KIMEP Textbook Rental Policy
At KIMEP, as at other Western-style institutions of higher education, students are expected to purchase the course
textbooks and other materials they require for study throughout the semester. Beginning Fall Semester 2005,
KIMEP will implement a textbook rental system to assist students who cannot purchase their required course
materials. Students must place a textbook security deposit with KIMEP before registering for courses each semester.
Students then receive the required materials for their courses at the Textbook Distribution Center. The Center
charges a rental fee for all materials provided; the rental fee is collected from the student’s textbook security deposit.
When the student returns all rented materials to the Textbook Distribution Center in good condition at the end of the
semester, the student is entitled to a refund of the security deposit minus the collected rental fee, or may apply the
remaining security deposit to the security deposit for renting the next semester’s materials.
The security deposit and rental fee amounts will be adjusted periodically to reflect changes in the quantity and cost
of textbooks and other rented course materials. In Fall 2005, the security deposit will be 15,000 tenge, and the
textbook rental fee will be calculated by the Textbook Distribution Center at 25% of the replacement value of all
materials rented for the semester.

Student places security deposit at Textbook Distribution Center.
a. If student does not place security deposit with KIMEP, student may not enroll in courses.
Student enrolls in courses.
Student visits Textbook Distribution Center with record of enrolled courses.
Student rents required items for enrolled courses from Textbook Distribuion Center.
a. Rental requires:
i. receipt of paid security deposit
ii. proof of enrollment in courses (Registrar online record)
iii. KIMEP Library ID card
Textbook Distribution Center calculates student’s rental fee and collects rental fee from security deposit.
a. The rental fee for each item is calculated as a percentage of the replacement cost of the item.
i. Replacement cost equals publisher price plus taxes plus shipping and handling plus
import duties.
b. The rental fee is non-refundable after enrollment.
i. There is no refund for dropping a course.
ii. There is no refund for withdrawing from the university.
c. If a required item is not available, the Textbook Distribution Center will not charge a rental fee for
the item.
d. If a student has his own copy of the textbook, the Textbook Distribution Center will not charge a
rental fee for the item.
e. If no required items are available, KIMEP will return the security deposit at the end of the
semester.
i. The Textbook Distribution Center will issue a notice to the student.
ii. The student may take the notice to the Cashier’s Office, and the Cashier’s Office will
return the security deposit; or, the student may apply the unused security deposit towards
next semester’s security deposit.
Student uses rented materials for courses.
Student may purchase rented items, subject to availability of items for future semesters.
a. Purchase price of an item is the replacement cost of the item.
b. Student must notify the Textbook Distribution Center in writing of desire to purchase an item.
i. If the Textbook Distribution Center does not receive written notification from the student
by the last day of classes for the semester, the student must return the item by the last day
of final exams.
c. Upon written notification from the student, the Textbook Distribution Center will collect the
purchase price of the item from the security deposit.
Student returns rented materials on time in good condition to Textbook Distribution Center and receives
receipt of return.
a. Rented materials should be returned within 3 working days right after final exams of the semester.
i. The Textbook Distribution Center will collect a late fee of 300 tenge per day from the
security deposit for any item not returned on time.
ii. The Registrar may place a hold on the student's record for any item more than 10 days
late.
b.
If a returned item is damaged, the Textbook Distribution Center will calculate a monetary value
for the damage on the following basis, and collect the monetary value of the damage from the
security deposit:
i. Mutilated item – replacement cost.
ii. Badly marked or torn pages – proportional to the amount of damage based on
replacement cost.
iii. Minor wear and tear – cost of repair.
c. If an item is not returned, the Textbook Distribution Center will collect the replacement cost of the
item from the security deposit.
9. Student may request refund of unused security deposit at end of the semester; or, student may apply the
unused security deposit towards next semester’s security deposit.
a. Security deposits refunds are available beginning 10 working days after the last day of the
semester.
10. Student may rent an item for an additional semester in order to finish an Incomplete in a course.
a. Student must obtain written permission from the teacher of the course.
b. Student must submit teacher's written permission to the Textbook Distribution Center.
i. If theTextbook Distribution Center does not receive the teacher's written notification
from the student by the last day of finals:
1. the Textbook Distribution Center will collect a late fee of 300 tenge per day
from the security deposit for the item until the written notification is received;
and
2. the Textbook Distribution Center will collect the replacement cost of the item
from the security deposit if the written notification is more than 10 days late.
ii. Student must pay an additional rental fee for the item for the additional semester.
Textbook rental policy and procedures are subject to change in response to changes in overall KIMEP policy,
financial or other constraints.
