conflicts. Mainly
its activity was in arrangement of evacuation of affected populations to safe areas, rendering of medical and humanitarian
aid to inhabitants of North Ossetia and South Ossetia , Abkhazia, Ingushetia and other.
February, 1992 – liquidation of consequences of epizooty of yak population in mountains of Republic of Tyva. Frozen
beefs of died animals were taken off from hard-to-reach Sayan Mountains by forces of GKChS at the temperature of –
40С0 and transported to special places. In such a way there was prevented the expansion of the disease that could
damage the economy of the Republic. Sergey Shoigu led the operation. Employees of GKChS Kirill Borodin, Vitaly
Yakunun, Andrei Rozhkov, Viktor Sitin and other took part in it.
March, 1992 – Resolution No.190 of the Government of the Russian Federation «On arrangement of emergencies data
exchange in the Russian Federation» was adopted.
March 3, 1992 - salvage and rescue operations in the place of collision of passenger train «Riga-Moscow» with a freight
train near halt Podsosenki in Twer region. 43 persons deed, 108 got hurts, Yuri Vorobyov led the salvage and rescue
operations, rescuers and employees of GKChS Vladimir Melnik , Pavel Staritski and other also took part.
March, 1992 - liquidation of consequences of an earth quake on Turkey. 20 people for the Russian corps of rescuers flied
out to Turkey where the strong earthquake (measuring 8-9 on the Richter scale) in the Erzindgan town occurred.
Together with rescuers from other countries search and rescue works conducted 24 hours a day. They managed to
rescue 12 people from the ruins, at that one girl was rescued on the 7 th day, whet there was no any hope to find alive
people. Andrey Rozhkov, Boris Gorokhod, Vladimir Melnik, Arsen Faradgaev and other took part in the search abd
rescue operations.
March 13, 1992 – The Central aeromobile rescue party (CAMO) was created by Resolution No. 154 of the Government
of the Russian Federation . Its basing site was air complex «Ramenskoye» (Zhukovsky town in Moscow region). Michail
Faleev was appointed the chef of the party.
Andrey and Vladimir Legoshiny, Arsen Faradgaev, Alexander Lozhkin, Alexander Karev, Sergey Lebedev, Lev
Samsonov, Sergey Korotkov, Dmitry Kondrashov, Pavel Staritsky, Vladimir Melnik and other were the first rescuers of
«Centorspas». Andrey Rozhkov led the rescue service of the party.
April, 1992 – the Regulations for the Russian center of observations and laboratory inspection of civil defence of GKChS
was approved.
April 18, 1992 – Resolution No.261 «On creation of Russian system of prevention of actions in emergencies» (Russian
Emergency Response Service), of the Government of the Russian Federation was adopted, that approved the
Regulations for Russian Emergency Response Service, and also determined functions of organs of government of the
Russian Federation on prevention and liquidation of emergencies. In accordance with this Resolution on all levels of state
government the territorial and field commissions of emergencies or bodies performing their functions were created, a plan
of putting into readiness of GKChS of Russia to actions at accidents, catastrophes and disasters was developed,
methods of operations of Russian Emergency Response Service, its subsystems and units were determined. A huge
organizational and methodical work on preparation of this normative document was conducted under the leadership of
Viktor Vladimirov.
April, 1992 – liquidation of consequences of a large fire on ammunition depot of 7 th Army of integrated armed forces of
states-participants of CIS near settlement Balaovit in Republic of Armenia. The fire created the real threat population of
Abovyan town and some districts of Erevan. By request of the government of Republic of Armenia the Russian salvage
and rescue expedition headed by Yuri Vorobyov, flied out to Erevan. Пожар создал реальную угрозу для населения г.
Абовян и отдельных районов Еревана. Aircraft IL-76TD equipped with special airborne spray tanks was used for the
fire extinguishing.
May 14, 1992 - liquidation of consequences of the fire on artillery depot of Pacific Fleet in Vladivostok. An operational
group of GKChS of Russia flied out from Moscow to the place of emergency. Aircraft IL-76TD performed 6 flights and
discharged 240 tones of water. A.T. Tkachyov performed the overall leadership of the operation.
June, 1992 – rendering of humanitarian aid to population of Republic of North Ossetia in the zone of Georgian-Ossetian
conflict. By the order of June 12, 1992, of the government of the Russian Federation employees of GKChS of Russia
rendered aid to North Ossetia in medical treatment of injured persons coming from South Ossetia, arranged reception
and accommodation of refugees, delivered medicaments and provisions.
July 3, 1992 – Sergey Shoigu led the Joint control commission on regulation of inter-ethnic conflict between Georgia and
South Ossetia. The result of activity of the commission and created at it peace-keeping forces was the cessation of fire
and peacekeeping in South Ossetia.
July 28, 1992 – Resolution NO.528 «On improvement of activity of tourist and climber rescue services, points and
centers» of the Government of the Russian Federation was adopted. Forming of the search and rescue service of GKChS
of Russia started.
August, 1992 – rendering of humanitarian aid to population in the zone of Georgian-Ossetian conflict. Subdivisions of
GKChS of Russian under the leadership of Sergey Shoigu and Yuri Vorobyov the delivery of medicaments and provisions
was performed. From the 18th to the 21st of August 15 thousand of people were evacuated from the area of conflict in
Abkhazia by forces of KGchS by sea. S.I.Kudinov, A.D.Legoshin, S,M,Kudiniv, A.D.legoshin, Y.V. Inutsin, P.G.Staritsky,
G.V.Chukov and other took part in the operation.
July-August, 1992 – participation in peace-support operation in Pridnestrovie (Republic of Moldova). By decision of the
Government of the Russian Federation for rendering of aid to population of Pridnestrovie, GKChS of Russia formed and
forwarded to Tiraspol the special expedition consisting of high skilled doctors, also a mobile hospital and cargo of
humanitarian aid were forwarded to the area of conflict. In accordance with the Agreement on principals of peaceful
settlement of armed conflict the United control commission headed by Yuri Vorobyov, was created. During negotiations a
cease-fire agreement was achieved and the situation in the region was stabilized.
August 27, 1992 – salvage and rescue operations in the place of crush of aircraft TU-134 near Ivanovo. Air-liner TU-134
cruised on route Mineralnye Vody – Donetsk – Ivanovo. 84 persons died.
November, 1992 – liquidation of consequences of abundant snowfall and heavy rains in Caucasus mountains.
November, 1992 – liquidation of consequences of tornado on the coast of Black Sea and Sea of Azov in Kransodrsky
Krai. Sochi, Tuapse, Novorossiisk, Anapa and Eisk occurred to be in the emergency.
November 25, 1992 – by Resolution No.912 of the Government of the Russian Federation there was approved, the
«Regulations for the State committee of emergencies of the Russian Federation».
November, 1992 – rendering of humanitarian aid to population occurred in the area of armed conflict in Republic of North
Ossetia and Ingushetia. For localization of the conflict the Acting Administration was created by the decree of the
President. The headquarter of the Acting Administration coordinated work of all its services, that almost completely
consisted of employees of GKChS. S.K.Shoigu, Y.L. Vorobyov, S.M.Kudinov and other were a member of it.
December 9, 1992 – by Resolution No.968 of the Government of the Russian Federation The Russian reaserch and
development institute of civil defence was reorganized in Russian research and development institute on problems of civil
defence and emergencies.
December 9, 1992 – In accordance with Resolution No.968 of the Government of the Russian Federation the Academy
of civil defence of Emergency Control Ministry of Russia was created on the base of 37 Higher central courses of training
and advanced training of management staff of Civil defence of USSR and 312Courses of Civil defence of RSFSR.
1992 – magazine «Civil Defense» was created on the basis of magazine «USSR Civil Defense».
In 1992, total 1 thousand 242 emergencies were registered on the territory of the Russian Federation including 1
thousand and 4 man-caused emergencies, 144 of natural and 94 of biology-social nature. 68 thousand people suffered,
947 people died
1993
January, 1993 – rendering of humanitarian aid population of warring republics of the former Yugoslavia. By decision of
the leadership of the Russian Federation a separate automobile group of GKChS of Russia was formed for the purpose of
deliver of provision and other humanitarian cargo to regions, suffered form consequences of armed conflict.
January, 1993 – leaders of governments of CIS countries signed the Agreement on interaction in the field of prevention
and liquidation of consequences of natural and man-caused emergencies in Minsk.
In 1993 – for the purpose of coordination of activity of ministries and authorities of the Russian Federation on main
directions of functionality of Russian Emergency Response Service at GKChS of Russia the following commission were
created:
- interdepartmental anti-flood commission (resolution No. 307-r of February 25, 1993, of the Government of the Russian
Federation);
- national commission of the Russian Federation on conducting of international decade of UN on decrease of dangerous
of emergencies (resolution No.26 of January 15, 1993, of the Government of the Russian Federation);
- interdepartmental commission on attestation of salvage and rescue formations, rescuers and educational institutions on
their training (resolution No. 507 of May 30, 1993, of the Government of the Russian Federation);
- interdepartmental commission of the Russian Federation on fire control (resolution No.643 of July 12, 1993, of
the Government of the Russian Federation).
March 1, 1993 - resolution No.178 «On creation of local systems of warning systems in areas of location of potentially
dangerous objects» of theGovernment of the Russian Federation was adopted.
April, 1993 – rendering of humanitarian aid to the population of Russian-speaking communities of Dukhobors in Republic
of Georgia. By instruction of the Government of the Russian Federation GKChS carried out the operation on delivery of
humanitarian aid to one thousand and half Russian-speaking population of Dgavakhetia living in several settlements on
the level of 2500 m above sea level. Inhabitants of these settlements are united by religious of Dukhobors. Automobile
column of GKChS consisting of 50 cars headed by V.I. Bashkircev delivered 100 tones of diesel fuel, 60 tones of petrol, 6
tones of wear and foot-wear to the community of Dukhobors. 168 people took part in this unique operation.
April 6, 1993 -salvage and rescue operations in radiochemical plant of Siberia chemical industrial integrated plant in
Tomsk-7 (Seversk town now).
April 14, 1993 - liquidation of consequences of a large fire in engine plant of JSC «KAMAZ» in Naberezhnye Chelny
(Republic of Tatarstan). By the order of the Soviet of Ministers of the Government of the Russian Federation for the
purpose of rendering of aid to "KAMAZ" in liquidation of the fire consequences in the plant, GKChS of Russia formed and
forwarded the brigades of specialists for dismantling оf reinforced concrete and metal constructions. V.V.Zamaraev, A.I.
Kopeikin, A,B, Martynov and other took part in the fire consequences liquidation.
May, 1993 – the Russian Federation entered the International organization of civil defence (MOGO).
May, 1993 –Supreme Soviet of the Russian Soviet Federative Socialist Republic adopted the Law «On social protection
of citizens subjected to the radiation exposure due to the accident in 1957 in «Mayak» production and radioactive waste
discharge into Techa river».
May 8, 1993 – by Order No.693 «On civil defence» of the President of the Russian Federation the leadership of civil
defence was imposed on the Chairman of the Government of the Russian Federation.
May 9, 1993 -salvage and rescue operations in the place of the crush of aircraft YaK-52 fallen on residential areas in
Nizhny Tagil town during conducting of air festival. 17 persons died, 18 persons suffered.
May 11, 1993 – on presentation of GKChS of Russia , by Resoulution No. 444 of the Government of the Russian
Federation the Federal system of seismological observations and earthquake forecasting was created.
June, 1993 - rendering of humanitarian aid to population of Tkvarcheli town in the zone of Georgia-Abkhazian conflict. On
the 14th of June the Instruction of the Government of the Russian Federation to the address of GKChS about decision of
all questions on delivery of humanitarian aid and population evacuation from the zone of conflict was signed. Delivery of
humanitarian cargo performed by automobile column of regiment of civil defence consisting of 30 KAMAZs, 3 buses PAZ
and 2 ambulance cars. The column went out from Noginsk in Moscow region. During the operation that lasted for 5 days
in severe conditions, 2 thousand 965 people were taken out form the zone of conflict, 438 tones of humanitarian cargo
were delivered. From the January to June of 1993 there was performed the two-stages operation on delivery of provisions
and medicaments to Sikhumi, Tkvarcheli and Ochamchiri. Simultaneously with the main humanitarian action the delivery
of 20 tones of provisions and medicaments to Gagry town by forces of operative group of GKChS of Russia. Total more
than 5 thousand people were evacuated from the zone of Georgia-Abkhazian conflict. Sergey Shoigu led the operation.
Y.L. Vorobyov, S.I.Kudiniv, L.S.Radun and other participated in the operation.
June 14, 1993 - liquidation of consequences of failure of dead earth dam of Kiselevo water basin near Serov town in
Sverdlov region. 6.5 thousand people suffered from the flood. 1.5 thousand died. Total material damage was 63 billion of
rubles. Rescuers managed to evacuated 3 thousand 700 people, about 300 people were taken from the roof. N.I.
Loktionov led the operation on liquidation of the dam failure consequences.
August 13, 1993 -salvage and rescue operations in the place of the accident of train with fuel oil near settlement Kungur
of Perm region. As a result of the accident there was a leakage of more than 800 tones of oil products, 430 tones fell into
Sylva river.
September, 1993 – by decision of the Soviet of the heads of government of CIS states the International soviet on natural
and man-caused emergencies was founded.
October, 1993 – GKChS of Russia together with Ministry of Health of Russia and other interested federal ministries and
organizations accepted the Regulations for network of observations and laboratory inspection of civil defense of the
Russian Federation that was recognized a constituent part of Russian Emergency Response Service and started to
perform tasks on radiation, chemical and biology (bacteriological) protection of population at emergencies.
November, 1993 – an agreement between GKChS of Russia and Administration on coordination of humanitarian matters
of UN about support of operations on rendering of humanitarian aid was signed.
By the end of the year 1993 subsystems of Russian Emergency Response Service had existed in all republics and
regions of the Russian Federation (except for Chechen and Ingush Republic).
In 1993, total 1 thousand 159 emergencies were registered on the territory of the Russian Federation, including 905 mancaused emergencies, 127 of natural and 27 of biology and social nature, 18 thousand people suffered, 1 thousand 320
people died.
1994
January 10, 1994 – By Decree No.66 «On structure of federal executive bodies» of the president of the Russian
federation, GKChS of Russia reorganized into Emergency Control Ministry of the Russian Federation(MChS).
Functions of the State Committee on social protection of citizens and rehabilitation of territories suffered form Chernobyl
and other accidents and the Committee on conducting underwater works of special purpose were also given to it.
