Job Scope
Serves as Recycling Technician as incumbent removes solid waste from the facilities for recycling efforts
Performs a variety of duties and responsibilities related to the County’s solid waste equipment serving as
mechanical and maintenance roles to ensure proper operations of equipment and facilities. Incumbent
performs a wide variety of work that typically involves a moderate level of complexity. Incumbent typically
works under general directions and well-known procedures, while regularly determining procedure for the
assigned work unit operations. Work requires the exercise of normal self direction as incumbent carries
out instructions in oral, written or diagram format. Incumbent works independently under periodic
supervision by regular supervisor. Impact of this position may be significant in the ability to operate
equipment necessary for solid waste and recycled materials at county transfer stations. Mistakes can
typically be mitigated by back-up equipment, rescheduling of staff to cover for equipment delays, or other
means. Primary communication takes place with members of the public who use the solid waste site
facilities, vendors and buyers associating with the department, and regular communication between
coworkers and supervisors. Work is typically performed in a garage or outdoor setting with regular
exposure to inclement weather conditions and safety concerns. Work generally involves low stress due to
the work performed, but may have intermittent periods of high stress brought on by equipment failures.
Typically requires travel that takes place primarily to county facilities.
Essential Functions
The essential functions include, but are not limited to, the following duties and responsibilities that are not
listed in any particular order of priority and may be amended or added to by the County at any time:
1. Ensures proper safety and cleanliness of equipment and the work area
2. Maintains and repairs equipment and vehicles to keep them in useable condition. Diagnoses
mechanical, electrical, associated with company vehicles. Primarily internal combustion powered
vehicles and equipment as used in solid waste operations. Estimates repairs, labor, and parts
required to perform such activities.
3. Trouble shoots engines, and related mechanical component systems; removes, repairs, or rebuilds
component parts such as starters, alternators, generators, and carburetors. Troubleshoots and
repairs electrical, electronic, heating, cooling, emission and hydraulic systems.
4. Performs preventive maintenance on vehicles and equipment using a variety of pressure gauges,
micrometers, calipers, etc. Operates auxiliary equipment such as welder, cutting torch, air
compressor, etc.
5. Rebuilds, repairs or services small gasoline engines, power saws, power mowers, or other motorized
equipment; cleans and maintains equipment and shop area.
6. Performs general repairs and maintenance on assigned County vehicles, including snow plows, deicing equipment, and other equipment associated with the Solid Waste function. Schedules regular
outside maintenance and repair for vehicles as needed or for projects that exceed incumbent’s
knowledge and skill level.
7. Performs regular maintenance on shop equipment and facilities as needed or directed. Assists with
constructing new buildings (i.e. attendant and hazmat shacks) for the department. Performs minor
repairs and schedules outside assistance as needed.
8. Incumbent will be required to become Hazmat certified in order to fill in or respond to a hazardous
spill.
9. Performs general welding, metal cutting and metal fabrication duties as needed in performing shop,
vehicle or equipment maintenance as well as other efforts in the recycling program. Designs and
builds necessary equipment for use within the recycling unit.
10. Oversees the recycling functions at the County solid waste facilities in order to reduce the amount of
solid waste contained within the waste stream. Schedules recycling trailers for materials removal and
assists in the daily inspection at site locations for garbage or mixed recyclables. Removes
inappropriate, non-recyclable materials and oversees remaining steps in the recycling process.
11. Maintains regular contact with others related to the purchasing and delivery of recyclable materials.
Delivers recyclable materials to buyers throughout the County. Schedules contractors for
miscellaneous materials pickup including tires, metal, waste wood, and other materials.
12. Maintains accurate record of recyclables, pickups and deliveries, weight and volume, and income
received on a weekly, monthly basis.
Secondary Functions
1. Performs snowplowing and snow shoveling functions as needed for the site facilities, or other
assigned areas of the road or County facilities as needed or assigned.
2. Identifies improvements to recycling function to enhance efficiency and effectiveness in the County’s
recycling efforts. Provides such recommendations to supervisors for approval or consideration.
3. Maintains unattended sites by ensuring safe dumping environments for patrons and ensuring that
recyclables are separated for processing. Makes arrangements to collect and properly dispose of
items that are unacceptable or too large for unattended sites.
4. Performs all other duties as assigned.
Job Specifications
1. Sufficient combination of knowledge, skills and abilities so as to competently perform the essential
functions of the job. High school diploma or equivalent with job related post-high school education or
training in the area of mechanics required.
2. Two years experience in general areas that are mechanical or maintenance related required. Specific
experience in recycling programs preferred.
3. Must possess a valid driver’s license (CDL) valid in the State of Idaho.
4. Knowledge of and ability to use a variety of machinery and equipment including, but not limited to,
light trucks, sanders, snow plows, de-icing machinery, and related.
5. Knowledge of and skill in welding techniques and metal fabrication.
6. Ability to perform general maintenance duties and responsibilities for County vehicles, equipment or
facilities. Working knowledge of trailers and 4 x 4 vehicles.
7. Knowledge of basic math skills sufficient to record monetary and other budget-related transactions.
Ability to solve practical problems using a variety of instructions and direction.
8. Ability to read and interpret general documents including safety rules, maintenance instructions, and
information related to the position.
9. Ability to complete a variety of written reports as related to the recycling and maintenance processes.
10. Knowledge of and ability to use a variety of machinery and equipment including, but not limited to,
light trucks, sanders, snow plows, de-icing machinery, and related.
11. Ability to communicate effectively, both orally and in writing. Most communication is made in face-toface settings with some written communication required for report writing and other paperwork. Ability
to interact with the public in a professional manner.
12. Ability to develop and maintain harmonious working relationships with others, both inside and outside
the organization
Working Conditions
Ability to perform those physical activities necessary to complete the essential functions of the job, either
with or without reasonable accommodation. Requires regular exposure to inclement conditions and
temperature as incumbent performs job in an outdoor setting for much of the time. Other time is spent in
a shop setting, thereby exposing employee to related mechanical hazards. Work involves regular
exposure to vibration, oils and other fluids, extreme heat and cold, and other hazards including exposure
to mechanical parts, electrical current, etc. Requires regular communication with others (hearing and
talking, both in person and over the telephone); regular pulling and lifting in under twenty pounds, but
occasionally requires lifting of 75 pounds; frequent fingering, grasping, walking, and repetitive motions.
Frequent climbing, reaching, feeling, standing, and all other physical actions needed to perform the
essential functions of the job. Requires good general vision. Regular exposure to fumes.
