(APLDA)
RIGHT TO INFORMATION ACT 2005
The State Government, with financial assistance from Govt. of India has
launched a massive programme of Restructuring of Breeding Operations in cattle
in the State under the project National Project for Cattle and Buffalo Breeding
(NPCBB). To implement this programme, A.P Livestock Development Agency
(APLDA) has been established and started functioning from April 2000.
Andhra Pradesh Livestock Development Agency (APLDA) at state level, with 13
Area Livestock Development Associations (ALDAs) at district level, is functioning
to carry out the Cattle and Buffalo Breeding Operations in the state. ALDAs have
promotional and developmental role, arranging services for cattle & buffalo
development.
The Executive Committee (EC) of APLDA is delegated with all powers for
running the organization. The EC is headed by the Chairman, presently the
Special Chief Secretary to Govt., AH, DD & F Dept., AP, Hyderabad is
discharging the functions as Chairman. The Executive Committee consists of 20
members.
Objectives of APLDA:



The main objective is to expand Artificial Insemination to cover total
breedable bovine population at farmer’s doorstep aiming to productivity
optimization through improved breeding and through a system of recycling
of revenue, making itself sustainable.
To channelise all the inputs needed to provide Artificial Insemination
facility.
To regulate and ensure quality control of inputs and services rendered by
the field workers.
Functions of APLDA:

Production and procurement of quality inputs like Frozen Semen,
Liquid Nitrogen and AI equipment, and their proper supply on cost
effective basis for crossbreeding and up-gradation of cattle and
buffaloes.





Strengthening and expansion of field AI network and maintenance of
quality AI services through effective monitoring, supervision and
quality control.
Maintenance and Development of Indigenous Germplasm (Ongole) in
the breeding tracts of the state.
Generation of Self-employment for educated unemployed rural youth
as private Artificial Insemination practitioners (Gopalamitras).
Educating the farmers on breeding activities and reproductive
management.
Collection of data, analysis, generation of reports, periodical review
and study the impact of the project.

Livestock Insurance Programme:
Centrally Sponsored Livestock Insurance Scheme on pilot basis is implemented
in eight districts, E. Godavari, W. Godavari, Krishna, Guntur, Prakasam, Chittoor,
Karimnagar and Nalgonda districts of Andhra Pradesh. The salient features of
the scheme include,

Insurance of the crossbred and high yielding cattle and buffaloes yielding
more than 1500 liters of milk per lactation at their present market value
against death due to disease and accident.

50% subsidy on the cost of premium with entire cost of subsidy will be
borne by the Government.

One time insurance subsidy for an animal up to a maximum period of
three years and two animals per beneficiary.

Provision for payment of honorarium to the Veterinary Practitioners
authorized by the AH Department at the rate of Rs. 50/- per insured
animal at the time of insurance and at the rate of Rs. 100/- per claim for
their services under the scheme.

Involvement of Panchayati Raj institution for awareness creation and
promotion of the scheme.

15% on farmer’s contribution to be paid as commission to Insurance
Agents by the Insurance Companies.

Maintenance of ear tag is the responsibility of the beneficiary. If the tag is
lost due to any reasons, it is the responsibility of the farmer to get the
animal retagged and intimated to the insurance company after duly
certified by the concerned Veterinarian.
Doorstep AI Programme through Gopalamitras:
The educated unemployed rural youth are selected from the local area and
are trained in doorstep AI. The villages, which are not covered under the
jurisdiction (3 Kms radius) of Departmental Vety. Institution and which are
potentially sound with 1500 to 2000 number of breedable population falling
under 4-5 contiguous villages with an access to transportation of breeding
inputs (FS & LN) are selected for establishment of Gopalamitra centers.
Selection:
Following criteria is followed in selection of the candidates. He/She
should belong to the local area.



He/She should have passed 10th class
He/She should be above 18 years of age.
The selected candidates should be willing to invest for a vehicle
or get loan for mobility.
Basic Training:
The selected candidates are given training in handling of doorstep AI and
first aid for a period of 4 months.
Each Gopalamitra will be given the Equipment required for doorstep AI in
field. In addition to the AI, the Gopalamitras will be given training in handling
the first aid cases, Vaccinations and fodder development activities. Which will
give an additional income to the Gopalamitra whenever he attends the
services at the doorstep of farmers.
All the Gopalamitras will work under the respective Area Livestock
Development Associations (ALDAs) formed all over the state. The selection
and earmarking the area for their work will be done by the Committee
formed by the respective ALDA. Each Gopalamitra will be given license to
work in his jurisdiction and he will work under the guidance of ALDA.