January 20, 1994 – Sergey Shoigu was appointed the Minister of Emergencies of the Russian Federation by Decree
No.171 of the President of the Russian Federation.
January, 1994 - search and rescue operations in the place of the crush of aircraft TU-154 in the area of settlement
Mamony in Irkutsk region. 130 passengers were on board. Group of rescuers consisting of 20 persons flied out to the
place of the crush. A.D. Legoshin led search and rescue works, P.Staritsky, V.A.Vasilyev and other also participated in
them.
February 15, 1994 – by resolution of the Soviet of Ministers – the Government of the Russian Federation the Center for
special purpose (Center «Lider») consisting a part of Civil Defence Force, intended for improvement of efficiency of
response to emergencies, providing of independence of work of operative groups of Emergency Control Ministry, and
other ministries and organizations involved into conducting of measures in zones of emergencies, including for urgent
execution of salvage and rescue a engineering works of special complexity in hard-to reach locations with landing of
rescuers and cargo.
February, 1994 - salvage and rescue operations in the place of an accident in JSC «Akron», as a result of which a
leakage of chlorine occurred. 35 persons were hospitalized with burns of respiratory tracts.
April 20, 1994 – by Order No.155 of the Emergency Control Ministry of Russia the Museum of Civil Defence of UUSR
was reorganized into the Central museum of Emergency Control Ministry of Russia.
May-September, 1994 – delivery of humanitarian aid for Rwandese refugees on the territory of Tanzania and Zaire by
auto transport group of Emergency Control Ministry of Russia. Russia was one of the first countries that responded to the
call of UN to the world community about immediate help to Rwandese refugees. On the 21 st of May in the capital of
Tanzania Dar es Salaam heavy transport aircrafts AN-124 with trucks and support equipment landed. Performed the
1200-kilometers marsh in three days the specialists of Emergency Control Ministry of Russia unfolded a camp and started
to work. For the first four months of humanitarian operation the transportation of bridge construction for passage of
refugees to safe territory, more than 30 thousand refugees were transported, and also 12 thousand tones of provisions
and other humanitarian cargo. V.A. Vostorgin led the delivery of the humanitarian aid. At execution of the operation
employees of the 11th separate automobile regiments. K.Reiter, V.V.Divruk, D.T.gataulin, A.A.Aryaev, and also rescuers
A.D.Legoshin and V.D. Legoshin distinguished themselves especially.
May 6, 1994 – by Resolution No. 457 of the Government of the Russian Federation the regulationa for Emergency
Control Ministry of Russia was approved.
June, 1994 – the first Russian competitions of search and rescue services of Emergency Control Ministry of Russia were
spent in Prielbrusie.
June, 1994 – evacuation of Russian citizens from the zone of armed conflict in Republic of Yemen. In June the armed
conflict between the North Yemen and People Democratic Republic of Yemen became sharp. The decision on conducting
of evacuation of Russian citizens from the zone of the conflict was taken. The First Deputy Minister of Emergencies of
Russia Yuri Vorobyov performed the overall leadership, Valery Shuikov was appointed the head of operational group.
Together with the Russian people citizens of CIR countries and other foreign countries were delivered to Moscow. It was
the first operation when specialized forces and facilities of the Russian Federation on equal grounds participated in a
rescue operation together with the French military contingent. Total about thousand people were evacuated.
July, 1994 – expedition to the area of loss of nuclear power submarine «Komsomolec», in what leading scientific and
production organizations of Russia and also scientists and specialista form IAEA and Norwegian Administration of
radiation protection took part. During the expedition radiological, oceanologic and biology-ecological researches were
conducted. There were mounted the plugs in the fore end of the submarine for prevention of possible emission of
radioactive materials into environment.
July, 1994 – liquidation of consequences of failure of overflow dam of Kiselyovsk water basin in Sverdlovsk region. About
250 houses and 12 industrial enterprises of the town occurred to be in the flood zone.
August, 1994 – the first international exhibition «Sredstva spasenia-94» laid the foundation for its annual carrying out
took place on the territory of Russian exhibition complex in Moscow. More than 100 native organizations and companies
presented their exhibits.
August 7, 1994 – conducting of salvage and rescue operations in the area of failure of dam of Tirlyansk water basin in
Beloretsk district (Republic of Bashkortostan). More than two thousand people were evacuated.
September, 1994 – evacuation of population from the area of disastrous flood caused by typhoon «Melisa» in Primorski
Krai. More than one thousand people were rescued and evacuated by the forces of pontoon-bridge crossings were
constructed, Emergency Control Ministry of Russia, washed- out automobile roads were recovered.
September 22-27, 1994 – the first international exhibition of special technical, firefighting, protective and medical facilities
used at liquidation of consequences of accidents and disasters and also medical treatment facilities for suffered persons.
(Moscow).
October 4, 1994 – liquidation of consequences of an earthquake on islands of Yugnokurilsk ridge measuring 9 on the
Richter scale in the epicenter. The operational group headed by Deduty Minister Valery Vostrotin fied out form Moscow
the zone of disaster. Upon arrival the rescuers started immediately to search alive people in heaps. More than 1 thousand
500 people suffered from the disaster. 11 persons form them died, 32 got hurts, 288 families lost their homes. As a help
482 houses of container type, 1 thousand 100 tents, 10 mobile power plants, provisions and other material and technical
resources were delivered to Sakhalin region. Rescuers of «Centrospas» brigade R.V.Seliverstov, R.V. Stroganov,
V.D.Legoshin, D.V.Kondrashov, A.A.Kiyashko took part in the earthquake consequences liquidation.
November 3, 1994 – by Resolution No.1207 of the Government of the Russian Federation the Federal target program
«Development of the federal system of seismological observations and earthquakes forecasting for the years 1995-2000»
was approved.
November 15, 1994 – State expertise of projects of Emergency Control Ministry of Russia for implementation of state
control in the field of prevention of emergencies on supposed to construction of potentially dangerous objects was
created.
December 21, 1994 – the Federal Law No.68-FZ «On protection of population and territories against natural and mancaused emergencies», that became the main instrument of control both in the field of prevention of emergencies, risks
decrease, and in the questions of liquidation of consequences of accidents, catastrophes and disasters was adopted.
December, 1994 – for providing of organization of operational duty, accumulation, processing and display of information,
information support of taken decisions on prevention and liquidation of emergencies the Control Center of Emergency
Control Ministry of Russia was reorganized into the Control center for emergency (CUKS) with providing subdivisions and
complex of technical facilities of automated management information system of Russian Emergency Response Service.
A.P. Rudyuk was appointed the head of the CUKS in February 1995.
In 1994 total 1 thousand 495 emergencies were registered on the territory of the Russian Federation, including 1
thousand 97 man-caused emergencies, 225 of natural and 173 of biology and social nature
1995
January 4, 1995 - Regulations on badge «Civil Defense. Sign of Honor» and «Civil Defense. Participants of Elimination
of Emergency Situations», badge «Civil Defense. For Progress», were approved by Order No.6 of the Minister of
Emergencies, «Certificate of the Emergency Control Ministry of Russia» and «Honorable Certificate of the Emergency
Control Ministry of Russia» were also approved.
January 16, 1995 – by Resolution of the Government of the Russian Federation the federal target program «Creation
and development of Russian Emergency Response Service» consisting of four subprograms «Creation of automated
management information system of prevention and actions in emergencies», «Population education, training of
specialists of Russian Emergency Response Service authorities and emergencies response force», «Equipment with
technique forces of Russian Emergency Response Service», «Population safety at emergencies connected with storage,
production, transportation and utilization of chemically hazardous substances and goods based on them» was adopted.
January 19, 1995. – on the constituent assembly there was adopted the decision on foundation of veteran organization of
veteran organization of Emergency Control Ministry of Russia. General-lieutenant retired D.M. Mikhailik was elected the
Chairmen of the Soviet of Veterans.
January-March 1995 – humanitarian operation on rendering of aid to population of Chechen Republic. Under the
instruction of the Government of the Russian Federation 2 thousand 163 tones of medicaments, provisions were
delivered to population of Chechnya by air, railway and automobile transport. By forces of Emergency Control Ministry of
Russia there were arranged the points of receiving of migrants and medical points in Makhachkala, Stavropol, Mozdok.
About 300 automobiles were involved for migrants transportation. Specialists of «Centrospas» brigade rendered medical
aid to about 800 people. On the 4-5of March there was conducted a special operation of Emergency Control Ministry of
Russia and Ministry of Culture on preservation of art values of Grozny. More than 400 pictures including Bryullov, Korovin
works and other were extracted from the ruins of Art and history museum. Total more then 600 works of art and
documents, including full card index were saved. On results of Chechen humanitarian operation 37 workers of the brigade
were awarded state prizes.
February 20, 1995 – in accordance with Resolution No. 164 of the Government of the Russian Federation the
interdepartmental commission on prevention and liquidation of emergencies was created, that got the status of the federal
coordinating body of Russian Emergency Response Service.
March 25, 1995 – salvage and rescue operations on the place of failure of ceiling in shop «Trubosvarochny-3» on
Taganrog metallurgic plant. 14 persons died, 23 got hurts.
April, 1995 – in the end of April Emergency Control Ministry of Russia and expeditionary center “Arktika” conducted joint
training on actions of rescuers in arctic conditions in what employees of the State central aeromobile rescue party
«Centorspas» and soldiers of rescue center "Lider" took part. At the temperature of -30С0, the wind of 14 meters per
secund and low visibility all the training participants successfully managed the task. In one of the days the training
became a real rescue operation after receipt of information from Moscow that woman sky expedition "Metelica" got in
difficult ice situation and asked for help. The rescue operation passed successfully.
April, 1995 – evacuation of Russian citizens form the area of armed conflict in Republic of Burundi (Central Africa).
During the operation 49 Russian citizens and citizens of CIS countries were evacuated.
April 4, 1995 – the meeting of the Minister of Emergency Control Ministry of Russia Sergey Shoigu and Apostolic
Patriarch of Moscow and Russia Aleksy II was took place. A joint statement oninteraction between the Orthodox Charge
and Emergency Control Ministry of Russia was adopted.
May 10, 1995 – Resolution No. 457 of the Government of the Russian Federation «On creation of the State unitary
aircraft enterprise of the Government of the Russian Federation» was signed. Exactly this date became the official
birthday of aviation of Emergency Control Ministry of Russia. Rafail Zakirov was appointed the Chef of the Aircraft
Department.
May 27– June 9, 1995 – search and rescue operations and liquidation of consequences of catastrophic earthquake in
settlement Neftegorsk on the north of Sakhalin Island, as a result of which more than 2 thousand people died. On the
28th of May the rescuers from Irkutsk, Chita, Krasnoyarsk, Chlyabinsk, Moscow started search and rescue operations.
The group of rescuers from Centrospas headed by brigade chief Mikhail Faleyev comprising the operative group of
Emergency Control Ministry at the head of Sergey Shoigu flied out to the place of the disaster as well. Specialists and
rescuers stayed on the base became to prepare urgently additional rescue equipment and instruments. Medicaments,
provisions, stoves and blankets were delivered to airdrome from Emergency Control Ministry. Soon an additional help
needed and the second group of rescuers was forwarded. For the first day 258 people were extracted form the heaps. On
the 29th of May the Minister Sergey Shoigu headed the search and rescue operation. 55 persons were rescued for the
day. For the safety purpose there was took part the decision to explode non-living houses remained whole due to their
accident condition. For the first time there was taken a decision to announce the “hour of silence”, stop operation of all
mechanisms so to determine the search direction by weal groan of people being under heaps. 95 people were rescued.
On the 31st of May three apartment houses continued to burn, seven special cars extinguished them continuously.
Helicopter MI-6 delivered 10 tones of antiseptics for treatment of the territory of the settlement from Khabarovsk. 23
people were rescued. On the 1st-4th of June there was arranged the central emergency mobilization team from among of
rescuers the for rescue of alive people only. 25 miner-rescuers with kit of necessary equipment arrived. 67 auto cranes,
33 dump-tracks worked on heaps. To great astonishment the last alive person was founded and extracted from the ruins
on the 7th day after the tragedy, when no one reckoned on a miracle. The miracle was in that three rescuers – Vladimir
Legoshin, Arsen Faradgaev and Alexander Krivolutsky took dogs Loy, Frid and Lesya passed the necessary training. By
the way, the idea of use of animals in search operations arise in 1988 at works after the earthquake in Armenia, where
animals worked sometimes better than devices. After Heftegorsk it was finely formed and thanks to that there was
created a dog service in Centrospas. The last found citizen of Neftegorsk is owed his life to Loy of V. Legoshin. More than
1600 rescuers, significant quantity of special equipment, 25 aircrafts and 16 helicopters were involved in search and
rescue operations. About two thousand people including 218 children were extracted from heaps in Neftegorsk. 406
people survived, including 40 children. About two hundred of suffered people were evacuated to Moscow, Khabarovsk,
Vladivostok, Yugno-Sakhalinsk, urgent measures on primary life support of inhabitants of the settlement were performed.
60 tones of humanitarian cargo were delivered by aircrafts of Emergency Control Ministry. About 30 participants of
emergence and rescue operations in Neftegorsk were awarded orders and medals for demonstrated high
professionalism. Among them the rescuers –brothers A.D. and V.D.Legohshin, Arsen Faradgaev, Z.Z. Zaliev – the chief
of Krasnoyarsk search and rescue party, and M.V.Chebodaev - deputy chief of Khakass republican search and rescue
service PSS.
May 30– June 1, 1995 – an international head-quarter exercise «Polyarnye Zori-1995» on training of actions on
liquidation of a large radiation accident on atomic power plant was spent in Murmansk region on the base of Kolsk AES.
Representatives of 26 international organizations including IAEA, DHA UNO and other took part in the trainings.
V.Y.Vozhyak, V.A.Vladimirov, Y.A.Bragnikov, V.P. Avdeev and other took active part in conducting of the exercise.
May, 1995 – a scientific and practical conference «Radiological, medical and socioeconomic consequences of the
accident on Chernobyl atomic power station. Rehabilitation of population and territories» was held. Emergency Control
Ministry of Russia, Russian Academy of Scinces and Minzdravmedprom were the organizers of the conference.
June, 1995 – for the purpose of efficiency improvement of economic regulation in the field of prevention of emergencies
on the initiative of Emergency Control Ministry of Russia the Emergency insurance company (EIC) was created.
