MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON
9th March 2015
7pm, Dickleburgh and Rushall Village Centre, Dickleburgh
PRESENT: Cllrs Keith Ambrose (Chair), John Adlam, Terence Blacker Chris Davy, Terry Clarkson, Andrew Goodman,
Julie Munnings
IN ATTENDANCE: Ann Baker (Clerk),
Members of the Public: Co. Cllr Spratt, Dist. Cllr Wilby, Mrs. Rosemary Steer, members of the parish
Public Forum: Co. Cllr. Spratt – informed the Council that NCC had managed to retain the Council tax at the same level; with the
mild winter funds had been saved on gritting; the Government had given further money for repairing potholes;
Dist. Cllr. Wilby left a letter he had received concerning parking on Rectory Road, discussed in item 211
Rosemary Steer gave a brief outline of where the ‘Children in Care’ project is so far – the graves of the Brandeth family & the
children’s grave are quite close together, some voluntary work has been undertaken to improve the children’s grave & the
Village Society hope to undertake the lifting of the kerbstone tor reveal the named children, it is also the intention to link the
two graves. The School have offered a piece of land outside the school boundary as a possible site for a memorial – a plaque &
sculpture. To mark the centenary it hoped to have a celebration at the Church involving the children. The project have
approached the PC to enquire whether they would be prepared to submit the forms to the Heritage Lottery Fund, for approx.
£10,000 due to short term nature of the project. Questions ranged around the responsibility for the gardens, sculpture,
maintenance & insurance – all of which will require further investigation. Co. Cllr. Spratt requested that details of the project
are forwarded to him & suggested that SNC may also be willing to will assist with funding grants. The Chair thanked Mrs. Steer
for attending.
Members of Public – Debbie Elms + residents spoke regarding the change of use to the old surgery. Their understanding is that
the PC own site, the residents have several concerns regarding the proposed fish & chip shop. Traffic being a major issue increase in vehicles on an already busy stretch of road, damage to kerb edging, deliveries, increase in lorries through the village,
parking is difficult for residents without the additional traffic at the fish & chip shop, visual access for road users impinged by
parked vehicles; road safety for pedestrians, particularly children going to school; increased litter, in turn attracting more
vermin; youngsters hanging around, particularly in the evenings; odours – H & S report required, inadequacy of filter system;
healthy eating issues; livelihood of mobile chip owner. The PC acknowledged these concerns & thanked the residents for
bringing these issues to their attention
The meeting was reconvened at 20.05
199. To consider accepting apologies for absence - Cllrs. Mason & Moore, PCSO Burgess - approved
200. To approve the minutes of the last meeting held on 9th February 2015 - approved – proposed Cllr. Blacker,
seconded Cllr. Ambrose
201. To receive any declarations of pecuniary and other interests from members on any item to be discussed – none
202. To discuss matters arising from the minutes of the last meeting – for information purposes only incl.

Children in Care Project – it was agreed that this gave a sense of history to the village community. The financing of the
project, ownership, maintenance of garden & sculpture were concerns & further detail needed to be sought to define

boundaries. It was agreed that Cllr. Blacker & Davy would arrange to meet with Mrs. Steer to clarify the situation. It
was noted that the Reading Room had been built by Brandreth’s.
Tree surgeon – the work had been carried out successfully - firewood & chippings been collected by members of the
parishes
203. To receive the Monthly Financial Report from the RFO, including notification of payments made over the last
month




Figures – payments – SLCC fee still outstanding, Cllr. Davy is trying to clear everything before 31st March
Outstanding invoices – net result would have left a negative effect, premises licence paid & additional costs for
change have been paid
Caretaker – due to ill health has only claimed two weeks at six hours,
Audit – requires a review of financial orders, asset register requires checking – Cllrs. Adlam & Ambrose agreed
to carry this out
Domestic rating for the old surgery is £12,480.00, monthly - once there is a tenant, it will be part of their
responsibility; the fee needs to be paid whether the building is occupied or not
204. To approve the grant to Dickleburgh PCC - approved £500, proposed Cllr. Clarkson, seconded by Cllr. Blacker
DRPC has the power to maintain closed churchyards under the Local Government Act 1972, s.215
205. To receive & discuss the Clerk’s Report where appropriate – received & approved

several residents contacted the Clerk to express their concerns at the planning
application – traffic issues were raised, covenant details of the gift of the building to the village – were amongst the
queries raised

