WREXHAM COUNTY BOROUGH COUNCIL ASSETS AND ECONOMIC DEVELOPMENT DEPARTMENT JOB DESCRIPTION Job Title: Clearance & Cleansing Operative Grade: L04 Responsible to: Area Cleaning Supervisor Department: Assets and Economic Development HR Department Identification No: ID2062 Hours of Duty: 37 JOB PURPOSE To provide high quality cleaning, handyman and caretaking services to both internal and external customers. In addition, carry out routine and non-routine security procedures for building and grounds, including as key holder, opening, closing and responding to alarm callouts. PRINCIPAL ACCOUNTABILITIES Clearance and deep cleaning of Council domestic properties on behalf of the Housing Department prior to these being let to tenants. Removal of furniture and contents, as well as the removal and disposal of rubbish including high risk items such as hypodermic needles and human excrement. Clearance of gardens and other exterior areas and safe removal and disposal of waste material. Final clean of Council domestic properties on behalf of the Housing Department prior to occupation by new tenants. On behalf of the Housing Department, clearance, deep clean and preparation of Council domestic properties that are utilised as short term accommodation for homeless people. Removal of furniture and contents, as well as the removal and disposal of rubbish including high risk items such as hypodermic needles and human excrement. Delivery and collection of laundry items to laundry contractor. Occasional use of smoke bombs for the elimination of pest infestation. Clearance of gardens, garden sheds and other exterior areas and safe disposal of waste. Internal painting, minor repairs and cleaning of property including toilets, bathrooms, kitchens and living areas. Delivery of replacement furniture and soft furniture including bedding and sofa covers. On behalf of Social Services, clearance and deep clean of Council domestic properties let to vulnerable adults. Removal of contents including furniture, rubbish, waste and high risk items. Deep clean and minor repairs in preparation for reoccupation. Undertake office / school moves involving the lifting and transportation of heavy furniture or equipment. Dismantling and re-assembly of furniture for transport up/down stairs and/or lifts and to facilitate access to office areas. Safe handling and transportation of school equipment science instruments and chemicals. Ensure the safe and secure storage of cleaning equipment, cleaning consumables and tools. Delivery of cleaning equipment from central stores to site as per orders. Prompt delivery of cleaning equipment to suppliers for repair and return to site. Act as key holder for storage areas. Delivery of cleaning materials from central stores to cleaning sites, ensuring correct delivery in accordance with orders placed. Delivery of furniture, equipment, parcels and cleaning stocks to schools and Council sites. Furniture may include heavy and/or bulky items such as desks, chairs, filing cabinets, cupboards and white goods. Cleaning of school kitchen canopy systems and extractor fans using specialist cleaning chemicals and equipment. Repainting surfaces around canopies where required. General maintenance and repair of council buildings and schools. Carry out deep cleans of Council buildings including schools and public buildings such as the bus station, markets and public conveniences. On occasions this may require working at height using static or mobile elevated working platforms. On behalf of the Housing Department empty attic spaces of Council domestic properties after vermin infestation and / or accumulation of contents. Removal and disposal of waste materials. Respond to emergency flood call outs at Council buildings including schools. Deploy humidifiers, remove damaged or at-risk furniture & equipment. Clean and shampoo carpets post-flood. Safe operation of Council vehicles. Ensure vans are kept clean and tidy and in good condition. Carry out basic safety checks and report any maintenance or repair requirements. KNOWLEDGE AND EXPERIENCE Experience of basic maintenance including painting and decorating and general DIY Knowledge or experience of working within relevant Health & Safety legislation Experience of house clearance and / or furniture removal Good communication skills (both written and verbal) Knowledge of and commitment to Equality and Diversity Understanding of the importance of Welsh Language and Culture JOB CONTEXT The postholder will work for the cleaning section of the Assets and Economic Development Department and will report to the Area Cleaning Supervisor. He/she will work as part of a small team delivering internal and external contracts on behalf of the cleaning service which provides services to Assets & Economic Development, Housing, Education, Social Services and other Departments. Services include a range of activities including the “deep” cleaning of public buildings, office furniture & equipment removal, school kitchen canopy cleaning, stock deliveries and general basic maintenance work. A significant element of the work is the clearance and cleaning of the Council’s domestic properties in readiness for new tenants. These properties are sometimes left in a poor state by the previous tenants and the clearance work may require the handling of heavily soiled items and high risk materials.