June, 1995 – in Norwegian Sea in the area of loss of nuclear power submarine «Komsomolec» the expedition organized
by Emergency Control Ministry of Russia consisting of research ship «Academic Mstislav Keldysh» with two deep-water
manned vehicles «Mir» and oceanographic research ship «Leonid Dyomin» conducted works. About 40 Russian
specialists and organizations took part in preparation and conducting of the expedition. As a result of conducting of
difficult underwater technical operations (19 immersions including 8 paired were performed) there was managed to
decrease a free thorough water stream across the interior space until the level excluding almost practically the possibility
of transfer of corrosion products of nuclear ammunition into environment. M.G. Tolokonnikov – the Head of Central
Administration on conducting operation on the sea and in water area and S.V. Khetagurov - Deputy Minister of
Emergency Control Ministry of Russia were awarded the Order for Courage for successful execution of underwater
engineering work in nuclear power submarine «Komsomolets» lost in Norwegian Sea.
July 1, 1995 - Resolution No. 675 of the Government of the Russian Federation approved the «Regulations on avowal of
safety of industrial projects of the Russian Federation».
July 14, 1995 – Federal Law«On salvage and rescue services and status of rescuers» was adopted. The Law defined the
general organizational, legal and economical basis of creation and activity of salvage and rescue services and
organizations on the territory of the Russian Federation, stipulated rights, duties and responsibility of rescuers,
determined the basis of the state policy in the field of legal and social protection of rescuers and other citizens of the
Russian federation taken part in liquidation of consequences of man-caused and natural emergencies.
July 24, 1995 – Resolution No. 738 «On the order of preparation of population in the field of protection against
emergencies» was adopted by the Government of the Russian Federation.
August 26, 1995 – Resolution No. 834 of the Government of the Russian Federation approved the «Plan of interaction of
the federal executive authorities at conducting of works on search and rescue of people in the sea and water basins of
the Russian Federation».
September, 1995 – the agreement with the International Organization of Civil Defence (IOCD) about opening of Moscow
regional center for civil defence specialists training on the base of Academy of civil defence was signed.
September 4, 1995 – liquidation of consequences of methane explosion in mine «Pervomaiskaya» in Beryozovsk town.
15 persons died.
October 5, 1995 – for the purpose of rise o the level of scientific support of activity of Emergency Control Ministry of
Russia on development of main strategic directions of development of Russian Emergency Response Service,
implementation of a single state policy in the field of civil defence, prevention and liquidation of emergencies the Center of
strategic studies of civil defence of Emergency Control Ministry of Russia (CSI GZ) was created under Order No.680 of
the Ministry. N.N. Dolgin was appointed the first its Chief, and from the end of 10096 V.A.Vladimirov headed it.
October 13, 1995 – for the purpose of arrangement of participation of the Russian Federation on rendering emergency
humanitarian aid to foreign countries including on the line of UN, the Russian national corps of emergency humanitarian
response was created in accordance with Resolution No. 1010 of October 13, 1995, of the Government of the Russian
Federation.
November, 1995 – on the 44th World salon of inventions, research and innovations «Brussels-Evrika-95», that took place
in Belgium, the fire version of aircraft IL-76TD was awarded gold medal and diploma of International jury.
November 2, 1995 – Resolution No. 1085 «On the federal target program «Creation of a single state automated radiation
control system (EGACKPO) on the territory of the Russian Federation» of the Government of the Russian Federation was
adopted, that initiated the creation of Automated radiation control system (ASKRO).
November 5, 1995 – the Government of the Russian Federation adopted Resolution No. 1113 «On a single state system
of prevention and liquidation of emergencies», that approved new Regulations on Russian Emergency Response Service,
determined functions of federal executive bodies on protection of population and territories against emergencies and list
of functional subsystems of Russian Emergency Response Service created by them.
December, 1995 - liquidation of consequences of the crush of aircraft TU-154 near Khabarovsk. The passenger aircraft
TU-154 with 97 people on board crushed near Khabarovsk. The group of 25 rescuers and light helicopter BO-105 were
delivered by aircraft IL-76 to the area of supposed fall of the aircraft, where local search and rescue service had already
been. Using it and helicopters MI-8 rescuers stared search works. In the beginning of the 3 rd week of search the aircraft
was found from the air, then fragments of flight recorders were found. 97 people died. G.A. Korotkin, V.D. Legoshin,
S.Y.Lebedev, I.S.Kiselyov took part in liquidation of consequences of the crush.
December, 1995 – search and rescue operations on the place of crush of fighters SU-27 on Kamran lake (Vietnam). The
crush of three fighters SU-27 (one of them - dual cockpit) cut into mountains, occurred when fighters returned from
International aeroshow in Malaysia. 4 pilots died. Aircraft IL-76TD delivered 10 rescuers and helicopter BO-105 with the
aircrew from Khabarovsk where the operation on search of disappeared TU-154 completed to the place of crush of
fighters. The operation lasted for 5 days and was complicated by 30-degree heat and almost 1000 % humidity.
In 1995 1 thousand 5409 emergencies were registered on the territory of the Russian Federation including 1 thousand 88
man-caused ones and 180 of biology and social nature.
1996
1996 – Aviation of Emergency Control Ministry of Russia took part in extinguishing large forest fires, For this purpose
aircraft-tanker IL-76TD was applied for the first time. Pilots of the State unitary aviation enterprises of Emergency Control
Ministry of Russia worked successfully in Khabarovsk Krai and in Volgograd.
January 9, 1996 – Federal Law No. 3-FZ «On radiation safety of population» was adopted.
February 12-16, 1996 – rendering of humanitarian aid to population of Republic of Tajikistan. More than 150 tones of
provisions and 13 tones of medicaments to the amount of 4 billion rubles were delivered to Dushanbe by aircrafts of
Emergency Control Ministry of Russia.
March 13, 1996 – Emergency Control Ministry of Russia and NATO Department of emergency civil planning signed the
Protocol of intentions in Brussels, and on the 20 th of March - the Memorandum of understanding in questions of
cooperation in the field of emergency civil defence and readiness to emergencies.
March 29 – April 4, 1996 – visit of Russian delegation headed by the First Deputy Ministry Y.L. Vorobyev to Africa during
which the Memorandum of understanding between Emergency Control Ministry of Russia and United Arab Emirates and
an agreement between the government of Rwanda and Emergency Control Ministry of Russia were signed.
April 25, 1996 - "Agency on providing and coordination of Russian participation in international humanitarian operations
"EMERKOM" was created by the order of the Minister of Emergency Control Ministry and its main functions were
approved.
May 7, 1996 – the 40th Russian Center for rescuers training (RCPS) was opened in Noginsk, the only educational
institution on training and advanced training of rescuers of 3, 2,1 and the highest - international -classes in the country.
May, 1996 – the Regulations for civil defense force, structure and composition of bodies specially authorized to solve
tasks of civil defence, prevention and liquidation of emergencies was approved by Decree No.784 of the president of the
Russian Federation.
May, 1996 - liquidation of consequences of domestic gas explosion in an apartment house in Svetogorsk in Leningrad
region. The porch of five-storey of house failed from the explosion, 14 persons died under wreckage. 8 persons were
rescued. N.I. Loktionov, A.D. Legoshin, R.Seliverstov took part in the liquidation of consequences.
June 20, 1996 – by order No.413 of the Ministry the search dog service in the system of Emergency Control Ministry of
Russia was created, main task of which became the organization and conducting of search and rescue operations at
natural and man-caused emergencies with application of specially trained dogs.
June, 1996 – the Government of the Russian Federation approved«Regulations for civil organizations of civil defence»,
created for the purpose of conducting of salvage and rescue and other urgent work, primary life support of population and
participation in measures on protection of population against dangerous arising art conducting acts of war.
July 16, 1996 – the Memorandumof cooperation in the field of prevention of man-caused emergencies, natural disasters
and liquidation of their consequences was signed between the Government of the Russian Federation and the
Government of United State of America by the Chairman of the Government of the Russian Federation and the Vicepresident of the USA in Moscow during conducting of the next session of Russian-American commission on economical
and technological cooperation.
August 3, 1996 – Resolution No.924 «On forces and facilities of a single state system or prevention and liquidation of
emergencies» of the Government of the Russian Federation was adopted.
August 29, 1996 – search and rescue operations in the place of the crush of passenger aircraft TU-154 (Spitsbergen
islands). At approach landing in airport of Longyear City (Spitsbergen, Norway) Russian aircraft YU-154 with 132
passengers and 9 aircrew members on board crushed. 141 people died.
September 13, 1996 – Resolution No. 1094 «On classification of natural and man-caused emergencies» of the
Government of the Russian Federation was adopted.
October 31, 1996 – Resolution No.132 «On the order of free-of-charge medical rehabilitation of rescuers» of the
Government of the Russian Federation was adopted.
November, 1996 - liquidation of consequences of explosion of an apartment house in Kaspiisk town (Republic of
Dagestan). An explosion taken lives of tens of people occurred in Kaspiisk, in house No.58 on Lenin Street. The
Chairman of the Government of the Russian Federation Viktor Chernomyrdin and the Minister of Emergency Control
Ministry of Russia Sergey Shoigu arrived in the place of the tragedy. The explosion destroyed the base of the
construction, separated the porches, broken down the basement walls, one wall was overturned outside, the other was
broken in two. The building sank, on the level of the forth floor the fragments had to be raked manually. 38 suffered
persons were rescued from the ruins. 67 persons died.
November 10, 1996 – Resolution No.1340 «On the order of creation and use of reserve of material resources for
liquidation of natural and man-caused emergencies» of the Government of the Russian Federation was adopted.
November 23, 1996 – Resolution No 1396 «On reorganization of headquarters on affairs of civil defence and
emergencies» of the Government of the Russian Federation was adopted.
December, 1996 - salvage and rescue operations in the place of gas explosion in an apartment house in Priozersk town
(Leningrad district). 12 persons died, 3 persons got hurts.
In 1996, 1 thousand 388 emergencies were registered on the territory of the Russian Federation, including 1 thousand 31
man-caused ones, 253 of natural and 104 of biology and social nature
1997
January 1997 – search and rescue operations in the place of the crash of fighter Mig-31 near Kotlas town in Arkhangelsk
region. V.D. Legoshin headed the search and rescue works.
February 1997 – delivery of humanitarian aid to region of East Sayan where the most small nationality on the territory of
the Russian Federation lives - the tofa. Cargo was delivered in several stages by helicopters MI-26T.
February 12, 1997 – the 36th Athletic club of Emergency Control Ministry of Russia (36 SK) was created
March 14, 1997 – based on Resolution No. 352-r of the Government of the Russian Federation the Russian Center of
Emergency and Radiation Medicine of Emergency Control Ministry of Russia was formed (VCERM MChS)).
March 24, 1997 – Resolution No. 334 of the Government of the Russian Federation «On the order of gathering and
exchange of information in the field of protection of population and territories against natural and man-caused
emergencies in the Russian Federation» was adopted.
March 27, 1997 – for the purpose of integration of scientific, technical and information possibilities of institutions and
organizations, authorities of the Russian Federation, Russian Academy of Science and other organizations for
development and improvement of the state system of monitoring and forecasting of emergencies, implementation of
strategies of decrease of risks and consequences of disasters, accidents and catastrophes, the Agency on Monitoring
and Forecasting of Emergencies of Emergency Control Ministry of Russia was created on the base of BNII GOCHS.
April 1997 – evacuation ofChechen pilgrims got in automobile accident near Erzurum town from Turkey. 43 suffered
persons were evacuated.
April 29, 1997 – salvage and rescue operations in the place of explosion in an apartment house in Naro-Fominsk in
Moscow region. 3 persons died, 10 got hurts of different severity.
April 1997 – Emergency Control Ministry of Russia in accordance with the United Nations Development Program
(PROON) supporting by Norway, opened the Russian driving school in Ruand. In the same year 2 graduations were in
the school and young inhabitants of Ruand started to work.
May 1997 – rendering of humanitarian aid to population of Islamic Republic of Iran suffered as a result of an earthquake.
Aviation of Emergency Control Ministry of Russia delivered 40 tones of provisions, about 20 tones of medicaments and
also multi-seat tents to the suffered areas.
May 13, 1997 - Resolution No. 567 of the Government of the Russian Federation «On the order of funding from the
reserve fund of the Government of the Russian Federation on prevention and liquidation of emergencies and
consequences of disasters» was adopted.
June 1997 – evacuation of Russian citizens from the area of politico-military conflict in Republics of Congo and Zaire. As
agreed with Ministry of Foreign Affairs of Russian, the reconnoitering group of Emergency Control Ministry of Russia
headed by Deputy Minister V.A.Vostrotin, was forwarded to the zone of conflict for performing of coordination work. 244
persons – citizens of Russia, CIS courtiers, and also Germany, Poland, Romania, Belgium were delivered to homeland by
three aircrafts of Emergency Control Ministry of Russia.
July 1997 - liquidation of consequences of floors ceiling of caserne in Tomsk Higher Military Command training school of
communications. At night as a result of failure of camp ceiling a partial failure of the building occurred. 50 cadets occurred
to be under heaps. In several hours rescue brigades arrived from neighboring towns Barnaul, Novosidirsk, Gorno-Altaisk.
38 persons were rescued from the heaps. 12 people died, 42 people got hurts.
July 1997 - salvage and rescue operations in the place of gas explosion in the office building of OJSC «Lukoil-Permneft»
in settlement Cherhushka (Perm region). 16 people died, 15 people got hurts.
November 1997 – search and rescue operations in the area of the helicopter Mi-8 crush on Black sea. In early November
the rescue helicopter of Sochi search and rescue service with the crew members and 4 rescuers on board performed the
operation on search and taking fishermen taken away by storm. After taking the next group of fishermen the helicopter
turned and forwarded to the coast. After an unexpected engine failure it banked and fell into water. 5 persons died. On
the 3rd day of search the helicopter was found and two rescuers of “Centrospas” brigade - Nilokay Nikitenko and Andrey
Rozhkov using light diving equipment went down to the sunken helicopter on the almost limiting depth of 40 meters. They
managed to get the body of one of the rescuers and fix the hawser for the helicopter part. Using the hawser, a diver with
heavy equipment could start to work. He had to examine the helicopter body carefully and fix the hawser ends from a
floating crane to it; the crane lifted the helicopter onto the surface. On results of the operation Andrey Rozhkov was
honored the title of “ The most deepwater rescuer” of the year (diving in 40 meters).
November 15, 1997 – based on Resolution No.118-rp of April 9, 1997 of the President of the Russian Federation «On
creation of institutions of general education - cadet schools (boarding schools)», Regulation No. 1427 of the Government
of the Russian Federation «On approval of Typical regulations for cadet schools (cadet boarding school)» was adopted,
that laid the foundation for creation of cadet schools, classes, hobby-groups, sections “Yuny spastel” throughout the
country.