206. Planning Applications as received from South Norfolk Council:
a. Planning Application - 2011/2061 Green Meadows - change of name – it was resolved to recommend approval
b. Planning Application 2014/ 2576 - 9 Rectory Road – change of use – query was raised as whether as landlords the PC
can offer view/is this a pecuniary interest – Clerk to clarify; Concerns expressed by residents were discussed at length
- the dilemma of footfall, which will cause various problems, as outlined earlier – particularly the traffic issues for
immediate residents, the need for a Highways report are valid; ventilation/filter system could be moved to a less
intrusive area – there are solutions to some of these problems. Providing the PC are allowed to comment, agreed by a
majority vote in favour of the application, that the submission to SNC would express the serious reservations felt by
the residents needed to be dealt with satisfactorily
c. To consider any application which may have been received prior to the meeting & which the Councillors have
previously been informed
207. To receive consultees reports of planning decisions made by SNC:
a.
Planning Application 2015/0061 - Low Brook House, Semere Green Lane, Dickleburgh - variation of condition 3 of
planning permission 2003/0177 – to allow annexe to be used as a 1 bed holiday let from March 2015 - approved with
conditions 27.02.2015
207. To receive information & take any necessary action regarding the Doctor’s Surgery – see Public forum & agenda
item 206b
208. To consider Crime Prevention Report relating to the football shed – the site had been visited by PC Turner & PCSO
Burgess, who had sent an Environmental Survey of criminal damage to the site in the form of a criminal prevention
report. Line marking machine, spray cans, white paint had all been taken from inside & used around the playing field.
A criminal number was issued 4775/15, various options are still being considered – improving the current shed or the
purchase of another container
209. To receive information regarding the New Club at the Village Centre - Michael Wilby has signed a rental agreement
& paid the first month’s rent, he hopes to open at the end of March. The name of the venue is to be confirmed. The
Dickleburgh Crown have spoken with Cllr. Clarkson offering assistance/collaboration to Mr. Wilby if required
210. To consider the information & take any necessary action regarding the Bowls Club - the Village Centre met with
the Chair & Treasurer & are waiting for further information. The Club has been busy preparing for new season.
211.
To consider & take any necessary action with regard to car parking on the Parish Council site - it was noted that
there had been some new walking signs have been erected by the School, further discussion ensued around parking &
possible sites; there have been two issues in Millers Drive, within 10yds of the junction of disturbances early in the morning.
The problem of parking has moved up the road, to in front of VC - Action - Clerk to contact School, to re-consider a followup meeting.
Letter received by Dist. Cllr. Wilby - parking on Rectory Road, it was agreed that the matter should be for those concerned to
approach the neighbours initially, if this fails to contact the police or NCC
212. To consider further work on the Graveyard project – agenda item for April
213. To consider the PCSO Match Funded Partnership scheme produced by Norfolk Constabulary – Clerk had contacted
Leigh Jenkins – the cost would be £16,782 & would fund additional capacity to match the current post. Discussion
around the information concluded that it was expensive, other PC’s could be invited to create a neighbourhood group,
however as money is allocated from the Council Tax, it was agreed not to pursue this further. Action - Clerk to contact
Leigh Jenkins
214. To receive matters of information from Councillors : Cllr Blacker – the barking dog crisis had been dealt with; footpath signs – a day’s work for Robbie Loynes - £90.00 some posts need to be replaced, others to be re-dug in, Terence to drop a note/speak to Duncan West asking his
drivers to take more care with footpath signs; Litter pick - James Richards had been contacted but no reply
received - Cllr. Ambrose & Blacker agreed to organize one for each village - Action - Clerk to contact SNC ; wind
farm decision – TCI have not appealed & have also withdrawn appeal from Hempnall, unsure as to whether this is
the end of the saga

Cllr Davy – the road sign arm that is broken off has been reported & will be mended at some point; Brian Leeder is
unwell; Cllr Adlam will approach the new business & ask him to lay the turf on the mound next week; Cllr Davy will
seek some clarification of situation – the PC expressed their concerns for Brian’s health & work schedule & make
interim arrangements where necessary; Cllr Davy offered to continue to prepare the accounts for both the VC & PC
for forthcoming year - his offer was much appreciated by all Cllrs.
