REVISION OF THE RESIDENCY CLASSIFICATION
FOR ADMISSION AND TUITION PURPOSES POLICY
Recommendation

2. Introduction: The United States Department of Defense and Michigan Senator
Jason Allen have requested that all Michigan public universities classify the men and women serving in the Armed Forces of the United States who are stationed in Michigan, and their dependents, as Michigan residents for purposes of in-state tuition. Senator Allen is the Chair of the Senior Citizens and Veteran Affairs Committee.
The objective of the military and Senator Allen is to have the men and women serving in the Armed Forces of the United States and their dependents eligible for in-state tuition in both their state of residence and state of military assignment, and for continuity of in-state tuition once eligibility is established. Currently, Michigan is one of only a few states that generally do not meet all of the desired outcomes (See Attachment A).
Oakland University’s current Residency Classification for Admission and Tuition Purposes
Policy (“Policy”) does satisfy two of the three desired outcomes. The Policy provides that
Michigan residents and their dependents are eligible for in-state tuition and that once established, eligibility continues despite an out-of-state military assignment.
Oakland’s current Policy does not provide eligibility for in-state tuition for men and women serving in the Armed Forces of the United States and their dependents who are stationed in Michigan but are not Michigan residents.
The current in-state tuition policies of all other Michigan public universities either satisfy all three of the desired outcomes, or are being considered for amendment to meet all three desired outcomes.

Previous Board Action: The Board of Trustees approved the Residency
Classification for Admission and Tuition Purposes Policy on September 24, 1973 and revisions were approved on June 10, 1987, October 1, 1998 and August 3, 2005.
4. Budget Implications: The financial impact to the University should be minimal.
However, the University could experience some enrollment growth due to the admission of students who would otherwise matriculate to other colleges and universities, thus resulting in an increase in tuition revenue.

7. University Reviews/Approvals: The proposed revisions to the Policy have been reviewed and approved by the Office of the General Counsel.
8. Recommendation:
RESOLVED, that the Board of Trustees approves the attached revised Residency
Classification for Admission and Tuition Purposes Policy to be effective immediately.
