SUMMARY: Manages and supervises the functions of the Field/Court Services Division of the Kleberg-Kenedy
County Juvenile Department in compliance with departmental policies and procedures and applicable State and
Federal Statutes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervises the work and day-to-day performance of juvenile probation officers, including making recommendations
for merit increases, disciplinary actions and dismissals.
Screens and interviews prospective applicants for employment.
Authorizes court recommendations made my probation officers and provides input as to appropriate dispositions.
Oversees court hearings and recommendations presented by probation officers in the Field/Court Services Division
on all cases which appear before Juvenile Court.
Assigns cases and workload to staff, trains officers and provides on-going supervision and support to professional
staff during the performance of their duties.
Maintains individual files on staff.
Documents training, disciplinary actions, commendations for outstanding performance and prepares monthly
timesheets for assigned unit.
Conducts Unit Meetings and chairs committees.
Prepares reports, compiles statistics and monitors Unit workload to insure quality services are provided the
community.
Investigates and processes complaints from clients, citizens, public and private agencies, attorneys, judges and
others.
Resolves problems and mediates disputes whenever possible.
Serves on screening committee to determine appropriate recommendation for disposition in cases which may require
commitment to the Texas Youth Commission, transfer to Adult Court, placement out of the home and placement in
Intensive Supervision Program for juveniles.
Operates computer system to process, retrieve and disseminate information.
Assists with the cooperation of functions with other divisions of the Kleberg-Kenedy County Juvenile Department,
Law Enforcement Agencies, the County Attorney’s Office, the Courts and local school districts.
Actively monitors field services probation officers while performing their duties before the Court and in the
community.
Conducts case audits.
Develops, implements and reviews case management system.
Conducts research, plans programs and develops and recommends internal policies and procedures to the Chief
Probation Officer.
Represents the Division and the Department in contacts with other County Departments and with outside agencies
and organizations on matters relating to Juvenile Department issues and cases.
Provides casework services to clients, parents and other agencies as well as makes court appearances and
recommendations.
Conducts investigations for Courtesy Supervision cases, prepares oral and written reports for out of county
placements and Interstate Compact on juvenile cases.
Maintains ”On Call” status and serves as Supervisor on Duty a month at a time, rotating with all other JPO’s.
Reviews and assigns all delinquency and a major portion of the status offenses referred to the Kleberg-Kenedy
County Juvenile Department by Law Enforcement Agencies.
Oversees the use of electronic monitors and approves billing.
Reviews residential treatment contracts and monitors budget payments and balances on placements including Title
IV-E and diversionary funding.
Performs additional special duties as assigned or requested by the Chief Probation Officer.
SUPERVISORY RESPONSIBILITIES: Directly supervises three (3) probation officers in the field/court services
division. Carries out supervisory responsibilities in accordance with Kleberg-Kenedy County policies and
applicable laws. Responsibilities include participating in the interview process; training employees; planning,
assigning, and directing work; appraising performance and addressing complaints and resolving problems.
QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty

Any employee who drives a vehicle on official business must have a driving record which meets standards set by the
County and the County’s insurance carrier.
EDUCATION and/or EXPERIENCE: Bachelor’s degree from an accredited college or university plus four (4)
years of experience in full-time casework in a social service, community, corrections, or juvenile agency, with two
(2) of those years in a supervisory or administrative position; or a Master’s degree plus two (2) years of supervisory
or administrative experience. A combination of the above experience and/or 24 semester hours of graduate
education equivalent to one (1) year of experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure
manuals. Ability to effectively present information and respond to questions from groups of managers, clients,
customers, and the general public.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical
inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with
several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Certification as a Juvenile Probation Officer by the Texas
Juvenile Probation Commission within six (6) months of hiring.
Must have a current Texas Driver’s License and must obtain a Defensive Driving Certificate within six (6) months
of employment.
OTHER SKILLS AND ABILITIES: Ability to develop, analyze and interpret policies and procedures, financial
statements, public information statements and operational plans or activities.
Knowledge of management principles and practices. Ability to motivate and supervise the work of staff.
Thorough knowledge of modern principles of sociology, criminology, child and adolescent psychology, social
casework techniques, methods and techniques of counseling and laws/regulations relating to juvenile justice.
Knowledge of automated systems and procedures and their application to service programs.
Ability to make investigations and report the results clearly, accurately and impartially.
Ability to deal effectively with mentally disturbed, hostile and aggressive individuals.
Ability to establish and maintain effective working relationships with other county employees and officials,
members of the Juvenile Board, clients, other agencies and the general public.

perception, and the ability to adjust focus. The job requires the ability to read, observe activity of persons and
objects both near and far. Color vision is important in locating files and determining identity of individuals. The
job requires driving a vehicle which requires peripheral vision, depth of field and the ability to adjust focus.
