Strategic purpose statement
The infrastructure works industry manages large, complex
projects, involving large budgets and resources. Infrastructure
companies employ project managers to ensure that projects are
executed and delivered to contract specifications. The project
manager is ultimately responsible for the success, or failure of
the project.
The purpose of this qualification is to provide the infrastructure
works industry with people who have the attributes and technical
knowledge and skills to effectively scope, estimate, procure,
plan, manage and lead the successful delivery of infrastructure
works projects.
Graduates will be capable of working at a high level
autonomously, ensuring that infrastructure works projects are
delivered to contract specifications; on time, on budget and to the
required level of quality.

Graduates of this qualification will be able to:

implement and inspect quality, and health, safety and
environment procedures

lead infrastructure works projects.
This qualification can stand alone, or be part of the infrastructure
works pathway.
It builds on the New Zealand Certificate in Infrastructure Works
(Site Supervision) (Level 4) [Ref: 2617] qualification, and leads to
the New Zealand Certificate in Infrastructure Works (Contract
Management) (Level 5) [Ref: 2618].
Upon completion of this qualification, graduates may wish to
consider other relevant qualifications, such as the New Zealand
Diplomas in Business and Project Management.

Graduates of this qualification will likely be employed as project

This qualification will be awarded by the accredited organisation
with whom the graduate has been enrolled.
The certificate will display the logos of the NZQF and the
accredited organisation.
Evidence requirements for
managing consistency
Each TEO is responsible for deciding what specific evidence it
will provide to demonstrate how well its graduates meet the
graduate profile outcomes at the appropriate threshold.

The following is core evidence may be provided for
NZCIW(SS) L5 consistency reviews:
Internal and external moderation processes and results
relating to the assessment of graduate outcomes.

Feedback and actions taken by the TEO in response to
feedback.

Programme completion data and course results.

Post graduate surveys (which must include survey of
graduates and employers).

Any other relevant evidence.

Credit transfer and recognition of
prior learning arrangements
TEOs delivering programmes that lead to the award of this
qualification may transfer credit and recognise prior learning in
accordance with their own recognition policies and procedures.
Credit transfer will be automatic where assessment standards
are used for assessment within programmes of study or training
leading to this qualification.
Recognition of current competence (RCC) acknowledges the
skills and knowledge from work and experience, or from courses
of study undertaken. Assessment of RCC may be conducted by
an assessor appointed by Infrastructure ITO, or by an
organisation with consent to assess.

Conditions for programme
context
TEOs offering programmes leading to this qualification must
maintain currency with amendments to, and replacements of,
relevant legislation, regulations, rules, and Australia/New
Zealand standards for bituminous product manufacturing.
Infrastructure works projects includes project managing multiple
sites and/or large infrastructure works projects. It may include
projects in sectors such as civil works, roadmarking, surfacing,
utilities, or rural contracting.

Replacement information
This qualification replaced the National Certificate in Infrastructure Works
Supervision with optional strands in Civil Plant Management, Civil Works,
Pavement Surfacing, Roadmarking, Road Works, and Rural Contracting
(Level 5) [Ref:1659]
The last date for entry into programmes leading to the replaced qualification is 31 December 2016.
The last date for assessment for the replaced qualification is December 2018, at which time it will be
designated as discontinued.
People currently working towards the replaced qualification may either complete the requirements for that
qualification by 31 December 2018 or transfer to this qualification. However, there are substantial
differences between the new and replaced qualifications, and it is recommended that candidates
complete the qualification in which they are enrolled.
It is the intention of the Infrastructure ITO that no existing trainee should be disadvantaged by these
transition arrangements. Any person who considers they have been disadvantaged may appeal to the
Infrastructure ITO.
