The next scheduled meeting is March 11, 2008, 11 a.m. EST, and the call-in number
is (301) 903-9196. Note: To save time at the next membership meeting, everyone is
asked to e-mail their name and their company name or government organization to
Jeannie Boyle at the beginning of the conference call to make the roll call and

Action Items: Send Jeannie Boyle an e-mail to state that you were on this call (to assist
with the preparation of the minutes) and with information about whether you are a
Designated Operating Experience (OPEX) Coordinator or an Associate Member of the
Operating Experience Committee (OEC). Include in that e-mail whether you will or will
not attend the OEC working meeting at Oak Ridge on Monday, March 24. Everyone
should cc your PSO office and management when you send the e-mail to Jeannie.
This was the first conference call since the Charter for the Operating Experience
Committee was approved and announced at the November Integrated Safety
Management Meeting at Brookhaven National Laboratory. The first topic of discussion
was establishing a listing of Designated OPEX Coordinators as well as a listing for
associate members. Jeannie is aware that her lists are incomplete and asked for the
following via e-mail:
1. For DESIGNATED (per Order 210.2) Operating Experience Coordinators, who were
not included on the original e-mail sent to announce the February 12 meeting, please
send your name, site, organization, e-mail address, and phone number. Also indicate that
you are your organization's DESIGNATED OPEX Coordinator (please verify with your
management before sending). Also please copy your PSO OPEX Coordinator on your email. John Ordaz asked specifically that site offices who were National Nuclear Security
Agency (NNSA) also send him an e-mail with the same information:

2. For Associate Members (i.e., NOT designated as the Operating Experience
Coordinator but still involved in operating experience and lessons learned), send your
name, site, organization, e-mail address, and phone number. Also indicate that you are
NOT your organization's designated OPEX Coordinator, but would like to be included as
an Associate Member.
The second item of discussion was the upcoming EFCOG ISM/QA Working Group
Meeting, which is scheduled for March 25-27, 2008, at the Oak Ridge Site. Jeannie is
also the manager of the Occurrence Reporting System and personnel involved with ORPS
will be meeting on March 25. An OEC meeting will be held on Monday, March 24.
This date will require some to travel on Easter Sunday; however, several OPEX
Coordinators are also ORPS coordinators and can attend both sessions with their travel
dollars. From responses received during the call, it appears that approximately 20 people
can attend. In the e-mail containing the information about being the designated or
associate member, personnel are also requested to indicate their availability for attending
this meeting Monday, March 24.
Items to be discussed at the Oak Ridge meeting are:
1. Develop the management structure of the committee.
2. Define the activities the committee should be pursuing.
3. Make plans for the Fall OPEX meeting, to be held in conjunction with the 2008
ISM Workshop.
4. Provide your suggestions.
The 2008 ISM Workshop has been scheduled for August 26-28 in Idaho Falls.
Other topics that were suggested during the call:
1. CRADS for the oversight of the Implementation of O 210.2 (To be obtained from Environmental
Management)
2. Security LL database
3. Business Management LL
4. Software for LL
5. Other possible platforms
6. Completion of the commitments to the DNFSB
This meeting will be a “roll up your sleeves” and figure out what activities the group
needs to pursue. It is not about a lot of presentations as was done at the Brookhaven
meeting in November. Presentations will be prepared and used at Idaho next August.
Jeannie is to provide an agenda for the Oak Ridge meeting to send out. This can be used
by sites to obtain travel funds.
Several new OPEX Coordinators asked for assistance in establishing their programs.
How to provide this assistance also needs to be discussed at the Oak Ridge meeting.
Someone asked how many personnel have access to the DOE lessons learned database.
Jeannie will obtain that information.
Teresa Cochran asked what working group the OEC would fall under in the EFCOG
Group. Operating experience is actually under the umbrella of the ISM Council.
There was discussion of the NNSA Contractor Assurance System, Order 226.1.
Operating Experiences (lessons learned), ISM, Environmental Management, and business
programs are included. There are several requirements for integrating our processes.
Gary Staffo stated ISM is very narrow and needs to be related together and integrated
into management, quality assurance, etc.
Carolyn Polanish, Brookhaven, asked about establishing a special group of federal
employees to discuss the oversight function required by the site offices.
The Quality Assurance Group is looking at the HQ Lessons Learned Database to
determine what improvements might be required for them to use it.
The new OEC will need volunteers. Everyone was encouraged to discuss with their
managers to see how they can support the OEC.
Other items to be considered are:
The status of the implementation of Order 210.2 across the complex.
Identification of Roles and Responsibilities of the New Operating Experience Committee
Development of Metrics for DOE Order 210.2
Discussion on how to flow OPEX down to subcontractors
