Alaska Commission on Post-Secondary Education TEACHER EDUCATION LOAN PROGRAM The Teacher Education Loan Program was established by the Alaska Legislature to encourage rural Alaska high schools graduates to pursue teaching careers in rural elementary and secondary schools in the state. The maximum award is $7500. The loan may be used for tuition, room and board, books and transportation costs. In order to be eligible to apply for the Teacher Education Loan (TEL) the following requirements must be met: 1. be an Alaska high school graduate; 2. be enrolled or plan to enroll in a bachelor's degree program in elementary or secondary teacher education or in a teacher certification program. Loans may be awarded for a maximum of five years of undergraduate study. Full-time status (12 credit hours per term) in an eligible degree program and satisfactorily academic progress according to the institution's standards must be maintained for eligibility. Students cannot receive a Teacher Education Loan and an Alaska Student Loan simultaneously. The Teacher Education Loan may be eligible for forgiveness benefits up to 100 percent of the total loan if after graduation, they are employed as teachers in a rural elementary or secondary school and meet Alaska Student Loan Program conditions. The Alaska Commission on Post-secondary Education will allocate new loan awards annually for Teacher Education Loans each January to schools districts, giving preference to rural districts. "Rural" means a community with a population of 5,500 or less that is not connected by road or rail to Anchorage or Fairbanks or with a population of 1,500 or less that is connected by road or rail to Anchorage or Fairbanks. The local schools districts will select loan recipients based on high school academic performance and the student's intent to enter a teaching career in a rural area of the State. Teacher Education Loan application forms will be sent only to nominated recipients by the Commission for completion and submission by July 1. Applications are not available for general distribution. According to state statute, the following criteria must be used in selecting loan recipients: a. A student must: 1. be a graduate of a public or private high school in Alaska, with sufficient credits to be admitted to an accredited college or university;* 2. be, or plan to be a full-time student in good standing during the period for which funds are requested. Academic good standing is determined by the institution the student attends; 3. attend a school which is approved or accredited by a national or regional accrediting association; 4. be, or plan to be enrolled in an elementary or secondary teacher education baccalaureate degree or fifth year teaching certificate program;** 5. not have had Alaska student loans for more than five undergraduate school years; and 6. not be delinquent or in default on a prior loan(s) or past due in child support obligations.' 7. Meet the conditions set by the student's local school board with respect to the district's requirements for teachers in particular subject areas. b. A local school board shall select Teacher Education Loan recipients giving a preference to student's from rural schools who meet the qualifications for a loan and taking into account the student's academic records.
