This addendum is being issued to modify and clarify some sections of the RFP as well as to
answer questions submitted by the question deadline.
I.
ANSWERS TO SUBMITTED QUESTIONS:
1.
What are the names of the unions that represent Wayne County Airport Authority
workers?
A. The unions covered under this proposal are American Federation of State
County and Municipal Employees (AFSCME) Local 1862 and the Government
Administrators Association (GAA).
2.
Can you estimate how many total Wayne County Airport Authority workers are covered by
labor agreements?
A. There are approximately 144 employees in the various job classifications listed
in the Attachment A that was provided with the RFP.
3.
Will any of the labor contracts with the unions expire during the 18 month term of this
project?
A. Both contracts will expire September 30, 2015.
4.
What is the Wayne County Airport Authority’s budget for this project?
A. The budget may be contingent upon the pricing submitted with the proposals.
5.
How many employees fall within the 75 classifications in the study?
A. 144
6.
How many bargaining units represent these 75 employee classifications and what
involvement does the Airport Authority anticipate from these groups?
A. Two (2) bargaining units represent the seventy (75) employee classifications.
The Airport Authority considers union participation to be critical to the success
of the project; however, it is the responsibility of the successful Proposer to
develop its own methodology.

Can you elaborate on the development of contract language during collective bargaining
negotiations? What is the Airport Authority’s expectation regarding this language? Can
you provide a sample of the current language that the consultant would be “replacing” in
the expiring agreements? When are negotiations set to occur?
A. The two (2) current agreements are provided with this addendum as separate
documents. Recommended changes to the language will be considered after
completion of the project to ensure Collective Bargaining Agreement (CBA)
compliance.
8.
Is there a specific SBE goal for this project and, if so, what is it?
A. There is no specific SBE participation goal.
9.
Is there a budget established for the project, and, if so, can you communicate that
amount?
A. The scale of the project and budget may be contingent upon the pricing
submitted with the proposals.
10. Does this require a certified compensation study professional profile during the
submission of RFP or after awarding the RFP?
A. A certified compensation study professional is a Preferred Qualification. As
indicated in the RFP, “The Proposer may be evaluated higher for the Experience
and/or Qualification evaluation criteria, if they meet the minimum qualifications
listed … and also has the preferred qualification.”
11. How many professionals are required for evaluating these 75 job descriptions?
A. It is the responsibility of the Proposer to provide a detailed workplan and
determine the resources required to complete the scope of services.
12. Does the resource need to interact with the various unions or only to go thru the job
descriptions for evaluation?
A. It is the responsibility of the Proposer to provide a detailed workplan that will be
considered by the Evaluation Committee.
13. Is it required to submit nine (9) hard copies of the proposal response or one is enough?
A. Yes. Proposers are required to submit nine (9) hard copies of the proposal
prepared in accordance with the instructions.
14. Where is the work location for this work?
A. The base location for this work is located at Wayne County Airport Authority,
Detroit, Michigan 48242.
