2.00 Instructions regarding e-Procurement
a. The bid has to be submitted in the Government of Karnataka e-procurement portal
website only. i.e., www.eproc.karnataka.gov.in
b. Bidders, who have not registered in e-procurement portal, may do so by registering
through website www.eproc.karnataka.gov.in.
c. Pre-qualified bidders can access the bid document on website, fill & submit the
completed bid documents into electronic tender on website itself within stipulated date.
Blank bid documents can be accessed through e-procurement portal website
URL:htpps://eproc.karnataka.gov.in. The intending bidders shall upload all the
documents.
d. Bidders shall attach scanned copies of all certificates pertaining to pre-qualification
requirement as mentioned under minimum qualifying requirements. Whenever required,

bidder shall furnish the original certificates to the KPCL authorities, failing which the
bidder will be disqualified
e. Conditional bids, incomplete bids, bids without EMD, bids not uploaded properly and late
submission of bids shall be rejected.
f. Bidders shall refrain from altering/ modifying/ revising the price bids after the date & time
fixed for submission of bids in calendar of events, even though if it is accepted by portal.
Date & time stamp of portal shall be final in deciding time & date of submission of bid.
Decision of the Corporation in this regard is final and acceptable to all the bids.
3.00 Earnest Money Deposit
Earnest Money Deposit of Rs. 23900.00 (Rupees Twenty three thousand nine hundred
only) and tender processing fee should be paid online through e-portal only, using any of
the payment modes such as Credit Card, Direct Debit, National Electronic Fund Transfer
(NEFT), Over The Counter (OTC). The tender processing fee is non-refundable.
4.00 Brief scope of work
Carrying out Routine maintenance works of Turbine and associated equipments of Mani Dam
Power House having 2 X 4.5MW capacity generating units and 110KV out door switch yard
equipments at Mani Dam Power House, Masthkiatte, Hosanagar Tq, Shimoga Dist,
Karnataka for a period of one year. Detailed scope is described in bid document which is
binding on all the bidders.
5.00 Pre-bid qualification
The bidders shall have the following pre-qualifying requirements
a) The bidder should be a regular contractor/agency/firm and shall have proven experience
in carrying out Maintenance/erection of LT, HT and EHT line works and
maintenance/erection of Turbine and auxiliaries in power generating station and shall
have valid class – I electrical license. In proof of the above, purchase order/work order
copies/work completion certificate issued from competent authority for the works carried
out during last two years ie during 2012-13 & 2013-14 shall be furnished.
b) The Bidders in the last five financial years should have achieved in at least two financial
years an average annual financial turnover of Rs.20.00 lakhs. In proof of this Annual
Report/turn over certificates duly certified by chartered accountant shall be furnished.
c) The agency should have the following Registration Certificate and should submit the
Scanned copies of the same.
i) Independent PF Registration certificate issued by the Regional Provident Fund
Commissioner.
ii) Certificate of Registration under Sec. 69c of Finance Act, 1994 (32 of 1994) i.e.,
Service Tax Registration Certificate.
iii) Income Tax PAN No.
d) The Bidders have to compulsorily furnish the under taking in the prescribed format that
the employees working under him at KPCL site shall not claim for employment in KPCL
at any point of time if the contract is awarded.
e) Bidders have to compulsorily visit work site at Mani Dam Power House, KPCL,
Masthikatte, Hosangar Tq, Shimoga Dist, Karnataka before submitting their bid
through e-portal to have hands on information about site condition. The letter
issued from Executive Engineer (Elec) MDPH shall be enclosed as a proof of
visiting the site in Part-I.

6.00 The bid shall be submitted in TWO PARTs only
a. Part-I shall consist of pre-qualification, technical details, necessary documents & EMD
b. Part-II shall consist of price bid.
7.00 After evaluation of PQR & technical details, those offer which meet our PQR & technical
specification of bid in complete manner will be accepted & only such bidders price bid will be
opened.
8.00 The bidder shall quote in Indian Rupees only.

10.00 Validity of Bid: The bid shall be valid for 90 days from the date of opening of Part-l.
11.00 Successful bidder shall furnish a bank guarantee from Nationalized/ Scheduled bank
towards contract performance, equivalent to 10% of contract value while executing contract
agreement. BG shall be furnished in prescribed format only.BG shall be valid for a period of
thirteen months.
12.00 Bid with stipulation for settlement of disputes by reference to arbitration is not acceptable.
13.00 Bidders whose EMD has been forfeited/ contracts have been terminated/ foreclosed on
account of their default in KPCL/elsewhere during past 10 years are not eligible to
participate in the bid. Bidder shall declare that, EMD has not been forfeited & none of his
contracts have been terminated/ foreclosed on account of their default in KPCL/ elsewhere
during past 10 years.
14.00 KPCL reserves the right to verify any information/ documents furnished by bidders, should
the circumstances so warrant in overall interest of Corporation. In case, the information/
documents furnished are found to be incorrect/ invalid, then, EMD furnished by such bidders
will be forfeited
15.00 KPCL reserves the right to accept or reject any or all the bids, without assigning any reason
thereof. However the reasons for rejection will be recorded as per KTPP Act.
16.00 Corrigendum / Modification, corrections, if any will be published in the website only. For any