December 1, 1997 - liquidation of consequences of methane explosion in mine «Zyryanovskaya» in Novokuznetsk town
(Kemerovo region). 67 people died.
December 6, 1997 – salvage and rescue operations in the place of military transport aircraft An-124 «Ruslan», fallen on
apartment houses in Irkutsk town. As a result of the falling several houses were completely destroyed, a fire arose.
Rescuers managed to extract 162 people from the heaps. 70 people died, 373 suffered. Head of Emergency Control
Ministry of Russia Sergey Shoigu headed the governmental commission on clarification of reasons of the crush.
December 22, 1997 – in accordance with the Order of the Emergency Control Ministry of Russia the 179th Rescue Center
was created on the base of two brigades of civil defence force located in Noginsk. The main missing of the Center is
conducting of salvage and rescue operations in zones of emergencies on the territory of the Russian Federation, in
countries of near and far abroad. Colonel V.I. Bashkircev was appointed the head of the Rescue Center.
December 25, 1997 – in accordance with Decree No.1231 of November 15, 1997 of the President of the Russian
Federation «On the flag and heraldic symbols – emblem of Emergency Control Ministry of the Russian Federation», there
were instituted the flag and heraldic symbol-emblem of Emergency Control Ministry by Order No. 767 of the Ministry, and
also the banner of Emergency Control Ministry by Order No.768.
In 1997 – social and state movement «Shkola bezopasnosti»was registered.
In 1997, 1 thousand 664 emergencies were registered on the territory of the Russian Federation including 1 thousand 174
man-caused ones, 360 of natural and 131 of biology and social nature.
1998
January 1998 – operation on deactivation and burial of a radioactive source found on the territory of Chechen Republic.
With the help of MRK-25 there was conducted the operation on localization and containerizing of cobalt radioactive
source in Grozny.
January 18, 1998 - liquidation of consequences of methane explosion in mine «Centralnaya» in Vorkuta town (Komi
Republic). 27 people died.
January 28, 1998 – in accordance with order No.22 of the State Committee of the Russian Federation on physical culture
and tourism in the list of kinds of sport recommended for development on the territory of the Russian Federation a new
kind of sport «All-round of rescuers of Emergency Control Ministry of Russia», was added, that combines triathlon of
rescuers of salvage and rescue subdivisions of civil defence force and pentathlon of rescuers of search and rescue units.
February 1998 – delivery of humanitarian aid to population of mountainous areas of the north of Afghanistan, suffered
from a destroying earthquake. About three thousand people died. More than 30 thousand people lost homes. 6
settlements in Baglan province were completely destroyed. 20 tones of humanitarian cargo were delivered to the suffered
area by the forces of Emergency Control Ministry of Russia. G.N. Kirilov headed the operation on delivery of the
humanitarian aid.
April 22, 1998 – at tests of rescue diving equipment during the diving in water of Arctic Ocean on North Pole the rescuer
of international class Andrey Rozhkov died. He was honored the title of the Hero of Russia (postmortem) by the Decree of
the President of the Russian Federation.
May 1998 – evacuation of population from the area of disastrous flood in Veliky Ustyug in Bologda region, arrangement of
delivery of humanitarian aid to the population. As a result of water level rise above the critical level 44 streets of the town
and 26 neighboring settlements with population of 39 thousand people were flooded. More than 10 thousand people were
evacuated.
May 1998 - liquidation of consequences of disastrous flood in Lensk (Sakha Republic). In the second half of May ice jams
on Lena River caused the water level rise 3 meter higher the critical one, more than 172 settlements with population of
475 people occurred to be in the flood area. The group of rescuers headed by deputy chief of search and rescue service
of «Centrospas» party V. Zamaraev flied out from Moscow. Rescuers worked in severe weather conditions: at + 1, + 3
degree centigrade in the day time, in rain and wet snow, and at minus 10, 12 degree centigrade at night. More than 50
thousand people were evacuated from the flood area. Sergey Shoigu, Yuri Vorobyov, Gennady Kirillov headed the
operation on liquidation of consequences of the catastrophic flood.
June – July 1998 – areal mine clearing in Voronezh region. About 3 thousand of explosive goods of the Great Patriotic
War time were neutralized.
June 20-21, 1998 - liquidation of consequences of tornado in Moscow, providing of failure-free operation of ambulance
substances. Unprecedented tornado came suddenly to the capital on the night from the 20 th to 21st of June. As a result of
collision of warm and cold air flows a squally wind (up to 30 meters per a second) and many-hours heavy rain
accompanied by lightning and thunder-peals. In Moscow 7 persons died, 122 suffered persons were hospitalized, 161
persons called in medical aid. About 50 thousand of trees were fell down. About 1 thousand of apartment houses and
office buildings were damaged. Rescuers work got a high estimation of the government of Moscow and commandants
office of the Kremlin.
June 25, 1998 - salvage and rescue operations in the place of the balcony failure in the hall of a sport center in Nalchik
town. 22 persons died, 41 persons suffered.
July 1998 - liquidation of consequences of gas explosion in the apartment house on Scherbakovskaya street in Moscow.
7 persons died, 2 persons got hurts.
July 27, 1998 – in accordance with Decree No.900 of the President of the Russian Federation «On military administrative
division of the Russian Federation» there was taken a decision on abolishment of West-Siberia, East –Siberia and
Transbaikalia regional centers and on organization of Siberia regional center of emergencies on their base.
August 26, 1998 – salvage and rescue operations on the place of collision of a passenger coach and a train in
Khabarovsk (Primorski Krai). 24 people died, 24 persons got hurts.
September 4, 1998 - salvage and rescue operations in the place of failure of an apartment house in Makhachkala
(Republic of Dagestan). A car with explosives exploded near the apartment house. Several houses in the radius of 800
meters turned into ruins from a powerful explosion. Transport aircraft IL- 76 with the operative group on board, consisting
of 15 people, dog specialists, doctors, headed by S.K.Shoigu, flied out from Moscow. Early morning, right after landing,
the rescuers of the brigade reached the place of tragedy and together with other subdivisions of Emergency Control
Ministry, split by five, started to work. Had formed alive chain they transferred pieces of houses, fragments of furniture on
hands. Searches peformed during four days, but, unfortunately, no alive people were found. All survived people were
accommodated in hotel “Leningrad” and by request of rescuers went on ruins to identify dead and commit to earth
according to custom. The tragedy took life of 17 people including 4 children , about 70 people got hurts.
September 19, 1998 – resolution No. 1115 of the Government of the Russian Federation «On the order of relating
organizations to categories on civil defence» was adopted.
October 1998 - salvage and rescue operations on the place of explosion of acetylene vapours in the building of assembly
and welding shop of «Admiralteiskie verfi» plant in St. Petersburg. 5 persons died.
October 3, 1998 - Resolution No. 1149 of the Government of the Russian Federation «On the order of relating territories
to groups on civil defence» was adopted.
1998. – By the decision of the Government of the Russian Federation the delivery of humanitarian aid was arranged to
Czech Republic, Poland, Peru, Armenia, Tajikistan and Chechen Republic by total mass of about 1 thousand 200 tones
to the amount of more than 18 million rubles and 600 thousand US dollars.
In 1998, 1 thousand 527 emergencies were registered on the territory of the Russian Federation, in which 1 thousand 275
people died. Total material damage was more than 13 billion rubles. About 2 billion rubles from the federal and local
budgets were spent on liquidation of consequences of emergencies
1999
February 1999 - liquidation of consequences of destroying earthquake in Columbia. The aircraft IL-76 TD of Emergency
Control Ministry of Russia with 50 rescuers of “Centrospas” and “Lider” parties headed by S.H. Suanov on board flied out
from Moscow to Columbia for participation in the rescue operation. Next day after almost twenty eight flight with two
landing - on Canary Islands and in Brazil, the group of Emergency Control Ministry landed in Kali town, from where it got
to Kalarka town. Specialists of the Ministry installed living modules and located a hospital on the local stadium, that
became a temporary camp for the group. Rescuers worked in Kalarka town, raked heaps in block "La-Brazilia". 32
suffered persons got medical help.
February 1999 - salvage and rescue operations in the place of the fire in the building of GUBD of Samara. In the fivestory building of GUVD there occurred the fire that accompanied with explosions of armament being in the building. The
fire was suppressed. Two aircrafts IL-76TD of Emergency Control Ministry of Russia with the group of rescuers headed
by the Minister Sergey Shoigu on board flied out from Moscow. 57 persons died, about 150 persons suffered.
March 15, 1999 – in accordance with order No. 141 of Emergency Control Ministry of Russia on the base of Russian
center for observation and laboratory inspection of Emergency Control Ministry of Russia there was created the Russian
center for monitoring and forecasting of natural and man-caused emergencies of Emergency Control Ministry of Russia.
The short name – Center «Antistikhia». Doctor of geographic science V.R. Bolov was appointed the head of it.
May 16, 1999 – salvage and rescue operations in the place of explosion in cantonment «Sputnik» (Vladikavkaz). In
basements of three apartment houses on the territory of cantonment «Sputnik» explosive devices activated. From 26
persons who got injures, 13 were hospitalized with injuries of different severity. 110 flats were damaged. 250 people were
resettled from the houses. 4 persons died. 86 persons from Emergency Control Ministry took part in salvage and rescue
operations.
Spring -summer 1999 – participation in the international humanitarian operation on rendering of aid to population of
Yugoslavia. In execution of the Order of the President and the Government of the Russian Federation Emergency Control
Ministry started work on rendering of special humanitarian aid to population of Yugoslavia within the framework of
international operation «Focus», in what Switzerland, Greece and Austria also took part. In April on the base of
179th Rescue center an automobile brigade for execution of tasks on delivery of humanitarian cargo to the population of
Yugoslavia was formed. The command was imposed on general-lieutenant B.I. Bashkircev. For the first two months the
aviation and motor transport of Emergency Control Ministry of Russia delivered 500 tones of humanitarian cargo to
Yugoslavia and Macedonia in the period of most intensive rocket-bomb strikes. For the purpose of rendering of primary
medical aid to refugees Emergency Control Ministry of Russia forwarded a mobile hospital with 42 people of personal to
the area of Nish town that provided medical aid to more than 3 thousand people for two months of works. By the decision
of the Government of the Russian Federation the mobile hospital was transferred as a gift to Federal Republic of
Yugoslavia. For providing of it further exploitation Russian specialists trained Yugoslavian engineering staff.
June 1999 – the 482nd Center for control in crisis situations was created in Moscow, providing coordination of actions of
all duty and dispatcher services of the capital.
June 10, 1999 – Resolution No. 620 of the Government of the Russian Federation “On civil organizations of civil defence”
was adopted.
July 10, 1999 – Resolution No.782 of the Government of the Russian Federation “On creation (appointment) in
organizations of organization departments (employees) specially authorized for decision of tasks in the field of civil
defence».
August 17, 1999 - search and rescue operations in the area of destroying earthquake in Turkey (Gul’dguk town). The
earthquake measuring 7 on the Richter scale occurred in Turkey with the epicenter in the area of towns Izmit and
Adapazar near cost of the Sea of Marmora. At the same day aircraft IL-76 with 29 rescuers on board landed in Stanbul.
S.N. Suanov headed search and rescue operations. Then they arrived in small town Guldguk that suffered from the
natural disaster most of all. On the 19th of August the second group headed by the rescuer of international level Sergey
Lebedev arrived in the town. Russian people took part in demolishing heaps, releasing people from stone bags. 72 alive
people were extracted from heaps of buildings by forces of Russian rescuers, the same quantity as by the all international
rescue groups working in the area of liquidation of consequences of the earthquake. Besides participation in search and
rescue operations Emergency Control Ministry of Russia took part in the fire extinguishing on the petrochemical complex
in Izmit town. The fire arose due to the earthquake and could initiate explosions of reservoirs with liquefied hydrocarbon.
On the initiative of Russian party and at support of the leadership of Turkey a request for application of aircrafts-tankers
IL-76TD was got. By air group consisting of three aircrafts IL-76TD with airborne spray tank and control plane YAK-42 the
fire was completely suppressed. On the 23 rd of August the rescuers and specialists of Emergency Control Ministry came
back. The Minister of Emergency Control Ministry of Russia C.K. Shoigu thanked them for the successfully fulfilled
mission and gave personally medal “To participant of emergency humanitarian operations” and honorable badges of
Emergency Control Ministry of Russia to each person.
September 4, 1999 - salvage and rescue operations in the place of explosion of the apartment house in Buinaksk town
(Republic of Dagestan). 62 persons died, 146 persons were injured.
September 8, 1999 - salvage and rescue operations in the place of explosion of the apartment house on Gur’yanova
street in Moscow. 92 people died, 72 persons were injured.
September 13, 1999 - salvage and rescue operations in the place of explosion of the apartment house on Kashirskoye
highway in Moscow. 118 persons died, 20 persons were injured.
September 16, 1999 – salvage and rescue operations in the place of explosion of the apartment house on Gagarin street
in Volgograd (Rostov region). 13 persons died, 28 persons were injured.
September 20, 1999 – by Decree No.1249 of the President of the Russian Federation, Minister S.K Shoigu was honored
the title of the Hero of the Russian Federation for courage and heroism demonstrated at execution of military duty in
emergency situations.
21 сентября 1999 г. – search and rescue operations in the area of destroying earthquake on Taiwan island. At the same
day the team of rescuers of “Centrospas” and “Lider” parties consisting of 58 people flied out to the area of the
emergency. This earthquake became a special one in the row of the similar disasters because of large rate of
destructions and significant quantity of human victims. The specialty of this operation was concluded in the fact that from
the first up to last hour of staying on the island the rescuers were in the high risk area, as shocks of earthquake zone
measuring 6.5 on the Richter scale continued.
September 29, 1999 – Resolution No. 1098 of the Government of the Russian Federation approved the Federal target
program «Decrease of risks and mitigation of natural and man-caused emergencies in the Russian Federation till 2005».
November 18, 1999 – Resolution No. 1266 of the Government of the Russian Federation “On federal services of civil
defence”.
In 1999, 1 thousand 236 emergencies occurred on the territory of the Russian Federation, as a result of which
1,549 people died, 18 thousand 227 suffered. 18 thousand 63 people were rescued by the forces of Emergency
Control Ministry of the Russian Federation. Total quantity of emergencies in 1999 decreased by 19 % in
comparison with the year 1998.
2000
February 2000 – conducting of a unique rescue operation on evacuation of 971 fishermen from a separated ice floe on
Lake Ladoga.
