PREMISE USE AND MAINTENANCE REGULATIONS
1. Used terms and abbreviations, their explanations
SOR - Standing Order Regulations
Premise - Any premise at the BAT territory, which is not let to renters and
which is used for teaching process or its assurance
Classroom - A premise used for teaching process
Premises of common - Halls, corridors, stairs, lavatories
use
Personnel room - Teaching staff, management or technical staff work or rest room
Special-function - Copying room, gym, sauna, shower rooms, boiler house,
premises
ventilation chambers, basement, telecommunications centre,
distribution points
Principal list - “Key issue principal list” (P21, Exhibit No. 2)
Additional list - “Key issue additional list” (P21, Exhibit No. 3)
Renter's application - “Key issue renter's application” (F4)
Key registration sheet - “Key registration record” forming form (F65)
Key registration record - Record formed with key registration forms in which key
receipt/return is fixed.
Key issuer - Client Informant or Security Service employee providing for key
issue and receipt in teaching buildings.
User - A person receiving a key, staying in the premises and, having
finished using the premises, returning the key.
Attendant - APK employee providing for locking/unlocking of the premises
put on the Open classroom list.
Technician - TD or ISD employee providing for household or other works in
the premise.
List of open classrooms - Premises in the teaching buildings which are unlocked. List of
open classrooms (S40)
Persons accountable - A structural unit supervising and controlling definite premise
for premises
equipment, its technical condition, and applying for premise
repair, the personnel of which is materially accountable for the
premise furniture and fittings. List of structural units accountable
for premises (S4).
2. General provisions
These Regulations determine the BAT premise use and premise key receiving and
returning procedure, user's rights and obligations as well as premise cleanliness, order and
sanitation procedure.

Responsibility for non-performance of these Regulations as well as behaviour standards at
the BAT territory is stipulated in BAT SOR. In addition to these Regulations, the usage
procedure for particular premises can be also stipulated in particular regulations.
3. Use of premises
3.1. Key receiving procedure
3.1.1. Premise keys shall be issued to the three receiver categories:
a) users,
b) attendants,
c) technicians.
Belonging to either of above categories shall determine the persons' level of
accountability for the premises.
3.1.2. Premise keys shall be issued by the key issuer in accordance with the approved
Principal list, Additional list, Renter's applications, List of open classrooms and, in
particular events, structural unit manager's requests by e-mail.
3.1.3. Issuing the key, the key issuer shall check the user's/attendant's/technician's
produced identity paper (for the personnel - employment certificate) and register the
issued key number, key receiver's surname, issuing date and time in the "Key
registration record".
3.1.4. Receiving the key, the receiver shall sign in the "Key registration record".
3.1.5. The key receiver is not allowed to give the key to any other person not put on the
lists referred to in sub-clause 3.2.1 above.
3.1.6. It is forbidden to have made and use other keys.
3.1.7. The key receiver shall bear full responsibility for the fulfilment of conditions set in
these Regulations and other premise use regulating documents in the premise
which key he/she has received.
3.2. Premise use by the users
3.2.1. Having open any premise, to check whether it is in a usable condition. To have any
noticed damages of the household character or other inconsistencies notified to the
client informant, APS employee or recorded in the Register of Occurrences and
Proposals. To have any dangerous damages of the household character notified
immediately.
3.2.2. To take care of BAT property. To maintain cleanliness and order in all premises:
 not to drive nails, screws, etc. into walls, floors or doors. Not to glue placards
or other information things to the walls, doors or tiles;
 not to place things on window sills and not to put the same out of the
windows;
 not to use window boards and wardrobes for placing high-raised things or
documents;
 to treat carefully soft floorings, preventing from pouring out liquids to the
same;
 to treat carefully Venetian blinds, not putting force to its operating. To make
sure that the same is not to be damaged while opening the window;
 not to keep foods in the working place, in order to prevent from appearance
of rodents;
 to take care of flowers and room plants you keep in the working place for
your pleasure;
 to keep one's working place clean and in order;
 to escape demonstrating one's individual taste in a personal working place
which would contradict the business style accepted in the company;
 in the classrooms, to write on whiteboards and clean the same only with the
soft-tip pens or cleansers tested by APK. To report the lack of soft-tip pens
or cleansers to the APK record-keeper.
3.2.3. If the premise equipment is changed or fittings rearranged:

