MINUTES – PARISH COUNCIL MEETING HELD ON MAY 21ST 2015
Chairman read out a statement regarding the possible recording of meetings. Chairman
proposed that the item under 3e) Hawley Pavilion be discussed ‘in camera’ due to legal
matters involved.

It was proposed by Cllr. Armstrong, seconded by Cllr. Thurlow
and agreed by all to approve as a correct record minutes of the meeting held on 16th
April 2015

Revised wording to include email protocol. Agreed by all by a show of
Election 2015
Concerns were raised as to the smooth running of the election at the
two polling stations in this parish. Both returned very high numbers of rejected ballot papers.
Clerk to send report to the Returning Officer DBC outlining these concerns.
Cap Build Fund
It was agreed to submit a bid for funding to continue the handyman
scheme run in conjunction with Bean & Darenth PCs.
Streetlighting
Smythe road.
It was agreed to accept the quote, £1435.50, for works to the column in
Sports Pavilion & Rec Grounds
Surface damage by a quad bike. Fallen tree removed.
Members discussed the quote (£1000) received for laying the vinyl floor. FC Sutton Dynamo
awaiting a second quote but it was agreed by all to allow up to £1000 for laying this flooring.
Jubilee Field
Locked gates have meant recent access problems have resulted in the
grass not being cut, however these are now hopefully resolved as keys to the lock have been
obtained from the landowner of the trackway.
Hawley Pavilion
Matter discussed ‘in camera’.
Allotments
Community Payback team have been working at Chapelfields and
successfully cleared several unrented plots.

Parish Councillors Report
Cllr Armstrong informed members that the school crossing patrol Mrs Blendell retires in
June. The Community Coffee Shop project is still looking for premises.
Cllr Rogers reported on the continuing flytipping in Ship Lane which is also reflected in
Church Road.

Clerk’s Report
Small cherry tree in burial ground to be removed as its roots are now encroaching into grave
spaces possibly causing ground movement. Large branch of main conifer removed as it was
broken and hanging over the highway.

Questions from the public & press
Comment made regarding Paramount development and the possible effect on this parish.
The Chair presented outgoing councillor Paddy Mills with a plaque commemorating 18 years
service to this council.
Borough Matters
Cllr Thurlow informed members of future events in Central Park, band
concerts, cinema shows, Shakespeare in the Park and the Dartford Festival 18/19 July. The
Natural Theatre is nearing completion.

PLANNING

Rear of 30 Shirehall Road, Fronting Mill Road, Hawley
Outline application for erection of a detached bungalow.
Members have concerns
re parking issues in both Shirehall & Mill Roads which may result. This area is already
severely congested and there is currently insufficient on road parking.
The Greyhound 58 Main Road, Sutton-at-Hone
Erection of two storey rear extension and alterations to roof to provide dormer windows in
front elevation and dormer windows with Juliette balconies in rear elevation and dormer
windows to both side elevations to convert property to 6 x 2 bedroom self contained flats
with associated alterations to elevation and provision of parking, cycle rack, refuse store and
amenity land.
Members had no concerns apart from query as to number of allocated parking spaces.
Members then went in camera to discuss the item regarding Hawley Pavilion Lease
There being no further business the meeting was declared closed at 9.40pm