February 29, 2000 – by Resolution No. 175 the group of scientists of Emergency Control Ministry of Russia consisting of
Y.L. Vorob’yov, G.M. Nigmetov, V.I.Larionov, I.I.Zencov, V.A.Akimov, A.A.Yurov and V.V.Golomolzin together with
scientists of other organizations was awarded the Governmental premium of the year 1999 in the field of science and
technology for creation and implementation of a system of monitoring and forecasting of catastrophes and natural
disasters in the Russian Federation.
June 17, 2000 – by Decree No.1127 of the President of the Russian Federation Legoshin Vladimir Danatovich was
honored the title of the Hero of Russian Federation for courage and heroism demonstrated in emergency situations.
June 2000 – international exercise «Sovmestny strag –2000» were held within the framework of NATO program
«Partnership for Peace», and became the first experience of Russian Emergency Control Ministry in such large actions
held by North Atlantic Community.
July 2000 - liquidation of consequences of going down the mud stream in Tyrnyauz town (Republic of KabardinoBalkaria). As a result of passing of mud streams on the 18 th and 19th of July a flood of apartment houses occurred, road
bridge under Baksan river was broken. Due to the threat of repeated going down a decision on temporal resettlement of
inhabitants of three houses was taken. Total 930 people were resettled from the damaged houses. The pedestrian bridge
in the central part of the town was restored, and the pontoon bridge across Gerchogan-Su river was mounted by forces of
Emergency Control Ministry of Russia. Complex of conducted actions allowed recovering the life-support system. 8
persons died, 8 persons were hospitalized. Y.L.Vorobyev headed the operation on liquidation of consequences of going
down the mud stream.
July 2000 – extinguishing of large seats of forest fires in Komi Republic. Aircraft-tankers of Emergency Control Ministry of
Russia IL-76TD made 25 flights and discharged at this 1050 tones of water on the seats of fire.
August 2000 - liquidation of consequences of the fire in Osatankino television tower in Moscow. Maintenance staff and
visitors of the tower were evacuated. 3 persons died, including the Head of Department of fire fighting service of SeveroZapadny district of Moscow Vladimir Arsyukov.
October 2000 – air group of Emergency Control Ministry of Russia consisting of 6 helicopters MI-8 and MI-26 performed
the operation on extinguishing of large seats of forest fires in Greece. For four months of work 1585 flights for
extinguishing of seats of forest fires were performed total.
October 25, 2000 - liquidation of consequences of the accident of military transport aircraft of Air Force of Russia IL-18 in
25 km to the east of Batumi (Georgia). In conditions of low visibility on the level of 890 meters at the wind speed of 470
km per hour, military transport aircraft IL-18 crashed to the side of Mtirava mountain (Crying Mountain) of 1000 meters in
high. Russian rescuers first started examination of the area of air disaster. They had to evaluate the aircraft scatter,
evaluate visually the scope and complexity of the forthcoming work. The operation conducting was complicated by a
sharp mountain side, washed out by heavy rains. 75 passengers and 11 aircrew members died.
November 2000 – the party on mine clearing of Emergency Control Ministry of Russia completed the operation on task of
Anti-mine Center of UN. 22 sappers from the Center on conducting of rescue operations of extra risks “Lider” checked 36
minefields on the territory of 155 thousand square meters and neutralized 2 thousand 480 mines of different purpose and
calibre. The given factor is an absolute record among 16 field–engineering subdivisions of different countries of the world
participated in mine clearing of the territory in Kosovo in 2000.
2000 – on the 28th International salon of inventions, new technique and goods «Geneva -2000» the developments
represented by Emergency Control Ministry of Russia got two gold, two silver and two bronze medals and also two
special prizes.
In 2000 on the territory of the Russian Federation 955 emergencies were registered, 606 from them were mancaused ones. As a result of the emergencies total 1 thousand 91 people died, 11 thousand 347 suffered. During
the same time 5 large acts of terrorism were done, as a result of which 62 persons became a victim
2001
January 2001 – search and rescue operations in the place of destroying earthquake in Gudgarat state (India). An
earthquake measuring 9 on the Richter scale occurred on the north-west of India (Akhmedabad state). Besides of rescue
teams of foreign countries, operational group of Emergency Control Ministry of Russia took part in liquidation of
consequences of this disaster. 30 rescuers and specialists from Centrospas composed the group. P.V. Plat managed the
operation. Main work conducted almost in the epicenter of the earthquake, in three settlements: Bkhachau, Bkhudg, and
Andgara. The main task was in finding out of live people in heaps and their extracting. For this purpose dog specialists
with dogs and special search instruments were involved in search and rescue operations. Local population also helped in
search.Working conditions in the area of disaster were complicated by constant earthquake shocks, high day air
temperature, a great drop in temperature at night and strong wind. The most unusual in this operation was the fact that
people were found in heaps on the 5and 6 day. For the first time there was broken the stereotype that in heaps, in
conditions of water deficit and insufficient air access a man could stay for no more than 4-5 days. Total form the 28th of
January to the 1st of February Russian rescuers examined about 300 heaps, in what there were found and extracted 17
persons alive. Among them there were four children.
April 2001 - Emergency Control Ministry of Russia together with Switzerland agency on development and cooperation
(SADC) started an international operation on rendering of humanitarian aid to provinces of Mongol, suffered form icing
and epidemic of foot and mouth disease. During two stages of operations the motor transport column of Emergency
Control Ministry delivered 2 thousand 200 tones of feed-stuff and forage for cattle to the suffered districts. Besides, within
the framework of this action two transport aircrafts of Emergency Control Ministry delivered 2 million 500 thousand of
doses of foot and mouth disease vaccine, 11,6 tones of dried milk and also provisions and blankets to Ulan-Bator.
May 2001 – catastrophic flood in Lensk town (Republic of Sakha). Water level in Lena river exceeded the maximum of
high water and reached 20 m 7 cm. On the 15th of may 98% of the town was flooded. Rescuers worked all the day long.
About 23 thousand of people were transferred to safe places by boats and helicopters, there was performed a unique
operation on evacuation of 227 bed patients form a central hospital to Mirny town. 14 evacuation points, 18 meal stations
were located in the town. Rescuers on boats delivered bread, water, tinned goods. Sappers of Emergency Control
Ministry under the direction of S.I.Kudinov performed 37 explosions of ice in zones of jam. As a result of this they
managed to destroy the jam. Water level in several hours became lower a critical level.
June 2001 – Sergey Shoigu was appointed the leader of governmental commission on recovery Lensk (Republic of
Sakha) on the instruction of the Government of the Russian Federation. Only three months were allotted for building of
new settlements, repair of schools, kindergartens and recovery of community services. Operative headquarters were
created in Moscow, Lensk, Yakutsk and Ust-Kuta. By the 1st of October, the term stipulated by the President of the
Russian Federation, the main construction in Lensk was completed. 3 thousand 200 families got apartments in new
houses, 4 thousand 643 apartments and detached houses, all hospitals and 12 schools were repaired. 6,5 km of heating
system, 22 artesian wells, 100% water supply system and power lines, 179 transformer plants, 11 communication objects
were recovered and prepared to operation in winter conditions, there were completed the works on installation of
telephones in apartment houses. 56 kilometers of roads were restored and 13 boiler-rooms were repaired.
June 2001 – in accordance with Resolution No.486 of 28.06.01 of the Government of the Russian Federation “On
improvement of activity on prevention and liquidation of emergencies on underwater potentially dangerous objects” and
Order No.34 of 2.08.01 of Emergency Control Ministry of Russia there was created the State organization “Emergency
rescue service on conducting underwater works of special purpose” (GOSAKVASPAS).
August 29, 2001 – by Resolution No. 637 of the Government of the Russian Federation the Federal program
«Overcoming of consequences of radiation accidents for the period till the year 2010»was approved.
September 2001 – international exercise «Barents Rescue-2001», that were hold in September in Sweden near Buden
town. Topic of the exercise is liquidations of consequences of a conditional accident on nuclear power station. In spite of
apparent simplicity of the idea, an extremely complicated mechanism of rescue of people, in what military and civil
specialists representing 22 countries of the world underlain. The most representative group on the training in Sweden was
the delegation of Russian Emergency Control Ministry, almost 60 persons.
October 2001 – In accordance with the order of the President and the Government of the Russian Federation,
Emergency Control Ministry started to perform the operation on rendering of humanitarian aid to Islamic State of
Afghanistan. On the first stage of the operation that started on the 2 nd of October, the aircrafts of Emergency Control
Ministry delivered 175,2 tones of cargo (multi-seat tents, provisions and medicaments) to the amount of 21,581 million
rubles. On the second stage 56 carriages and 13 platforms with provisions, belongings and mobile power plants were
dispatched by railway to Dushanbe. Total 26 thousand tones of Russian humanitarian cargo were delivered to Tajikistan.
Helicopters of Emergency Control Ministry and automobile convoys delivered them on the territory of Afghanistan. The
first column (26 cars) departed from Dushanbe for Kabul through Nigny Pyandg and Kunduz on the 8 th of December. On
the 10th of November an international operation on rendering of the aid to Afghanistan with participation of Russia,
England, Kirghizia, Tajikistan and World Food Program (WFP) of UN started. On the its first stage 9 thousand tones of
provisions were delivered to north provinces of Afghanistan (Faisabad). 300 trucks from Kirgizia and Tajikistan were
involved in the action. On the 29th of November the Humanitarian Center of Emergency Control Ministry of Russia in
Islamic State of Afghanistan and field hospital of Emergency Control Ministry started to work in Kabul.
November 9, 2001 – by Decree No. 1309 of the President of the Russian Federation the State fire fighting service was
transferred from Ministry of Internal Affairs of the Russian Federation into Emergency Control Ministry of the Russian
Federation. From the 1st of January, 2002, more than 275 thousand employees of the State fire fighting service of Ministry
of Internal Affairs, 13 thousand 687 units of special fire engineering entered into the system of Emergency Control
Ministry.
In 2001, in Russia as a result of emergencies 1 thousand 247 people died, 11 thousand 500 suffered. 901
accidents and disasters of local, territory and federal importance were registered during this period. Total
quantity of emergencies in comparison with the year 2000 decreased by 8%, while man-caused emergencies
increased by 0.5%. As a result of the last 1 thousand 157 Russians died, 3 thousand 309 got injuries. Besides, 14
large acts of terrorism in what 47 persons died were committed in 2001.
2002
Since the 1st of January the Central Administration of the State fire fighting service of Emergency Control Ministry of the
Russian Federation performs administration of territory and special bodies, and also subdivisions, institutions, enterprises
and organizations of the State fire fighting service, while the Special Administration of the Central Administration of the
State fire fighting service of Emergency Control Ministry of the Russia performs direct leadership of special subdivisions
and their authorities.
January 2002 – fire suppression on Moscow refinery in Kapotna. A technological plant on oil products refining was under
fire. 40 fire teams suppressed the fire in a half of an hour after ignition.
January 2002 - liquidation of consequences of methane explosion in mine «Vorkutinskaya» in Kemerovo region. An
explosion of methane occurred on one of faces of the mine on the depth of 720 m at conducting of repair works. At the
moment of explosion 86 people were in the mine. All forces of rescuers were thrown to the liquidation of the fire that
continued to spread. Mine-rescuers evacuated 69 people from the mine. As a result of the explosion 5 miners died, 12
persons got burns of different severity. About 50 employees of Emergency Control Ministry of Russia were involved in the
accident liquidation.
January-December 2002 – Emergency Control Ministry of Russia actively realized humanitarian projects on rendering of
aid to Afghanistan, and delivered to the country more than 40 thousand tones of cargo to the amount of 15 million US
dollars total. The most large humanitarian operation in 2002 was the delivery of provisions to north provinces of
Afghanistan. Less than for half-year automobile convoys of Emergency Control Ministry delivered to Faisabad 16.5
thousand tones of provisions, and in October-December more than 5 thousand tones of grain and 6 stationary points of
distribution of humanitarian aid were delivered by railway to Khayraton. Supplies of humanitarian aid to Afghanistan were
also performed by aircrafts and helicopters of Emergency Control Ministry, that performed 83 flights to Kabul and
Bagram.
January 2002 – specialists of Emergency Control Ministry completed a unique operation on recovery of tunnel of
strategic purpose “Salang”, connecting the south with the north of Afghanistan. On the 19 th of January the first
humanitarian convoy of Russian Emergency Control Ministry consisting of 21 KAMAZ cars, that arrived the day before
from Dushanbe, went to Kabul through the “Salang”. During recovery works on “Salang” and in Kabul earlier, the sappers
of Emergency Control Ministry neutralized more than 8 thousand mines and other explosive objects. In 2002 a field
hospital of “Centrospas” party also worked in the capital of Afghanistan, doctors of which provided medical assistance to
5 thousand 830 citizens of Afghanistan.
February 2, 2002 – a separation of ice floe from fast ice occurred on the coast of Gulf of Finland in the area of settlement
Lebyage on Lomonosovo district of Leningrad region. Rescuers saved 223 fishermen form the ice floe.
March 13, 2002 – 10 years to State central aeromobile rescue party (Centrospas). During time of existing of the party the
rescuers took part in more than 100 large rescue and humanitarian operations of international, Russian and region
nature. Within the period from 1992 to 2002 more than two thousand of people were rescued by the forces of the party.
More than 100 rescuers of the rescue party were awarded orders and medals of the Russian Federation for courage and
highly professional actions.
March – April 2002- liquidation of consequences of earthquake in Hakhrin town of Baglan province (Afghanistan).
Doctors of the «Centorspas» party and и VCMK “Zaschita” rendered the medical aid to 1 thousand 250 suffered people.
April 28, 2002 – salvage and rescue operations in the place of crush of helicopter Mi-8. The helicopter Mi-8 with 20
persons on board wrecked near settlement Ermakovskoe in the area of Oiskoe lake in Krasnoyarsk Krai due to collision
with power line. 7 persons died, 13 persons suffered. The Governor of Krasnoyarsk Krai Alexander Ivanovich Lebed was
among the died persons.
May 12, 2002 – salvage and rescue operations in the place of the roof failure of a mounting and testing complex on
«Baikonur» launch site. During repair works on the roof of MIK of site 112 of Baikonur the failure of three from five bays of
the complex occured. For conducting of search and rescue works the operative group of Emergency Control Ministry of
Russia and necessary equipment were delivered by the aircraft from Moscow to «Baikonur». 60 persons were involved in
search operations. Experts of the Ministry took a decision to conduct a partial reconstruction of the damaged building.
