The city receives numerous calls a year regarding
garbage and recycling issues. The following
ordinance requirements are designed to maintain
the pleasant appearance of our residential
neighborhoods, as well as keep them clean and safe.
Garbage and Refuse Service
The disposal of garbage and refuse by a licensed
collector is required weekly at all residential
properties. (City Ord. Ch. 98)
Pre-Collection Practices
All garbage and trash must be placed in durable
containers. Garbage containers must be made of
materials that are rodent proof, fire resistant,
waterproof and is equipped with suitable handles
and tight-fitting covers. (City Ord. Ch. 98.14) The
containers must also prevent insects, rodents, birds,
animals, and other pests from getting into the waste
to breed or scatter trash. Proper containers help
prevent trash from blowing around and prevent the
proliferation of pests that can spread disease.
Collection Practices
Waste and recycling containers may be placed out
for pickup after 3:00 pm on the day prior to
scheduled pick-up. Waste containers must be
returned to an approved storage location on the
same day of collection.
Garbage/Recycling Container Storage
Waste containers must be stored out of view from
front and adjacent side streets and from the front
yards of adjacent properties. To ensure that
containers comply with these requirements, store
the containers inside a garage or shed or within a
screened enclosure. An approved screened
enclosure is constructed with wood, plastic
fencing material or lattice with less than one inch
holes and is located behind the front plane of the
house. Shrubs, trees, or bushes are not a
permitted type of screening.
Garbage/refuse must be drained of all free liquids
before being deposited for collection and must be
wrapped or bagged.

Disposal Practices
In accordance with State Law, grass clippings, leaves,
and other yard waste may not be disposed of with

 All garbage haulers will provide a separate
collection for yard waste and leaves, but may
charge a fee for such a service. Please contact
your hauler regarding fees and service.
The following disposal methods are prohibited
by State and City ordinances:
 Dumping your yard waste on public
property, into the street, in wetland or
drainage areas or another person’s property.

 Burning of yard waste or garbage. Questions
regarding burning regulations should be
directed to the Fire Department. (City Ord.
Ch. 98.04)
 Depositing household appliances, automotive
batteries, motor oil, tires, incinerator ash or
hazardous wastes with the regular garbage
pick-up. (City Ord. Ch. 98.04)
