WOMEN’S BASKETBALL SPORTS GUIDE
As of January 2016
I. COACHES/MEETINGS
A. The fall meeting shall be held on a date and time agreed upon by the
coaches and conference office. The meeting shall be held prior to the date
of the first contest.
B. The winter meeting shall usually be held on the Friday of the conference
tournament at the tournament site, at which time, all-conference will be
determined. Any change to this schedule shall be approved by the coaches
and conference office.
C. The chair of the coaches’ group must take minutes at all meetings and
share them with the conference office.
II.
REGULAR SEASON RULES AND REGULATIONS
A. NCAA rules should be followed.
B. All conference games must be completed prior to the start of the CCIW
tournament unless otherwise approved by the commissioner.
C. The rules governing all competition, including first permissible practice
date and number of contests, shall be determined in accordance with
CCIW and NCAA regulations. See NCAA Bylaw 17 for specific
information.
D. The conference office will generate the conference schedule in accordance
with the applicable scheduling provisions. The schedules shall be
approved by the athletics directors with input from the coaches.
E. For midweek games, 7:00 p.m. shall be the starting game time, unless the
competing schools have agreed to play a doubleheader. For Saturday
doubleheader games, game times can be either 2 and 4 p.m. or 5 and 7
p.m. with the host school having the option to choose between the two sets
of times and order of games. There must be a minimum of 30 minutes
between games. The second game cannot start before two hours after the
start of the first game with at least 30 minutes of clock time after the
conclusion of the first game, if that game runs long. Host schools shall be
able to determine the order of play and the respective game times within
the window of time noted above.
F. Instant replay may be used by schools with the capability in compliance
with NCAA guidelines, but only for the use of determining whether a try
for field goals entering the basket was released before the reading of

zeroes on the game clock or whether the red/LED light was lit at the end
of the quarter, half or game. In accordance with NCAA rules, this review
can only be initiated by the game officials and the instant replay must
show indisputable evidence that the original call made by the officials was
incorrect in order for the call to be changed. The host school must notify
the visiting team coach and game officials before the game if instant
replay is available for use, if needed by the officials.
G. Conference policy on the exchange of game film:
1. Synergy will be the video exchange service provider for the CCIW.
Contact Billy Peters (billy@synergysportstech.com) at 702-578-7128
for any technical/help issues and communicate any issues with the
conference office.
2. All basketball games, including all non-conference games, shall be
made available via the Synergy system.
3. For conference basketball games, game films should be uploaded by
the home team by noon on the next day.
4. For non-conference games, CCIW teams are responsible for uploading
their film by noon on the next day, except for when traveling on
extended road trips or tournaments conducted out of the region. For
those trips, the game film should be uploaded within 24 hours of the
team’s return to campus.
5. Issues of noncompliance and/or violations of these guidelines will be
handled by the conference office and may include restriction of game
access and/or suspension of film availability.
6. For conference games, the home team shall provide the visiting team a
DVD of the game just completed before traveling home.
7. No head coach or staff member shall alter the game film with the
intent to deceive any opponent.
8. It is required that all regular season game films include audio.
III.
TOURNAMENT
A. The conference champion will be the team with the best record after a
double round robin season.
B. The CCIW automatic qualifier (AQ) winner will be determined by a four
team tournament held on the Friday and Saturday preceding NCAA
“Selection Sunday.”
1) The first round of the tournament (#2 versus #3 seed and #1 seed
versus #4 seed) will be played Friday of the last weekend of the
regular season at the site of the highest seeded team. Seeding will

be determined by regular season finish. Ties are broken by the
following:
a. Head to head competition.
b. Record against team(s) above the tie beginning with the
highest ranked team. In cases of more than two teams
being involved in a tie, the composite record of the
involved teams will be considered. For example, in a
three way tie between teams A, B and C, if Team A has a
sweep over Team C and split with Team B, Team B has a
split with both Teams A and C and Team C has two
losses to Team A and a split with Team B then the
composite records would be A 3-1, B 2-2 and C 1-3. If
all teams involved in the tie have split/even records, then
criteria (b) would be considered.
c. Record vs team or teams in 3rd place. If still tied, go to the
next place for determination, et cetera.
d. Road record against conference schools.
e. Record in their last seven conference games.
f. The point spread of the tied teams’ head-to head
competition.
g. Coin toss
2) The championship game shall be played on Saturday. Game time
shall be 7:00 p.m. except for years in which the same school is
hosting both the men’s and women’s basketball tournaments. In
that situation, it is recommended that the women’s final game not
start earlier than 4 p.m., nor not later than 8 p.m.
3) The winner of tournament championship game receives the AQ for
the NCAA tournament.
4) Teams will have a minimum of 30 minutes of pre-game warm-up
on the court used for competition.
5) There will no shoot around times on Friday prior to traditional
warm-up time.
6) Teams competing in the championship game will have one hour of
practice time available on Saturday.
7) Officials for all tournament games shall be assigned by the
conference coordinator of officials and will be determined by the
current season ratings and availability.