During a month they performed a unique operation on demounting of hanging on the height of 80 meters heavy tonnage
constructions of the mounting and testing complex on «Baikonur» launch site.
June 2002 – 9 constituents of Yuzhny federal district were subjected to catastrophic flood after heavy rain that took place.
377 settlements occurred in the area of flood. 13 thousand 338 houses were destroyed; almost 40 thousand of apartment
houses and 445 educational institutions were damaged by the disaster. 114 people died, 335 persons suffered.
Specialists of Emergency Control Ministry rescued 62 thousand people total, more than 106 thousand of inhabitants of
Yuzhny Federal district were evacuated from dangerous zones. The most complicated situation was in Mineralnye Vody,
where the water level in the river was more the critical level of 5-6 meters, and also in Barsukovskaya stanitsa in
Stavropol Krai. Two groups of rescuers form Moscow, necessary floating devices including an amphibious carrier
“Sinyaya ptica” and helicopters of Emergency Control Ministry were forwarded here operatively. Rescuers evacuted
children and women first of all, that saved from the flood of roofs of houses and trees. In Barsukovskaya stanitsa this
work performed with the help of helicopters Mi-8 and Ka-32. In Mineralnye Vody, Barsukovskaya stanitsa and settlement
Krasny Partizan the rescuers of Emergency Control Ministry rescued more than 700 people total. During the tine of work
in the area of disaster the aviation of Emergency Control Ministry performed 577 flights. It delivered 2 thousand 535
persons to safe places and transported 9 thousand 840 tones of different cargo. For the purpose of management of
recovery works there were formed a system of crisis administration including Coordination headquarter on organization of
help to the population of constituents of the Russian Federation of Yuzhny federal district suffered from the flood of the
year 2002 in Moscow and nine operative groups in the constituents of the Russian Federation. More than 13 thousand of
living objects and also life-support systems including community services objects, roads, bridges were recovered.
June 3, 2002 – salvage and rescue operations in the place of failure of an apartment house in St. Petersburg. A part of
the apartment house on Dvinskaya street fell due to soil settlement, and the fire arose. During salvage and rescue
operation 55 persons were rescued. The operation was conducted in extremely severe conditions. The building could fall
at any time. The rescuers managed to take out almost all people who were in their flats. Besides, rescuers managed to
take out about 15 persons, including 10 children by fire-escape attached to windows and balconies.
June-September 2002 – complicated situation with natural fires occurred in Centralny and Dal’nevostochny federal
districts. In Centralny region in the fire-dangerous period the grouping of forces of Emergency Control Ministry of Russia
accounted 10 thousand people, more than 2 thousand units of equipment were involved in fight with fire. Due to
application of native technologies of fire extinguishing from air by the aviation of Emergency Control Ministry, that again
demonstrated high efficiency, the tense situation with peat fires in Moscow area was overcome. The similar systems
applied also in regions of Dalny Vostok where large seats of forest fires occurred.
Aircraft-tankers IL-76 and helicopters of Emergency Control Ministry specially equipped, performed 606 flights for
extinguishing of forest and peat fires in 2002, at this 10 thousand 37 tones of water were discharged. Total in 2002 in
Russia almost 37 thousand of forest and peat fires were registered, total area of which was about 2 million hectares.
August 2002- liquidation of consequences of fleeting tornado and heavy rains in Kranodarsky Krai. In Novorossiisk,
Anapa, Krymsk and other 15 settlements of the region more than 7 thousand of apartment houses and office buildings
happened to be in the area of flood. 7 thousand 68 apartment houses, 83 objects of community services, 20 bridges, 87,5
km of automobile roads, 45 water intakes and 19 transformer plants were damaged by the disaster. 424 apartment
houses were destroyed completely. 59 persons died. 2 thousand 373 people were evacuated from dangerous areas by
forces of Emergency Control Ministry.
August 2002 – search and rescue operations in the place of failure of five-story apartment house in Moscow. Du to
explosion of domestic gas a failure of several floors of the apartment house on Korolev street in Moscow occurred. For
the first hours after the explosion 7 people were rescued from heaps. About 300 rescuers worked on the place of the
tragedy. As a result of the explosion 8 persons died, 6 got hurts of different severity.
September 2002 – search and rescue operations in the place of an ice stream descend in Karmadon gorge in Republic
of North Ossetia (Alania). 15 km to the south of settlement Karmadon a descend of ice stream Kolka by the length of 5
km occurred. At movement of ice mass a mud flow by the length of 16 km appeared. Settlement Nighy Kardamon was
completely under the many-meters thickness of ice. About 500 rescuers, having divided the area of disaster on zones,
conducted the search of people. The republican party of urgent response and the forces of South regional center of
Emergency Control Ministry of Russia were involved in liquidation of consequences of the emergency. Transport aircraft
IL-76 flied out from Moscow to Mozdok, on its board there were the helicopters Bo-105 and BK-117 for conducting of
flights, and also a group of climbers and dog specialists. At the same time the helicopters of Emergency Control Ministry
delivered humanitarian cargo to isolated settlements Kroban, Gornaya Saniba, Kani, Tmenikau. 103 people were
evacuated from the zone of disaster. As a result of an ice stream descend more than 130 people died.
September 25-27, 2002 – the international exercise «Bogorodsk-2002» were held in Noginsk on the training ground of
179th rescue center of Emergency Control Ministry of Russia, within the framework of NATO program «Partnership for
Peace», specialized subdivisions of the Minister and North Atlantic Community were involved in it.
October 2002 – rescue operations on evacuation of hostages from the building of theater center on Dubrovka Street in
Moscow. Group of terrorists- suicide bombers captured the building of theater center in what the performance of popular
musical “Nord-Ost” was on. More than 800 spectators and actors were in the building of the center. All terrorists were
annihilated during the operation. 129 persons became the victims of terrorism.
October 28, 2002 – the Federal Law «On making additions to the Federal law «On Civil Defence» was adopted, that in
particularly gives the powers on determination of an order of training of population with methods of safety from dangerous
arising at conducting of military actions or in consequence of them to the government of the Russian Federation.
December 2002 – 10 year to the leading institute of Emergency Control Ministry - the Academy of civil defence. The
Academy of civil defence was founded on the 9 th of December in 1992 in accordance with the resolution of the
Government of the Russian Federation on the base of the Higher central courses on preparation and advanced training of
the leading managing staff of civil defence of USSR.
Nowadays the Academy of civil defence is not only a leading educational institution in the system of Emergency Control
Ministry of Russia, but the large scientific and methodical center that study problems of protection of populations and
territories against emergencies and prepares scientific and pedagogical staff.
From the 1st of May 2001 on the base of the faculty of retraining and advanced training of the Academy of the Institute of
development of Emergency Control Ministry of Russia begun work. 24 sub-faculties on which 13 academicians, 3
corresponding members, 7 honored workers of science of the Russian Federation, 27 Doctors of Science, 147 candidates
of science, 32 professors, and 74 docents work on faculties of the Academy of civil defence – of management staff,
correspondence study, command and engineering faculty and faculty of preparation of foreign specialists. In the year of
celebrating the 10th year of the Academy, 245 graduates left it, among which there were 74 officer cadets, 13 civil
specialists, 119 lieutenants, and also 39 representatives of CIS countries. Total for the years of functioning of the
Academy of civil defence more than 600 specialists were graduated from it.
December 2002 - liquidation of consequences of explosion of the Government house in Chechen Republic in Grozny
town. Two trucks with explosives driven by terrorists-suicide bombers rammed the fence of the Government house of
Chechen Republic and detonated near the building. The explosion damaged the Government house, neighboring office
building and governmental hotel. Rescuers of Emergency Control Ministry of Chechen Republic, Republic of North
Ossetia, Dagestan worked on the place of the tragedy. As a result of the search and rescue operations they managed to
rescue 5 persons. Next day the aircraft IL-76 of the Emergency Control Ministry of Russia with aeromobile hospital of
“Centrospas” party and doctors from the Center of emergency medicine arrived from Moscow to Mozdok. As a result of
the act of terrorism 81 persons died, more than 150 persons were injured.
2002 - the Academy of state fire fighting service of Ministry of Internal Affairs of Russia was transformed in the Academy
of State fire fighting service of Emergency Control Ministry of Russia.
In 2002 in Russia 1 thousand 139 emergencies occurred, as a result of which 2 thousand 151 people died and 886
people suffered. Total quantity of emergencies in 2002 increased on 26% in comparison with the year 2001, at this
industrial accidents and disasters became on 32% more, and natural cataclysms – on 20 %. Man-caused emergencies
caused death of 1 thousand 433 people, 3 thousand 492 people suffered.
In 2002 12 large acts of terrorism were committed, at which 300 persons died and 1 thousand 83 people got hurts
2003
January 30, 2003 – By Decree No.120 of the President of the Russian Federation, Y.L.Vorobiyov was honored by the
title of the Hero of the Russian Federation "For courage and heroism demonstrated in emergency situation".
March 2003 – international humanitarian operation on rendering of aid to refugees from Iraq. Multi-seat tents, diesel
power plants, provisions and medicaments necessary for arrangement of a camp for refugees from Iraq for 5 thousand
places were delivered to Iranian town Kermanshakh by transport aircrafts IL-76 of Emergency Control Ministry of Russia.
April 2003 – fire suppression in the boarding school for deaf children in Makhachkala town (Republic of Dagestan). 17
fire brigades took part in the extinguishing. Squally wind and wooden floors in the building promoted the spread of fire. As
a result of the fire 28 persons died, more than 100 people suffered from burns and poisoning with carbon monoxide.
April 2003 – as a result of formation of ice jam on Kurtlak river in Volgograd region 6 districts occurred to be in flood area,
where 33 settlements were flooded. In Kamyshin district 3 thousand 570 houses were flooded, 44 thousand of inhabitants
suffered. Water destroyed and damaged 47 apartment houses, about 5 kilometers of road, 26 transforming stations were
disconnected. Due to the accident on the gas main passing on the river Medvedica that overflowed the banks, about 7
thousand people occurred to be without gas. As a result of the flood a half of winter crops sowing of the region was lost,
according to experts estimations the material damage was about 1 billion rubles. In anti-flood measures more than 400
rescuers were involved. About 8 thousand people were evacuated by employees of Emergency Control Ministry of
Russia.
May 2003 - liquidation of consequences of a destroying earthquake in People's Democratic Republic of Algeria. Rescuers
of “Centrospas” party and center “Lider” of Emergency Control Ministry of Russia worked in Bumerdes town, where 38
multistory houses were fully destroyed by earthquake shocks.
June 2003 – fire suppression in a hostel of People’ Friendship University of Russia. 450 persons were evacuated from
the building by employees of Emergency Control Ministry of Russia.
August 1, 2003 - liquidation of consequences of an act of terrorism in Mozdok town (Republic of North Ossetia), that took
lives of 50 persons. As a results of blowing up of a «KAMAZ» motor car, that passed through the territory of a military
hospital, a failure of a medical building occurred and neighboring buildings were damaged. At the moment of explosion
about 120 people were in the building, including 92 patients and 28 medical staff.
The operative group, rescuers and doctors were delivered to the place of tragedy by the aircraft of Emergency Control
Ministry of Russia. As a result of the act of terrorism 132 persons suffered, 78 from them were hospitalized, 28 persons
died.
August 2003– search and rescue operations on Kamchatka, where the helicopter Mi-8 with the governor of Sakhalin
region I.P. Farhutdinov on board wrecked. Works were conducted on the territory of 400 square kilometers and were
complicated by a composite relief and unfavorable weather. 21 persons died as a result of the accident.
August 2003 – fire suppression on «Viktorija» tanker, that was on the berth of oil-loading terminal «Artemiy» in
Oktyabr’sk in Samara region on Volga river. As a result of the explosion in the engine room of the tanker 30 tones of
diesel fuel were flamed out. About 500 firemen and rescuers fought the fire within three days. As a result of the fire 1
person died, two firemen got burns. Also a large emission of the oil occurred. The oil spot by the width of 80 meters and
length of 1 kilometer appeared. Workers of Emergency Control Ministry of Russia and ecologists managed to capture a
part of this spot with the help of double floating boom, while a part was washed ashore. The oil spot in one kilometer
spread over the surface of the river became the reason for mass death of birds and fishes.
August 2003 – By Decree of the President of the Russian Federation the State Inspectorate on vessels of small size was
transferred under jurisdiction to the Minister of Emergencies.
August 28, 2003 – the Decree № 991 of the President of the Russian Federation «On improvements of a single state
system on prevention and liquidation of emergencies» was signed.
September 2003 - liquidation of consequences of an earthquake in Republic of Altai. As a result of earthquake shocks
measuring 8 and 9 on the Richter scale in Kosh-Agachsk, Shebalinsk, Ondugaisk and Ulagansk districts more than 1000
houses, 22 schools, 17 hospitals were damaged, power and water supply was broken. Aviation of Emergency Control
Ministry delivered field-kitchens, stoves, blankets, provisions and medicaments to the Republic. By the instruction of the
President of the Russian Federation V.V. Putin, the leader of Emergency Control Ministry of Russia S.K. Shoigu headed
the coordination of recovery work in Altai. According to experts estimations the material damage from the disaster was
estimated to about 2 billion rubles.
September 5, 2003 – in according with the instruction of the government of the Russian Federation No. 1300-r "On
reorganization of the Academy of State fire fighting service of Emergency Control Ministry of Russia", Ivanovsk Institute of
State fire fighting service of Emergency Control Ministry of Russia was created on the base of Ivanovsk branch of
Academy of State fire fighting service of Emergency Control Ministry of Russia.
October 2003- liquidation of consequences of an accident in a mine in Novoshakhtinsk town in Rostov region. On the
23rd of October a flush of ground water in mine “Zapadnaya – Kapital’naya” of OJSC “Rostov-Ugol” occurred. Power
supply and communication were failed in the mine. At the moment when the accident occurred there were 71 people in
the mine – 25 persons were rescued at once, 46 persons of working shift were on the depth of 800 meters. On the 25 th of
October 33 miners and 1 mine-rescue man were lifted and placed in a hospital. On the 29 th of October 11 miners and 1
died person were found.
November 2003 - fire suppression in a five-story house of hostel of People’ Friendship University of Russia. Total area of
the fire was more than 1 thousand square meters. More than 200 firemen and rescuers supported by 40 units of
equipment took part in the fire extinguishing. More than 130 people were evacuated by workers of Emergency Control
Ministry of Russia. 37 persons died, 182 persons got burns and hurts of different severity.
