PURPOSE:
The Reference Material submitted in this document is provided as background material for the proposed TR41.1 subcommittee
update of the TIA-689 Standard. The material provided projects proposed modification to Part 68 and Part 64 of FCC rules and
Regulations that encompasses methods of support of Enhanced 911.
BACKGROUND:
In March of 1999, the National Emergency Number Association (NENA) convened a committee, with Mary Boyd, Lucent
Technologies as its chairperson, to develop model legislation for the promotion of support of Enhanced 911 throughout the United
States. The committee consisted of members of NENA, public safety representatives from various states, user representatives and
various Multi-Line Telecommunication System (MLTS) manufacturers.
The efforts of the committee resulted in a consensus agreement between members of the committee regarding MLTS support of
Enhanced 911 and proposed changes to Part 68 and Part 64 of FCC rules and Regulations.
Iwatsu America, Inc. participated in the committee activities as a representative of the Multi-Media Telecommunications Association,
a division of TIA (and now fully incorporated in TIA as a result of the Jan. 1, 2001 re-organization of TIA). The committee’s
conclusions were in turn endorsed by members of the MMTA Government Relations Committee (now the UPED Regulatory Issues
Working Group), which consists of various MLTS manufacturers (some of which are members of the TR41.1 subcommittee) and
resellers.
Previously, Iwatsu America submitted the NENA Proposed Modifications to Part 68 and Part 64 of FCC rules and Regulations as
background material to the committee. Upon submission of the proposed modifications by NENA to the FCC, the FCC requested
further clarification of the submission. The Reference Material provided was subsequently prepared by NENA and submitted to the
FCC. The Reference Material is under review by the FCC at this time.
USEFULLNESS TO THE COMMITTEE:
The Reference Material supplied reflects the current opinion of the safety community and manufacturers of MLTS of the NENA
convened committee. It is technology neutral and leaves open future technology and standards for the support of Enhanced 911. It
does suggest alternative measures of Enhanced 911 support as well as implementation measures making use of today’s technology
in various fashions. It introduces new terminology and definitions, the intention of which is to become universally adopted and
accepted.