8) Procedural format will follow tournament guidelines suggested by
NCAA tournament guidelines and contained in the tournament
manual produced by the CCIW office.
9) Game ticket prices shall be determined by the CCIW office.
Students from CCIW schools with proper ID are free. No passes
shall be honored.
10) The CCIW commissioner may modify the conference
tournament’s schedule under special circumstances.
11) Media timeouts will not be used during the regular season, but will
be used during all CCIW Tournament games in accordance with
NCAA policies and procedures.
12) Instant replay may be used by schools with the capability in
compliance with NCAA guidelines, but only for the use of

the red/LED light was lit at the end of the quarter, half or game. In
accordance with NCAA rules, this review can only be initiated by

visiting team coach and game officials before the game if instant

13) In the situation of one school hosting both the CCIW men's and
women's basketball tournaments, the following schedule will be
used -- One gender will move their semifinal games to Thursday
night. The other gender will play their semifinal games on Friday
night. Both final games will be played on Saturday with the gender
that played the Thursday night semifinal games playing the early
game on Saturday with the other gender playing the late Saturday
game (with separate admission charged for both games). In the
first instance where this occurs, the women will play on Thursday
night and the men on Friday night. In the next instance of this
situation, the men will move to Thursday night with the women
moving in the following instance and so on.
IV.
ALL CONFERENCE
The following format will be utilized.
A. 1st team – 5 players
2nd team – 5 players
3rd team – no more than 5 additional players

B. Each coach may nominate players from his/her team as all-conference
candidates. Nominations are due to the conference SID by the Monday
before the conference tournament at Noon.
C. Coaches will conduct their all-conference voting on the Friday morning of
the conference tournament at the tournament host site. Each vote is worth
one point and each coach votes for 5 players. In the case of a tie, there
will be a re-vote to break the tie, involving only those players involved in
the tie. Coaches may not vote for their own player(s).
D. Voting will proceed as follows:
1. Nominations for 1st team (only), followed by a vote
2. Nominations for 2nd team (only) and student-athletes not selected for
the first team will automatically be nominated for the 2nd team
followed by a vote.
3. Nominations for the 3rd team (only) and student-athletes not selected
for the second team will automatically be nominated for the 3rd team,
followed by a vote.
E. A most outstanding player is selected from the five-member first team
immediately after the first team voting has been completed.
F. Nominations and voting for “Newcomer of the Year” will follow the
completion of the all-conference voting. This award winner may be either
a freshman or a transfer student-athlete. Schools may print off certificate
templates from the CCIW website and customize them for the freshman of
the year winner.
G. Nominations and voting for “Coach of the Year” will follow the
completion of the all-conference voting.
H. The most outstanding player and coach of the year will receive a plaque
from the conference office. The all-conference players will also receive
plaques.
V.
HOST SCHOOL/VISITING SCHOOL RESPONSIBILITIES
A. Full NCAA box statistics are required.
B. The table crew will consist of non-student adults for game clock, shot
clock and scorer.

VI.
EQUIPMENT
A. Practice balls are to be provided by the host institution – (equal numbers
available to each team).
B. The host institution shall see that water is provided at courtside for the
visiting team.
VII.
OFFICIALS
A. Coaches are encouraged to have input with the officials coordinator to
continually work to improve the quality of officials. Coaches may submit
names to the chairperson.
B. It is recommended that each set of officials work outside their residing
area at least three times per year.
Examples of areas:
1. Quad-cities; Galesburg; Iowa
2. Bloomington; Decatur; Peoria
3. Chicago; Kankakee
4. Wisconsin
C. It is recommended that no official should work the same conference team
more than four times during the entire regular season, including nonconference games.
D. Efforts should be pursued to upgrade the rating system of officials to be
used by the coordinator of officials.
1. Each coach should send a recommended list of officials from his area
to the assignment chair by June 1.
2. The chairperson should send a list of available officials to each school
by October 1.
E. When a coach evaluates an official, evaluations should remain
confidential.
F. Additional Regulations.
1. It should be emphasized to all officials that the conference demands a
certain pride in the opportunity to work CCIW games. Division III
games are not to be an “off night” if the official is used to working
some Division I games.

2. The coordinator is asked to view and evaluate as many games as
possible each year. She/he should see each team in the conference at
least once per year.
VIII. CONTRACTS
A. There are no signed contracts for any game with another conference
school.
B. Schedules are exchanged for verification of conference games.
