Business Support Network Consultant
Background information:
The general aim of the “Establishment and Development of Business Incubators in Romania”
project is to support the development of the SME sector, as means to achieve socio-economic
development and job creation in the targeted regions. The Business Incubators within the project
offer a three-year incubation programme to selected SMEs. Throughout this period, the incubated
SMEs benefit from office space, consultancy and assistance services, as well as financial grants.
In order to achieve the objectives of the Programme which consist in creating new business
incubators, developing the existing ones and creating a network of business incubators in
Romania, the National Network of Business Incubators, based in Sfantu Gheorghe (Covasna
County), aims to strengthen the role of business incubators in Romania and to ensure their longterm sustainability.

Purpose of the consultancy:
The Business Support Network Consultant will work under the direct supervision of the Project
Assistant and Project Manager and under the administrative authority of UNDP Romania CO,
specifically the Head of Socio-Economic Section. The main objective of the consultant is to
provide support and assistance in liaising with the national business incubators network.
Expected deliverables:





Establishing consultative meetings with business incubator administrators across Romania on
a regular basis, aiming to develop a sustainable national network of business incubators;
Identify and recommend opportunities for raising awareness about business incubators and
for promoting the national network of business incubators;
Assist the Project Manager and Project Team in organizing conferences, workshops and other
events aiming to raise awareness about business incubation in the region i.e. Sfantu
Gheorghe;
Provide regular updates for the network website, project website and social media regarding
the activities of business incubators as well as other information relevant for business support
structures;
Draft project concept notes aimed at raising funds for business incubators and beneficiary
SMEs in the region;
Estimated consultancy time:



120 working days over a period of 1 year (approximately 10 working days/month)
The consultant will be based in Sf. Gheorghe, Covasna.
No travel required.

Required skills and experience:







Secondary school education; University degree would be an advantage;
Proven experience in coordinating business support structures;
Minimum 1 year of relevant experience is required at the national level;
Strong analytical and inter-personal skills;
Excellent reporting and presentation skills;
Full working knowledge of Romanian and English, including excellent writing skills;
Proficiency in using computer applications (MS Word, Excel, PowerPoint, internet and e-mail).
Evaluation of applicants:
A two-stage procedure is utilized in evaluating the aplications, with evaluation of the technical
criteria being completed prior to any financial offer being opened and compared. The maximum
Technical Criteria Score (St) is 70 points. The maximum Financial Offer Score (Sf) is 30 points.
The combined scores S = St + Sf = 100 points.
In the first stage, the technical criteria is evaluated. Only proposals that received a minimum of
70% (49 points) of the Technical Evaluation Score (St) will pass to the second stage.
The technical criteria is evaluated on the basis of its responsiveness to the Terms of Reference
(ToR).
In the Second Stage, the lowest evaluated Financial Offer (Fm) will be given the maximum
financial score (Sf) of 30 points. The financial scores (Sf) of the other Financial Offer will be
computed as indicated in the formula below. Offerss will be ranked according to their combined
technical (St) and financial (Sf) scores. The firm achieving the highest combined technical and
financial score will be recommended for receiving the contract.
The formula for determining the financial scores is as follows: Sf = 30 x Fm / F,
in which Sf is the financial score, Fm is the lowest priced proposal and F the price of the offer
under consideration.

Reference checks on the successful candidate will be performed by UNDP as mandatory process
prior to the award of contract.