December 2003- liquidation of consequences of an earthquake in Bam town of Iranian province Kerman. On the 26th of
December a strong earthquake almost completely destroyed Iranian town Bam. On the 27 th of December rescuers and
dog specialists of Emergency Control Ministry of Russia and also doctors from VCMK “Zaschita” flied out by two aircrafts
IL-76 of Emergency Control Ministry to the area of earthquake. Total from the 27 th to 30th of December the doctors from
"Centrospas" party and VCMK "Zaschita" rendered aid to 424 inhabitants, including 22 children, 108 persons were
operated. On the 31st the aircraft IL-76 flied out from “Ramenskoye” airport that delivered warm clothes, blankets, tents,
stoves, water purification plants and power electric generators to Kerman.
December 30, 2003 – Resolution No. 794 of the Government of the Russian Federation «On a single state system of
prevention and liquidation of emergencies» was adopted.
In 2003 838 emergencies took place in Russia, as a result of which 1 thousand 161 people died, and 15 thousand
631 people suffered. Total quantity of emergencies in 2003 году (838) decreased in comparison with the year
2002 (1 thousand 139) on 26%, at this man-caused emergencies increased on 36%. As result of man-caused
accidents and catastrophes 4 thousand 948 people suffered, 891 people died. Quantity of natural cataclysms in
2003 increased on 3%. As a result of natural emergencies 8 thousand 971 people suffered, 18 persons died. It
was registered 15 biology-social emergencies last year (in 2002 -34). 796 people suffered.
2004
February 6, 2004- liquidation of consequences of explosion in Moscow metro. On the 6th of February at 08.30 in the
second carriage in passage “Avtozavodskaya” — “Paveleckaya” there occurred an explosion. Trais movement to both
directions was stopped. 39 persons died, more than 100 persons suffered. About 1300 people were evacuated by the
forces of Emergency Control Ministry of Russia, including 123 injured persons. Rescuers of search and rescue teams of
Moscow, Centrospas-2, PSO of Moscow region, 15 brigades of UGPS, 2 brigades CEMP, 45 brigades of ambulance
worked on the place of tragedy.
February 14, 2004 - liquidation of consequences of breaking-down of dome of "Transvaal’-park" in Moscow. On the
14th of February the dome under children pool of water park “Transvaal’-park” fell. 326 persons were in the water park, 26
persons died. 59 persons were rescued. 125 persons and 15 units of equipment from Emergency Control Ministry were
involved in search and rescue operations.
March 15, 2004 - liquidation of consequences of explosion of domestic gas in Arkhangelsk town. On the 15th of March an
explosion of domestic gas occurred in house No.120 on Sovetskie Kosmonavty prospect, as a result of which the fifth
porch of the house was completely destroyed. At the moment of the explosion 78 inhabitants were at home, including 13
children. During search and rescue operations 24 persons were rescued. 59 persons died.
March 2004 – operation of rendering of humanitarian aid to Serbian population in Autonomous Territory Kosovo. On the
first stage 7 flights and the motor transport column of Emergency Control Ministry of Russia delivered about 200 tones of
humanitarian cargo to Belgrad, including all the necessary for arrangement of a camp for 1000 places for Serbian
refugees.
April 2004 – rescue operation on Gorkovsky reservoir in Ivanovo region. On the 13 th of April near settlement Obzherikha
(150 kilometers to east from Ivanovo) a breaking of ice-flow with fishermen from the bank occurred. Rescuers of
Emergency Control Ministry evacuated 200 fishermen. Surface-effect boats, 22 boats and barge, and also helicopter
were involved in the rescue operation.
April 2004 – Scientific works performed by organizations within the jurisdiction of Emergency Control Ministry or by
request of the Ministry were honored with 3 gold, 2 silver and 4 bronze awards on the 32 nd international salon of
inventions, new technique and goods that was hold in Geneva from the 30 th of March to the 4th of April of the current year.
April- May 2004 – evacuation of citizens of Russian and CIS countries from Iraq. During the first stage of the operation
on the 15th and 16th of April 487 citizens of Russia and CIS countries, worked in Iraq under Russian contracts were
evacuated from Bagdad to Moscow by four special flights of aviation of Emergency Control Ministry of Russia. The
second stage of evacuation was performed within the period of time May 27-28, during which 187 citizens of Russian and
CIS countries were taken out by two flights of aviation of Emergency Control Ministry of Russia.
May 2004 – completion of the second stage of humanitarian operation on rendering of aid to Serbian population of
Autonomous territory Kosovo. 100 blocked apartment houses, module-store and module-drugstore made on
“Abakanvagonmash” plant in Khakass were dispatched by railway to station Leposavich on the north of Kosovo.
May 2004 – natural fires suppression on the territory of Kurgan region. As a result of large forest fires 11 settlements
occurred to be in the area of emergency. Fire eliminated 385 apartment houses, 9 persons died. About 24 thousand
hectares of forestry burnt out. 876 people, including 526 women and children were evacuated from the area of disaster.
Forces and facilities of many different ministers and organizations were involved in fight with the fire, including 900
people, 2 aircraft-tankers IL-76TD, 3 firefighting helicopters Mi-26 and 2 helicopters Mi-8MTV of Emergency Control
Ministry of Russia. Within the period from the 14th to 20th of May aviation of Emergency Control Ministry of Russia
performed 145 flights for extinguishing of seats of forest fires. 12 thousand tones of water and special firefighting reagents
were discharged on fire. Thanks to operative and competent actions of the forces and facilities involved, 20 settlements
(5798 houses) with population of 18 thousand 327 people, and also two arsenals of Ministry of Defence and oil pipeline
were rescued.
June 2004 – international exercises "Kaliningrad-2004". From the 22nd to 25th of June the international exercises
“Kaliningrad-2004” on subject “Liquidation of emergency caused by fire and oil blowout on oil platform “Vyshka-1” of
deposit С-8 into Baltic sea” were hold on the area of shore and water area of Baltic sea near training ground “Khmelevka”
of the Baltic Fleet. Representatives from Russia and also observers and operational teams of NATO and EAPC member
countries from 22 countries of the world took part in the exercises.
July 11, 2004 – The Regulations on Emergency Control Ministry of Russia was approved by the Decree No. 868 of the
President "Questions of Emergency Control Ministry of the Russian Federation".
August 24, 2004 – search and rescue operation in the place of crush of aircraft Tu-154 in Rostov region and Тu-134 in
Tula region.
In Rostov region due to an act of terrorism passenger aircraft Tu-154 of «Sibir» airlines performed the flight DomodedovoSochi with 38 passengers and 8 aircrew members on board, wrecked. On the height of 12 thousand meters in the area of
settlement Millerovo of Rostov region the aircraft disappeared from screen of radars. During search and rescue
operations aircraft fragments were found near settlement Gluboky in Kamensk-Shakhtinsk district of Rostov region. As a
result of the crush 45 people died. More than 220 people from Emergency Control Ministry of Russia were involved in
search and rescue operations.
In Tula region due to an act of terrorism aircraft TU-134 of «Volga-aviaekspress» airlines, performed the flight
Domodedovo-Volgograd with 35 passengers and 9 aircrew members on board wrecked. As a result of search and rescue
operations aircraft fragments were found near village Buchulaki of Klimovsk district of Tula region. 44 people died. More
than 300 employees of Emergency Control Ministry of Russia worked in the area of the crush.
September 2004 - liquidation of consequences of an act of terrorism in school No.1 of Beslan town (Republic of North
Ossetia-Alania). Within two days teachers, pupils and their parents were hold in the gymnasium of the school, total 1200
people. As a result of an explosion performed by terrorists, the roof of the gymnasium fell. 331 people died, including 172
children. 559 people were injured. Two rescuers of the Central aeromobile rescue brigade «Centorspas» - Dmitry
Kormilin and Valery Zamaraev, and also inspector of GPN of Emergency Control Ministry of North Ossetia, lieutenant of
internal service Aslambek Beroev died at hostages release. Primary reception of suffered people was performed in the
aeromobile hospital of Emergency Control Ministry, that was located near the central district hospital of Beslan. Total 556
people got medical aid. 123 people, including 79 children, were evacuated to hospitals of Moscow by aircrafts of
Emergency Control Ministry and Ministry of Defence of Russia. Valery Zamaraev was honored with a title of «Hero of
Russia» (postmortem) by the Decree of the President of the Russian Federation.
November 2, 2004 – search and rescue operation in the place of flood of vessels «Arosa» and «Vest». In 120 kilometers
to south-east from Nakhodka port the vessel «Arosa» that cruised under the flag of Cambodia from port Vostochny to
Japan with coal, went down. The ship crew – 15 people (all were the citizens of Russia). During the search and rescue
operations 7 crew members were rescued. One person died, 7 persons are considered to be missing persons.
At the same day in 160 kilometers to the south-east form Hakhodka port in open sea of sea of Japan one more vessel
«Vest», cruised under the flag of Mongolia from Nakhodka port to Japan with cargo of wood, went down. The ship crew –
27 people (all were the citizens of Russia). As a result of search and rescue operations 2 persons were rescued, 25
persons are considered to be missing persons.
December 2004 – rendering of humanitarian aid to population of South-East Asia, suffered from tsunami. 170 multi-seat
tents, 2200 blankets, 7000 sets of beddings, 2200 liters of antiseptics and 2 water purification plants were delivered to Sri
Lanka and Thailand by four flights of transport aircrafts IL-76 of Emergency Control Ministry of Russia.
December 21, 2004 – the Government of the Russian Federation adopted Resolution No. 820 «On State fire
supervision».
December 24, 2004 – the Regulation on State inspectorate on vessels of small size of Emergency Control Ministry of the
Russian Federation was approved by Resolution No. 835 of Government of the Russian Federation.
In 2004, 1 thousand 134 emergencies occurred on the territory of the Russian Federation, that is by 35% more
than in the year of 2003 (838). The majority of them were man-caused emergencies - 863 (in 2003 - 518). Quantity
of natural emergencies in 2004 decreased on 19% and was 231 (in 2003 - 286). 28 biology-social emergencies
were registered (in 2003 - 15). There were 12 acts of terrorism occurred (in 2003 – 19). Most of emergencies were
in the Volga and Urals (288), Siberia (201) and North-Western (191) region. As a result of emergencies occurred
in 2004 in Russia, 2 thousand 459 people died, 23 thousand 182 people suffered.
In 2004 for the first time for 10 years a decrease of quantity of fires and people died in them was achieved. It became
possible due to organizational and technical measures conducted. Equipment of fire departments was improved
qualitatively. Topical and prophylactic actions, for example, «Zhilishche-2004», and complex inspections of educational
institutions before school year became to carry out regularly. Special attention became to pay to work with social sources
of fire hazard
2005
January – February 2005 – international humanitarian operation on rendering of aid to the population of South-East Asia
suffered from tsunami. Aeromobile hospital of Emergency Control Ministry of Russia located in Tangalla (Republic of SriLanka) rendered a medical aid to 3500 of suffered people, including 1012 children. 25 surgical operations were
performed, 113 person were treated in the hospital. On the 4th of February the aeromobile hospital was delivered to
Moscow by transport aircraft IL-76 of Emergency Control Ministry of Russia and An-124-100 «Ruslan».
January 18-22, 2005 – the second World conference on decreases of dangerous of disasters in Koba town (Japany).
More than 5 thousand people took part in the conference - national delegations of 168 countries of the world and
representatives of numerous international organizations and scientific communities including the delegation of Emergency
Control Ministry of Russia.
March – April – mine clearing of agricultural lands on the territory of Chechen Republic. Of the 294 Center on conducting
of rescue operations of special risks «Lider» examined more than 7 hectares of the territory near Grozny town and
neutralized 534 explosive objects.
March 2005 – delivery of diesel fuel to Koryak Autonomous Area. As a result of untimely supply of fuel to the settlements
of Penzhisk, Tagilsk and Olyutorsk districts of Koryak Autonomous Area there was a failure in heat supply. Aviation of
Emergency Control Ministry of Russia performed 106 flights and delivered 1235 tones of fuel, as a result of which the
power supply to the settlements was resumed.
March 2005 – issue of the Atlas of nature and man-caused dangerous and risks of emergencies on the territory of the
Russian Federation. Specialists of Emergency Control Ministry of Russia and the Russian Academy of Sciences
performed analyses of possible crisis events and threats actual for Russia in the early century XXI: natural dangerous,
man-caused dangerous, ecological threats, social dangerous, dangerous arising at conducting acts of war or by reason of
them, and also terroristic threats.
April 2005 – international humanitarian operation on rendering of aid to the population of Indonesia, suffered from an
earthquake. Aeromobile hospital of Emergency Control Ministry of Russia was located in Gunungsitoli settlement – the
main town of Nias Island (Republic of Indonesia), the most suffered from the disaster. Upon decision of local authorities
Russian doctors were authorized to render specialized medical aid to patients who needed in urgent evacuation. For the
period of 10 days Russian doctors helped 729 suffered people including 333 children. 30 surgical operations were
performed by doctors of Emergency Control Ministry of Russia during this time. During participation in the search and
rescue operation Russian rescuers examined 40 destroyed buildings.
April 2005 – rendering of humanitarian aid to Republic of Kirghizia. In accordance with the order of the President of the
Russian Federation, Emergency Control Ministry of Russia performed delivery of humanitarian aid to Republic of
Kirghizia. First two aircrafts IL-76TD of Emergency Control Ministry of Russia delivered 270 tents and 6 mobile power
plants to Bishkek.
April 19 – 21, 2005 – X international scientific and practical conference on problems of protection of population and
territories against emergencies on subject: «Topical problems of regulation of nature and man-caused safety in century
21».
May 10, 2005 г. – 10 years from the date the aviation of Emergency Control Ministry of Russia had been formed. Aviation
of Emergency Control Ministry of Russia is one of the most reliable and highly professional formations in the world. From
the moment of its creation the departmental aviation took part in more than 300 rescue and humanitarian actions of
international, federal and regional nature, providing delivery of rescuers, equipment and humanitarian cargo, performed
search and rescue works, evacuated suffered people and refugees, extinguished large forest and peat fires.
September 2005 – humanitarian operation on rendering of aid to USA, suffered from «Katrina» tornado. 10 thousand of
packed meals, multi-seat tents, dressing and blankets by total weight of 61,6 tones were delivered to the airdrome LittleRock in Arkansas by three special flights of aircrafts IL-76TD.
September 2005 – operation on rendering of humanitarian aid to the population of Iraq. A large batch of medical drugs –
6.5 million of packing of paracetamol to the amount of 1.2 million euros was delivered to the north of Iraq, Kurdistan
province, by tree flights of IL-76TD.