the premise equipment shall be changed or fittings moved to any other
premise upon coordination with a relevant structural unit employee
accountable for the particular premise (cf. S4);
 the classroom equipment shall be changed by APK and SMD on SD
instructions;
 a structural unit employee accountable for the particular premise shall inform
by e-mail the company's material accounting bookkeeper and the head of
APK about location of the moved fittings and its inventory number.
3.2.4. Not to use non-standard electrical appliances.
3.2.5. It is not allowed to use heaters without coordination with the head of TD.
3.2.6. While bringing in or taking away from the BAT premises any personal things, to
inform the head of relevant structural unit, client informant or APS employee who
shall register it in the "Personal things bringing/taking away registration record", put
the date of bringing, the bringing person's name, surname, signature, thing
description, purpose of bringing, date of taking away, and signature.
3.2.7. Upon finishing the premise use:
 to close and lock all windows;
 to switch off electrical appliances and lightening;
 to lock the premise door, except for the classrooms put on the "List of open
classrooms".
3.3. Premise use by the attendants
3.3.1. It shall be an obligation of the attendant:
 to provide for opening and locking at definite times of the classrooms put on
the List of open classrooms;
 to provide for the premise aeration, subject to the weather;
 to supervise order in the premises at the day time;
 to have any noticed damages of the household character or other
inconsistencies notified to the client informant / APS employee or recorded in
the Register of Occurrences and Proposals. To have any dangerous
damages of the household character notified immediately.
3.4. Premise use by the technicians
3.4.1. After performance of any household or other works, to leave the premises in order
or notify the office cleaner on duty about expected cleaning necessity before the
commencement of works.
3.5. Key returning procedure
3.5.1. To return the premise key to the key issuer putting signature in the Key registration
record.
3.5.2. If the key is returned by any other person, he/she shall sign in the Key registration
record giving one's surname.
3.5.3. To return keys of the classrooms which are not put on the List of open classroom
immediately after the end of classes. It is not allowed to leave the building without
having returned the keys.
3.5.4. To return keys of the personnel premises at the end of the working day and at the
day time, as other users could need the premise key in absence of the employee. It
is not allowed to leave the BAT territory without having returned the premise keys.
3.5.5. The renters should vacate the premises at the time stipulated in the rental
agreement.

4. Rights of the User
To use the premises, fittings and equipment according to the use purpose.
To use the premises of common use for the designed purposes.
To receive information about:
 access to classrooms - in the Study Information Centre;
 BAT SOR, public events, services, opportunity to meet or contact by phone
any particular official, premise layout - from the client informant.

4.4.
In case of pretensions or differences, to address BAT officials. Information about
officials is provided by the client informant.
5. Keeping premises in order
5.1. Classrooms shall be provided with the material and technical base required for the
teaching process and kept it in due order respectively and repairs shall be provided by:
5.1.1. APK - furniture, presentation facilities (boards, their accessories,
cleansers, markers, three-legged board paper blocks, screens, overhead
projectors, overhead projector films, laser pointers, microphones).
5.1.2. ISD – computers, their accessories, multimedia projectors, above
equipment and wall screen control desks.
5.2. In the classrooms, the distance between the board and the first desk of the desk row
should be at least two metres.
5.3. Job safety requirements should be fulfilled in the special classroom equipping.
5.4. Provision of premises with furniture and equipment shall be planned by the accountable
structural unit having the furniture specifications, amount and installation terms
coordinated with TD. The supply shall be provided by TD.
5.5. Provision of premises of common use with furniture, equipment and interior elements
shall be provided by TD.
5.6. While making the premises equipped, APK instructions should be followed in the
selection of style of the furniture and other things. APK shall keep here to the concept
accepted by the management.
5.7. Cleaning and keeping in order of all premises as well as fulfilment of the sanitary
regulations shall be provided by APK independently in accordance with the following
principles:
 washing of the premises are to be provided once a day at the off hours;
 the premises are to be aerated while being cleaned;
 washing of the sanitary premises are to be provided two times a day or,
whenever required, more often with disinfectants applied in accordance with
the directions for use;
 whenever required, the premises of common use are to be cleaned during
classes not disturbing those present.
5.8. An application for repairs of the premises shall be filed by the accountable structural
unit to the head of the Household Department with coordination of the works to be
carried out and performance terms. In case of the major repair, the Construction and
Repair Department shall be responsible for the observance of the Republic of Latvia
building regulations.
