Position: Firefighter (Volunteer or Non-Exempt Position)
Reports to: PSFD Shift Officer
Essential Functions and Typical Tasks:
1. Performs fire suppression and rescue activities under the guidance of a supervisor;
2. Performs daily apparatus, equipment and/or station maintenance as directed;
3. Assists with fueling vehicles;
4. Performs other related duties as required.
The Firefighter’s work is performed under the direction of a senior officer, with entrusted
authority to supervise all aforementioned programs. The Firefighter’s work is reviewed
through results achieved and through conferences, meetings and discussions with the
Shift Officer and/or the Assistant Fire Chief.
Tools and Equipment Used:
Personal computer, software, and office equipment; Fire apparatus and equipment;
Self contained breathing apparatus and other personal protective gear; Rescue
equipment; Automatic external defibrillator; Medical supplies; multi-gas meter;
Communications equipment; Fire hydrants and testing equipment; Vehicle power
wench; Emergency generator; Hydraulic jacks; Mechanical tools; Air compressor;
Air cascade system and fill station; and Lawn equipment; and other related equipment.
Qualifications and Requirements:
1. Volunteer - 18 years old, and paid employee - 21 years old at time of application;
2. High school diploma, GED equivalent, or higher accreditation;
3. Successful completion of a criminal history background check;
4. Valid SC Class D driver’s license;
5. For the volunteer position, no formal fire training is required. A volunteer wishing to
drive must meet the DRIVER QUALIFICATION as listed in the PSFD Standard
Operating Guidelines.
6. The knowledge and skills for the full-time, non-exempt Firefighter position
include the following:
Basic Firefighter:
a. Skill in operating previously listed equipment; and
b. Ability to establish and maintain effective working relationships with other
employees, supervisors, and the general public; and

c. Possess a current American Heart Association CPR/AED and First Aid
certification.
d. Certification as Fire Fighter II as provided by the SC Fire Academy or equivalent.
Firefighter/EMT:
a. Shall meet all aforementioned Basic Firefighter requirements; and
b. Shall possess a current National Registry EMT B certification.
Firefighter/Engineer:
a. Shall meet all aforementioned Basic Firefighter requirements; and
b. Shall provide Certificates showing successful completion of: Emergency Vehicle
Driver Training, Pump Operations I, Pump Operations II, and Basic Aerial Operation
as provided by the SC Fire Academy or equivalent; and
b. current CDL, class A or B with tanker endorsement.
Firefighter/EMT/Engineer:
a. Shall meet all above listed requirements.
The aforementioned knowledge and skills, unless specifically waived by the
Department Chief or Assistant Chief, are required for advancement.
Physical Requirements and Work Environment:

operating motor vehicles and/or equipment, and observing general surroundings and
activities. Specific vision abilities include close vision, distance vision, color vision,

and/or crawl. The employee will work indoors and outdoors, often performed in

Intervention Team, Arson Detection for First Responders, and Introduction to Fire
Inspection Principles and Practices as presented by the South Carolina Fire
Academy or equivalent.

captain;
3. Providing required leadership and assistance during monthly apparatus maintenance
and equipment inventory sessions;
5. Performs other related duties as required.
The Lieutenant’s work is performed under the direction of a Captain of Suppression
Services, with entrusted authority to supervise all aforementioned programs. The
Lieutenant’s work is reviewed through results achieved and through conferences,

Position: Captain (Volunteer or Non-Exempt Position)
Reports to: PSFD Assistant Chief
Essential Functions and Typical Tasks:
Manages, either directly or through fellow officers, some or all of the following fire
department functions including but not limited to:
1. Serves as Officer-in-Charge during the absence of a chief officer;
2. Manage and maintain the fire department’s Hydrant Maintenance Program consisting
of:
A. maintaining the appearance of all fire hydrants in the Poplar Springs Fire
Service Area- landscape around and paint all hydrants,
B. performing hydrant preventive maintenance- grease and oil hydrants as
required, check caps and chains,
C. completing hydrant flow tests as required, and
D. maintaining computer records and file all monthly water usage reports;
3. Maintain (current within one week) the fire department’s Records Program consisting
of the following: personnel records, emergency run reports, hose history reports, and all
MSDS books at all stations;
4. Assist with the Customer Service Program by assisting with and/or teaching fire
prevention, CPR/AED, First Aid and/or Medical First Responder classes as required
and/or requested by community groups, churches, businesses and day care centers
within our fire service area;
5. Assist with the Building Inspection Program consisting of annual fire and life safety
inspections, pre-fire plan reviews, and portfolio updates for all businesses and public
buildings in our fire service area;
6. Manage and maintain the department’s Infectious Disease Control Program;
7. Providing assistance with all in-house training classes;
8. Providing required leadership and assistance during monthly apparatus maintenance
and equipment inventory sessions;
9. Performs other related duties as required.

