Project Objectives: The overall goal of the project is to have in place measures to mitigate the
impact of natural disasters in the Central Provinces of Viet Nam in accordance with the Natural
Disaster Mitigation Partnership objectives. The specific purpose of the project is to realise
implementation of appropriate and effective management and infrastructure solutions for disaster
mitigation and strengthen community-based disaster management in Quang Ngai Province.
Project Outputs:
Component 1—Project management - to ensure effective and efficient achievement of project
outputs.
Component 2—River basin management planning – to implement plans that will mitigate the
impacts of natural disasters on vulnerable communities in the Tra Khuc and Tra Bong river
basins.

Output 2.1—Report on a hydrological review of the Water Allocation Management Plan for
the Tra Khuc River Basin.

Output 2.2—Floodplain management plans for the Tra Khuc and Tra Bong River basins.

Output 2.3—Fisheries infrastructure management plans for the Tra Khuc and Tra Bong
River basins.

Output 2.4—Adoption by the Province and GoV of the river basin management plans.
Component 3—Community-based natural disaster management - to strengthen disaster
preparedness and community-based disaster management in vulnerable communities in the Tra
Khuc and Tra Bong river basins. Involves:

Output 3.1 improving capacity of community organisations to provide leadership and
training in disaster management

Output 3.2 improved disaster preparedness of vulnerable communities in the Tra Khuc and
Tra Bong river basins

Output 3.3 improved capacity of Quang Ngai schools and kindergartens to promote the
safety of children and their families

Output 3.4 improved safety and reduction of risk in fishing communities

Output 3.5 community needs and priorities incorporated into management planning of river
basins
Component 4—Demonstration disaster mitigation infrastructure - to demonstrate the integration
of river basin planning with community participation in natural disaster management through
appropriate infrastructure construction.

Output 4.1 riverbank protection works (My Phuoc, Tinh Ha, Tinh Long)

Output 4.2 estuary anti-salinity infrastructure (Binh Chanh, Binh Duong and Binh Toi)

Output 4.3 safe harbour for fishing boats (Tinh Hoa)

Output 4.4 training and instruction in the monitoring, repair and maintenance of
infrastructure
Since its commencement on 31 March 2003 the project has experienced considerable success,
particularly in the latter period as the benefits of the considerably different approaches to Natural
Disaster Mitigation (NDM) have become obvious to the local agencies and communities. These
successes need time to be fully developed and fully consolidated into provincial attitudes and
systems and the Extension of 15 months to May 2007 gives the opportunity for this to occur,
resulting in more-sustainable outcomes.
The main objective of the project extension is to build and consolidate capacity in
floodplain and storm risk management through the use of hydraulic models to assist in integrated
flood risk planning (including land-use planning) and through enhanced
capacity in community-based risk management and planning for floodplain and
coastal communities. It is also an objective to advocate this model more widely in
Vietnam.
