Pursuant to the provisions of the City of Needles Floodplain Ordinance, Chapter 9A,
The Flood Administrator has considered the issuance of a permit for construction or
development within a Special Flood Hazard Area. Such construction or development
was proposed in the City of Needles permit number XXXX filed with the City. Therefore,
an application for a Floodplain Use Permit is required. The application was submitted to
Engineering for review on XX/XX/2007.

The issuance of this permit is based on existing engineering and scientific data and in
no way assures or guarantees that the proposed structure will, in fact, be free from
flooding or any damage or injury resulting therefrom. This permit shall not create a
liability on the part of the City of Needles, or any officer or employee thereof, for any
flood related damage or injury which may result from the proposed structure.

CONDITIONS
THIS FLOODPLAIN USE PERMIT IS SUBJECT TO THE FOLLOWING:
1.
Must be anchored to prevent flotation, collapse or lateral movement of the
structure.
2.
Must be constructed with materials and utility equipment resistant to flood
damage.
3.
Must be constructed using methods and practices that minimize flood damage.
4.
Must comply with all applicable provisions of SECTION 9A, PROVISIONS FOR
FLOOD HAZARD REDUCTION, FLOODPLAIN ORDINANCE for CITY OF
NEEDLES, CALIFORNIA.
5.
Any armoring must be constructed to withstand a minimum velocity of XXX feet
per second.
6.
Finished floor or structure, attached garage and slabs to be a minimum elevation
of 2.0’ ABOVE HIGHEST ADJ NATURAL GRADE.
7.
All utilities must be a minimum elevation of 2.0’ ABOVE HIGHEST ADJ
NATURAL GRADE.
8.
If located in an AO or AH zone; provide adequate drainage paths around
structures.
9.
Non-Residential buildings constructed in A zones must either have their lowest
floors at or above the BFE or be dry flood proofed (made watertight) to or above
the BFE. If the non-residential structure is below the BFE than a minimum of two
openings having a total net area of not less than one square inch for every
square foot of enclosed area subject to flooding shall be provided. The bottom of
all openings shall be not higher than one foot above grade. There must be a
minimum of two openings on different sides of each enclosed area.
Enclosed is an Elevation Certificate that must be certified by either a surveyor or
engineer licensed in the State of California and returned to the Engineering Department,
at the City of Needles.
Any person found in violation of the City of Needles Floodplain Ordinance is guilty of a
Class 2 Misdemeanor.
