NEW ALBANY CITY COUNCIL MEETING MINUTES
October 6, 2015
CALL TO ORDER:
Mayor Ferguson called to order the New Albany City Council Meeting of October 6,
2015 at 6:30 p.m. at New Albany Village Hall, New Albany, Ohio. Attending were City
Manager Joseph Stefanov, Deputy City Manager Debra Mecozzi, Police Chief Greg
Jones, Finance Director Chad Fuller, Community Development Director Jennifer
Chrysler, Public Service Director Mark Nemec, Law Director Mitch Banchefsky, City
Engineer Ed Ferris, Clerk of Council Betty Bosko, and Jennifer Mason.
Mayor Ferguson led the assemblage in the Pledge of Allegiance.

ACTION ON MINUTES:
September 15, 2015 minutes:
Council Member Pleasnick moved, Council Member Marsh seconded and Council
voted with five yes votes approve the minutes of the September 15, 2015 meeting.
ADDITIONS OR CORRECTIONS TO THE AGENDA:
NONE
HEARING OF VISITORS:
Mayor Ferguson arranged for council to hear from Jarrod Burks PhD, Director of
Geophysical Surveys at Ohio Valley Archaeology, via skype.
Mayor Ferguson gave a brief history of the burying grounds and how it was acquired
by the Village; as well as connections with other cemeteries in the early days of New
Albany and Plain Township.
Dr. Burks explained that he is trained as an archeologist and that for the last fifteen
years he has been using geophysical instruments to make images of things below
ground, such as graves. He said he spends a lot of time in old cemeteries in Ohio
and other states and around the world, trying to detect old graves.

There are several kinds of geophysical instruments that he uses in the survey, there
is the magnetic survey, the ground penetrating radar, then there is resistance
surveying. He said his recommendation for any ground survey is to use at least two
different kinds of instruments because they detect different properties of the ground.
He said in the case of the New Albany cemetery he would recommend at least a
magnetic survey and a ground-penetrating radar, which can produce threedimensional maps of what’s in the ground, and sometimes graves are visible, but it’s
also good at recognizing stones (monuments). The Magnetometer will detect iron
objects and disturbances to the soil.
Dr. Burks presented information on imaging the burial grounds and what we can
expect to retrieve in the way of headstones and partial stones.
Council Member Pleasnick asked Dr. Burks about the timeline for the study and was
told it would be approximately a month, but also said that some of the procedures
are weather dependent.
Hearing no other questions from Council, Mayor Ferguson thanked Dr. Burks for
taking the time to be with us this evening.
Mayor Ferguson introduced our second guest speaker, Carmine Menudo,
representing Columbus Art Memorial, regarding possibility of rescuing information
and monument restoration, specifically at the old burial grounds behind Village Hall.
Mr. Menudo showed slides of restored monuments as well as those in need of
restoration and examples of what not to do as far as restoration techniques. He
brought photos of before and after restorations.
He said for stones that the inscriptions and epitaphs are gone they have developed
instruments that can recover the image to restore the stone. He said he remembers
when he was here before at the Mayor’s request, that our cemetery is a jigsaw,
there are pieces everywhere. He continued by saying communities usually have a
budget to do so many a year because of the cost and time.
Mr. Pleasnick asked Mr. Menudo approximately what the cost would be on restoring
a stone that was used as the example of before and after.
Mr. Menudo said a standard Civil War stone which is not that big, (approximately 13
inches by 4 feet with a third buried in the ground) can cost about $850.00. They are
all hand tooled and have raised letters and care must be used. .
Dr. Marsh said that in the literature Mr. Menudo handed out, there is a picture of the
Dawe’s Arboretum and asked how much something like that would cost.

Mr. Menudo said they had a contract for that about 20 years ago and that particular
colonnade originally in 1946, cost $47,000. Fifteen years ago, when they did the
restoration the cost was $80,000 just for the restoration.
Mayor Ferguson thanked Mr. Menudo for coming to New Albany and bringing his
information.
The next visitor, Ona Lewis, 20 Triplett Square addressed council on the problem
she is having with the Nationwide regarding a weed problem in the buffer zone
between the Nationwide building and her home. She said she has contacted both
the city and Nationwide itself and has had no satisfaction regarding getting the
weeds cut. She was told it is a wetland, however in her conversations with the Army
Corps of Engineers, they do to recognize it as a wetland. She said it needs to be
mowed to prevent rodents from coming from that weeded area onto her property.
She requested council to please investigate the problem and take some action to
save her property from losing more value due to this problem.
Council Member Spalding said he understands her frustration and thanked her for
sharing her thoughts with council. He asked her to give council an idea of the one
thing she wants them to do.
She said she just wants Nationwide to cut the grass, and fix the drainage problem.
More discussion ensued regarding the drainage problem and Council Member
Spalding said Council would talk to our engineers to determine what the problem is.
The Mayor thanked Ms. Lewis for attending and sharing her concerns.
BOARDS AND COMMISSIONS:
PLANNING COMMISSION: Mr. Spalding said in the interest of time, there were two
issues regarding swimming pools that were tabled and he will bring that back to
council later. Staff also gave a presentation on a draft noise ordinance that has
been in the works for a period of time. Staff also gave an update on the Urban
Center Code, and the tweaks that were made to the PUD. Last night the PC
reviewed an update to our 2014 Strategic Plan to include the Mink Road area. That
area is proposed to be annexed.
PARKS AND TRAILS ADVISORY BOARD: No meeting.

BZA: No meeting.

BOARD OF CONSTRUCTION APPEALS: No meeting.
ECONOMIC DEVELOPMENT COMMISSION: Council Member Briscoe said that
they commission met and discussed a recommendation regarding the “bed tax”, and
contribution to the Chamber of Commerce, which the EDC recommended should
continue this year.
PUBLIC RECORDS COMMISSION: No meeting.

ORDINANCE O-30-2015

THERETO FOR NEW ALBANY COUNTRY CLUB SECTION 28, PART 1
(EBRINGTON), AS REQUESTED BY THE NEW ALBANY COMPANY
Community Development Director Jennifer Chrysler informed Council that this
ordinance accepts New Albany Country Club Section 28 also known as Ebrington.
NACC Section 28, part 1 consists of 32 consists of single-family residential lots on
27.843 acres. The subdivision is accessed from the east by Southfield Road, and
from the north by Highgrove.
Mayor Ferguson opened the Public Hearing on this ordinance. Hearing no comments or
question from the public, she closed the Public Hearing.
Council Member Pleasnick moved, Council Member Marsh seconded and Council voted
with five yes votes to approve Ordinance O-30-2015.

packets and is available in the Community Development Department.