October – December 2005 – liquidation of consequences of a destructive earthquake in Pakistan (Musaffarabad town).
Rescuers of Emergency Control Ministry of Russia and aeromobile hospital of «Centrospas» party worked in the area of
natural disaster. Medical men rendered the aid to 2532 suffered people including 920 children. Also there was conducted
an urgent evacuation of 82 persons needed in urgent hospital treatment from mountainous areas. 170 tones of cargo of
humanitarian aid (multi-seat tents, diesel power plants, blankets, provisions, medicaments) were delivered to the area of
disaster by six flights of aviation of Emergency Control Ministry of Russia. Within the framework of aviation operation of
United Nations a heavy transport helicopter Mi-26T of PhGUAP of Emergency Control Ministry of Russia worked in
Musaffarabad. During the work in Pakistan (from November 2 to December 25) the helicopter performed 207 flights to the
area of natural disaster, as a result of which 1,140.5 tones of humanitarian cargo were delivered for population of
Pakistan who suffered from the earthquake.
November 2005 – January 2006 – liquidation of consequences of an accident in chemical plant of Czilin’ petrochemical
company (People's Republic of China), as a result of which an emission of dangerous chemical substances into Sungari,
that is a feeder of Amur, occurred. The length of the polluted area was approximately 200 kilometers.
A necessary reserve of activated carbon for cleaning the water from Amur river was created in Khabarovsk Krai: its total
reserve was more than 5000 tones. A part of activated carbon was delivered to Khabarovsk from Perm by transport
aircrafts of Emergency Control Ministry of Russia.
There was created a water reserve for providing the inhabitants of Khabarovsk with water for 3 days (82 thousand of
cubic meters), 93 underground wells and 85 tank truck for delivery of drinking water were prepared to work in a possible
emergency. Necessary water reserve and activated carbon reserve were created also in Komsomolsk-on-Amur and
Amursk towns.
Additionally 650 places were prepared in therapeutic institutions of Khabarovsk and medicaments to the amount of more
than 1.2 million rubles were purchased.
In the area of Khabarovsk and on the territory of the Jewish Autonomous Region there was arranged the work of
additional points of water sampling from Amur river. Total specialists analyzed almost 2 thousand samples of water, any
exceed of maximum allowable concentration of dangerous chemical substances in them was not found.
In 2005, 2,720 emergencies occurred in the Russian Federation, including 2,464 man-caused emergencies, 198 of
natural, 48 of biology-social nature and 10 large acts of terrorism. As a result of these emergencies 5 thousand 637
people died, and 4 million 945 thousand 523 people suffered (taking into account the energy crisis in May 2005 in
Moscow and in 4 regions, nearest to the capital). Rescuers of Emergency Control Ministry of Russia managed to rescue 7
thousand 392 people in 2005.
In 2005, 226,952 (-2.4%) fires were registered in the Russian Federation, as a result of which 18 thousand 194 persons
died (-3.2%), including 732 children (+2.1%), and 13 thousand 183 persons (-4.4%) got hurt. Direct material damage
caused by fires was 6,774.4 million rubles. In 2005 623 fires occurred every day in Russia, at which 50 persons died and
36 persons got hurt. Fire destroyed 172 constructions, 23 units of automotive engineering and 10 heads. Daily material
damage from fire was 18.6 million rubles. In 2005, subdivisions of the State Fire Fighting Service of Emergency Control
Ministry of Russia rescued 90 thousand 468 persons and material values to the amount of more than 24.8 billion on fires.
2006
February 2006 – liquidation of consequences of breaking down of dome of Basmanny market in Moscow (47
Baumanskaya str., building 1). 66 persons died. As a result of search and rescue operation in what rescuers and firemen
of Emergency Control Ministry of Russia were involved, 33 persons were rescued. 993 persons and 197 units of special
equipment were involved in the liquidation of consequences of the dome breaking down.
March 2006 – rendering of humanitarian aid to the population of Pridnestrovie Moldavian Republic. In accordance with
the order of the Government of the Russian Federation on the 22 of March a transport column of 177 th rescue centre of
Emergency Control Ministry of Russia consisting of 23 trucks with cargo of humanitarian aid for population of
Pridnestrovien Moldavian Republic (200,5 tones) dispatched.
April-May 2006 – liquidation of consequences of destroying earthquake in Koryak Autonomous Area. As a result of the
earthquake (magnitude М=7,8) the settlements: Khailino, Tilichiki and Korph were harmed most of all. With the help of the
forces of Emergency Control Ministry of Russia 1,201 persons, including 601 children and 11 seriously ill persons, were
evacuated from the suffered settlements of Koryak Autonomous Area to Petropavlovsk-Kamchatski. Total 317.2 tones of
humanitarian cargo, including with use of aviation of Emergency Control Ministry of Russia, were delivered for the
population of Koryak Autonomous Area suffered from the disaster.
May 2006 – liquidation of consequences of the crash of aircraft А-320 of «Armavia» airline (Armenia) in the area of the
airport Adler. 106 passengers and 8 aircrew members that were on its board died. During conducting of search works 51
bodies of died persons were found, 24 m³ of fragments of the crashed aircraft were collected. 571 persons and 31 units of
equipment, including 27 vessels were involved in search works.
July 2006 – liquidation of consequences of crash of airbus А-310 of «Sibir» airlines in Irkutsk. From 203 persons that
were on board of the aircraft (196 passengers and 8 aircrew members) 79 persons were rescued. 124 persons died. 692
persons and 121 units of equipment were involved in works on liquidation of consequences of the crash.
July 2006 – operation on evacuation of citizens of Russia and CIS countries that occurred to be in the area of military
conflict in Lebanon. On the first stage from the 19 th to 22nd of July, 11 special flights of Emergency Control Ministry of
Russia delivered more than 1,400 people, citizens of Russia, CIS countries and Baltic countries to Moscow.
On the 25th of July two aircrafts of Emergency Control Ministry delivered 216 persons from Latakia to Moscow. 120
persons more were evacuated from Cyprus.
Total 1,701 persons, including 555 children were delivered to Moscow during two stages of evacuations by the aircrafts of
Emergency Control Ministry of Russia.
August 2006 - liquidation of consequences of the crash of passenger aircraft Tu-154 of “Pulkovo Airlines” in the area of
village Suchaya Balka (45 kilometers to north-west from Donetsk, Ukraine). 160 passengers (including 45 children) and
10 aircrew members died. 485 persons and 75 units of equipment were involved in works on liquidation of consequences
the crash.
September 2006 – liquidation of the fire in mine «Central’naya» of Vershino-Dragunsky mine in Chita region. 39 persons
were rescued, 25 persons died. 384 persons and 44 units of equipment were involved in search and rescue operations.
October 2006 - liquidation of consequences of breakdown of outside wall of one from porches of apartment house No. 11
on Zheleznodorozhnaja str. in Vyborg town, Leningrad region. 7 persons died, 18 persons were rescued. 326 persons
and 52 units of equipment were involved in liquidation of the breakdown.
October – December 2006 – extinguishing of large forest fires on Sumatra and Kalimantan islands (Indonesia) with the
help of three multipurpose amphibian aircrafts Be-200ChS of Emergency Control Ministry of Russia. At the moment of
arrival of the aircrafts in Indonesia 27 million of hectares of forest were on fire, smoke from the forest fire covered the area
of more than 550 thousand of square kilometers. Smoke pollution from forest fire had a rate of national calamity and
affected the ecological situation in the neighboring countries. During the work in Indonesia from the 30 th of October to the
11th of December the Be-200ChS performed total 94 flights for extinguishing of fires, during which 663 discharges of
water were done. 4,885 tones of water were discharged on the seats of fires, and the total flight hours of air grouping of
Emergency Control Ministry of Russia in the sky of Indonesia was 303 hours 29 minutes.
In 2006, in the Russian Federation 2,847 emergencies occurred, including 2,541 of man-cased nature, 261 of natural, 44
of biology and social nature and also 1 large act of terrorism. As a result of the emergencies occurred 6,043 people died
and 8,150 people suffered. Material damage caused by the emergencies was 2,347.5 million rubles. Due to the efforts of
rescuers of Emergency Control Ministry of Russia, lives of 6,668 people were saved.
In 2006, in the Russian Federation 218 thousand 570 fires were registered (-4.0%), as a result of which 17 thousand 65
persons died (-6.8%), including 698 children (-4.9%). In fires 13 thousand 379 persons (+1.3 %) got hurt. Direct material
damage caused by fires was 7.9 billion rubles (+16.4%). Subdivisions of State fire fighting service of Emergency Control
Ministry of Russia rescued in fires 96 thousand 851 persons and material values to the amount of about 30 billion rubles
2007
March 2007 – rendering of humanitarian aid to the population of the Kyrgyz Republic suffered in 2006 from an
earthquake. 64 multi-seat tents, 2 thousand blankets and 64 heating stoves were delivered by transport aircraft IL-76TD
of Emergency Control Ministry of Russia to the airport of Bishkek. Total weight of humanitarian aid was 25.5 tones to the
amount of 9 million rubles.
March 19-23, 2007 – liquidation of consequences of methane explosion in mine «Ul’yanovskaya» in Kemerovo region.
During currying-out of search and rescue works 93 persons were evacuated, 110 bodies of died persons were found and
bring up to the surface. 262 persons and 38 units of equipment were engaged in works in the mine «Ul’yanovskaya».
March 19-25, 2007 – rescue operations on water bodies in Primorski Krai, Leningrad and Ivanovo regions. Employees of
regional subdivisions of GIMS and PSS of Emergency Control Ministry of Russia with the help of special floating devices
and helicopters MI-8 took from ice-floes 551 fishermen total.
May 24, 2007 – liquidation of consequences of methane explosion in mine «Ubileinaya» in Novokusneck (Kemerovo
region). At the moment of the explosion there were 217 persons in the mine – 194 miners and 23 specialists of
engineering and technical supervision. During currying-out of search and rescue works 170 persons were evacuated,
including 7 injured persons. 38 persons died. 333 persons and 59 units of equipment were engaged in salvage and
rescue operations.
June 25-27, 2007 – liquidation of consequences of methane explosion in mine «Komsomol’skay» in the Komi Republic
(Vorkuta town). At the moment of the explosion there were 277 miners in the mine, 263 were took up to the surface. 10
persons died, 4 persons were rescued. 145 persons and 8 units of equipment were engaged in salvage and rescue
works.
June-July 2007 – evacuation of citizens of Russia and CIS from the Gaza Strip (Palestine National Autonomy). On the
first stage 80 persons were delivered by aircraft IL-62M of Emergency Control Ministry of Russia to Moscow airport
«Domodedovo» including 7 citizens of the Republic of Belarus. On the second stage 22 persons were evacuated from
Amman (Jordan) to Moscow, including 15 citizens of Russia, 4 citizens of Belarus and 3 citizens of Kazakhstan.
July 21-24, 2007 –in accordance with the «Agreement between the government of the Russian Federation and the
government of Republic of Bulgaria about cooperation in the field of prevention of industrial accidents, disasters, natural
disasters and liquidation of their consequences», water bomber-tanker IL-76TD of Emergency Control Ministry of Russia
rendered aid to Bulgaria in extinguishing of large forest fires occurred near Plovdiv town and Staraja Zagora town. The
water bomber of Emergency Control Ministry of Russia made totally 19 flights, 756 tones of water were discharged. Total
quantity of flying hours of IL-76TD was 17 hours and 41 minutes.
July 24-28, 2007 – rendering of aid to Republic of Serbia in extinguishing of forest fires. In accordance with the order of
the President of the Russian Federation, water bomber-tanker IL-76TD of Emergency Control Ministry of Russia took part
in extinguishing of large fire seats occurred in the district of Serbian town Nish. IL-76TD made 19 flights for the fire
extinguishing, during which 798 tones of water were discharged. Total quantity of flying hours was 12 hours and 20
minutes.
July 29 – August 6, 2007 – rendering of aid to Montenegro in extinguishing of large seats of forest fires. Aircraft-tanker
IL-76TD of Emergency Control Ministry of Russia equipped with a special drain device by the capacity of 42 tones, made
21 flights and released 882 tones of water on seats of fire. Leadership of Republic of Montenegro highly appreciated the
work of the crew of Emergency Control Ministry of Russia.
September 3-5, 2007 – rendering of humanitarian aid to the population of the Democratic People’s Republic of Korea,
suffered from a catastrophic flood. Two transport aircrafts IL-76TD of Emergency Control Ministry of Russia delivered to
Pyongyang 53.5 tones of humanitarian aid – multi-seat tents and provisions (infant food, rice grits, sugar, tinned meat and
milk). Total value of Russian humanitarian aid was 4 million 192.5 thousand rubles.
August 18 – September 22, 2007 – extinguishing of large seats of forest fires in Republic of Montenegro. The water
bomber-tanker Ka-32A of Emergency Control Ministry of Russia, equipped with a special drain device by the capacity of 5
tones, performed 34 flights, during which 297 releases of water were done. Total almost 800 tones of water were
discharged onto the seats of fires. Total quantity of flying hours in the sky of Montenegro was 67 hours and 14 minutes.
Professional work of pilots of Emergency Control Ministry of Russia got high estimate of the leadership of Montenegro.
September 11 – 27, 2007 – search are rescue operation on the river Yurunkash in China. During the search of six
Russian rafters lost during the rafting, the rescuers of «Centrospas» party examined from the air the territory by the area
of 25 thousand kilometers and the area of Yurunkash river by the length of 210 kilometers from its origin. At conducting of
the operation the rescuers of Emergency Control Ministry had to work in severe conditions of high-mountain, at the levels
from 3000 up to 5000 meter above sea level. Two sportsmen from the group were found alive.
July 29 – October 4 – rendering of aid to Portugal in extinguishing of forest fires. Air grouping of Emergency Control
Ministry of Russia consisting of two amphibian aircrafts Be-200 performed 47 flights for fire extinguishing, during which
270 discharges of water were done. Amphibian aircrafts Be-200 discharged 1907 tones of water on the acting seats of
fire. Total quantity of flying hours in the sky of Portugal was 109 hours 16 minutes.
July 27 – October 29 – participation in the international operation on extinguishing seats of forest fires on the territory of
Greece. Air grouping of Emergency Control Ministry of Russia consisting of amphibian aircraft Be-200, two helicopters Mi26 and two helicopters Mi-8 performed 334 flights for extinguishing of forest fires, during which 23 thousand 668 tones of
water were discharged on the seats of fire. Total quantity of flying hours in the sky of Greece was 768 hours 21 minutes.