Position: Assistant Fire Chief (Exempt Position)
Reports to: PSFD Fire Chief
Essential Functions and Typical Tasks:
Manages, either directly or through fellow officers, the following fire department
functions including but not limited to:
1. Serves as Officer-in-Charge during the absence of the Fire Chief, as assigned;
2. Performs a variety of technical, administrative, and supervisory work in assisting with
the planning, organizing, directing, and implementation of fire prevention and
suppression programs designed to prevent or minimize the loss of life and property by
fire conditions;
3. Supervises subordinate officers, firefighters and volunteers in their assigned duties
including the fire department’s Part-time Program by developing and supervising the
work schedules and job assignments;
4. The development and supervision of the fire department’s apparatus and equipment
maintenance program including the monthly apparatus and equipment inventories,
inspections and repairs as well as annual pump and host tests;
5. The development and supervision of the fire department’s facilities maintenance
program and shall purchase, within budgetary limits, all parts and supplies as needed
by the program;
6. The development and supervision of the fire department’s in-house training program
including semi-annual schedules for the weekly daytime and evening training sessions
and the timely completion of required monthly reports and computer records;
7. The development and supervision of the fire department’s Customer Service
Programs, including fire extinguisher classes, CPR/AED and First Aid classes and a
program to maintain an effective training staff;
8. Providing required assistance to the fire department’s Fire and Life Safety Inspection
and Pre-Fire Plans Programs;
9. The development and supervision of the following financial accounts:
vehicle/equipment fuel, vehicle/equipment maintenance, communication- maintenance
& supplies, and building maintenance/supplies. Proposed budget recommendations for
these accounts shall be submitted to the department’s Fire Chief for preliminary review
and inclusion in the department’s annual operating budget;
10. Performs other related duties as required.

Position: Fire Chief (Exempt Position)
Reports to: PSFSA Board of Directors
Essential Functions and Typical Tasks:
Manages, either directly or through fellow officers, all functions of the Fire Department
including but not limited to the following:
1. Serves as liaison between the Board of Directors and Spartanburg County
Administration;
2. Attends the Poplar Springs Fire Service Area’s Board of Directors’ meetings as
required;
3. Hires and dismisses (after review by the Board Chairman) all fire department
employees and recruits volunteers, conducts employee performance evaluations,
approves all personnel actions, time sheets, leave time, overtime, and maintains
employee medical records;
4. Prepares and monitors the annual budget and processes all invoices for
payment;
5. Coordinates the goals and operating objectives of the Fire Department;
6. Supervises the department’s daily operations, and all employees and volunteers;
7. Coordinates and/or presents fire preventions programs in schools and community
groups;
8. Supervises and coordinates all life safety inspections and prefire plans reviews;
9. Serves as the Certified Resident State Fire Marshal while enforcing local fire
related ordinances, the International Building Codes, and the International Fire
Codes;
10. Serves as Incident Commander at emergencies; other functions may include
operating fire equipment, performing fire suppression activities, and performing rescue
procedures serving as a medical first responder;
11. Responsible for determining fire cause and origin and conducts arson
investigations;
12. Attends training to keep abreast of current trends, OSHA requirements, and NFPA
standards;
13. Coordinates and assists with the department’s in-house training;
14. Prepares and enforces policies, operating procedures, rules and regulations;
15. Purchases and maintains inventory of all supplies, uniforms, and equipment;

4. Shall demonstrate candidate’s competence in public speaking.

activities. Specific vision abilities include close vision, distance vision, color vision,
peripheral vision, depth perception, and the ability to adjust focus;
4. While at emergency scenes, the employee may be required to stoop, kneel, crouch
and/or crawl. The employee will work indoors and outdoors, often performed in
emergency and stressful situations, near extreme heat or cold temperatures, near
moving mechanical parts, or in high, precarious places. The employee may be exposed
to wet or humid conditions, fumes, airborne particles, toxic or caustic chemicals, and
vibration. There may be a risk of electrical shock or exposure to infectious diseases
and blood-borne pathogens. The noise levels will vary from moderate in office settings
to very loud in the field.
