Walnut Creek Intermediate ASB Constitution
Article I – Name and Purpose
The name of the organization shall be the Associated Student Body (ASB) of
Walnut Creek Intermediate (WCI).
This organization shall have as its purpose, the conduct of activities on behalf of
the students of WCI as approved by the school site administrator and the
governing board of the Walnut Creek School District.
Article II – Membership
All students enrolled at WCI shall be members of the ASB.
Article III – Executive Board
The Executive Board shall consist of the following ASB officers:
- President
- Vice President
- Treasurer
- Secretary
The Executive Board shall have all executive powers. The Executive Board
members shall serve as acting and voting members of the WCI Leadership class.
Duties of the Executive Board members are outlined in the Bylaws to the
Constitution. The positions on the Executive Board shall be filled by a general
election held annually in the WCI Leadership class. Election rules and
procedures are outlined in the Bylaws to the Constitution. No member of the
Executive Board may hold more than one ASB office. Executive Board members
shall hold office for one school year.
Article IV – WCI Leadership Class
The legislative powers of the ASB shall be vested in the WCI Leadership class.
The Leadership class shall consist of seventh and eighth grade students whom
have a desire to positively affect the school climate and culture. Leadership
students must meet all academic and behavioral standards set by the Leadership
teacher in order to be a member of the class. The term of a Leadership class
member shall be one school year unless circumstances require removal from the
class. See ASB Bylaws Article I for class voting guidelines.
Article V – School Site Council Representatives
At least three Leadership members shall serve as acting members of the school
site council team. Those representatives shall serve as members on the site
council team for one school year. The student representatives shall report all
information from the school site council meetings to the Leadership class.
Article VI - Amendments
Amendments to this constitution may originate from the Leadership class by a
petition which is supported by 25% of the ASB population, or by request of the
school administrator.
Article VII – Ratification
The Leadership class shall ratify this constitution and any subsequent
amendments through a two-thirds vote of the Leadership class.

ASB Bylaws of the Constitution
Article I – WCI Leadership Class
It shall be the duty and power of the Leadership class to:
- Be the supreme legislative body of the ASB.
- Propose and pass legislation that is considered important to the student
body.
- Propose and operate fundraising activates to support various charities
through donations brought in by the student body.
- Spend ASB monies.
- Propose and pass amendments to the Constitution and Bylaws.
Each member of the Leadership class shall be able to cast one vote in each voting
situation. 50% +1 is the ratio needed for any item being voted on to pass (i.e.
approving ASB fund expenditures).
Article II – Executive Board
ASB President:
The President is the official representative of the WCI Student Body. The
person is to preside over all Leadership and other student meetings. They are to
coordinate the actions of the leadership class toward the established goals of the
class (these goals will be established at the beginning of the school year). They
will act as an ex-officio member of all student committees and monitor/assist
committee chairs during the school year. President will act as the representative
of all students to the administration, faculty, and community. In addition,
President will serve on the WCI Site Council. President completes all tasks
needed as being a member of the WCI Leadership class. This position must be an
8th grade student.
ASB Vice-President:
The Vice-President shall serve as President in the President’s absence, and work
directly with the President in appointing at-large members and non-elected
members to the Leadership class, as well as working towards the goals set by the
Leadership class. Vice-President completes all other tasks needed as being a
member of the Leadership class.
ASB Treasurer:
The Treasurer shall have a charge of all finances and will oversee all financial
operations. Treasurer keeps an accuracy of deposits and expenditures for the
ASB account.
ASB Secretary:
The secretary shall keep full and correct records of all Leadership class meetings.
Keeps a file of all minutes and agendas for the entire school year. Completes all
other tasks needed as being a member of the WCI Leadership class.
Site Council Reps (2):
Meet 4 times a year with parents, administration, and teachers to discuss spending
of site funds as well as working to follow the WCI Strategic Plan. Students will
serve on the WCI Strategic Planning team in March. Site Council Reps are
responsible for reporting back to the WCI Leadership class.
