SUMMARY
This position may be based in the Ahtna Environmental Inc. (AEI) office in Pleasant Hill CA, Monterey CA or our San Antonio TX
office. Home base location is flexible. Supports the Senior Project Manager(s) in conducting gathering, evaluating, transferring and
reviewing federal environmental data from military installations nationwide. The Site Lead will utilize their knowledge of the
CERCLA and RCRA processes to participate with and guide Installation Support Teams (IST) in all aspects of data gathering, data
validation; provide the ISTs with current Installation Action Plan (IAP) guidance and Headquarters Army Environmental Systems
B (HQAES) database systems; and serve as expert resources to answer questions from the ISTs. They will be responsible for
supervising and cross training of the ISTs, via all-hands meetings and weekly team conference calls and identifying quality issues
that arise during the course of work. The Site Lead will assists and train Army facility personnel in the collecting, synthesizing and
documentation of data from investigated areas and assisting in the preparation of Base-wide environmental data bases and
Installation Action Plans (IAP). The job involves extensive travel to multiple locations.
ESSENTIAL DUTIES AND RESPONSIBILITIES – Including, but not limited to:











Provides guidance, support, instruction, direction and leadership to a group of other individuals
Conduct and oversee in accordance with state and federal regulatory guidelines and as directed by project management
staff data gathering, data entry assistance, and IAP Support for the Army Cleanup Programs nationwide
Able to direct discussion, maintain focus on the agenda, fulfill meeting’s objectives, and facilitate stakeholder involvement
Sensitive to the audience and the issues being discussed.
In-depth knowledge of the BRAC and Active/Excess programs and aware of specific issues related to each program area
Prepare technical evaluations of environmental data using written guidelines, checklists, and QC reports
Adhere to schedule and financial objectives as specified by project management
Control time and expenditures to achieve project goals
Identify and evaluate corrective actions for individual or groups of sites
Update job knowledge by reading historical documentation, publications; and other information specifically related to
applicable disciplines
Enhance company and organization reputation by accepting ownership for the team performance and adding value to
assigned tasks
Assist Army installation environmental staff in data collection, and evaluation and review of data collected in support of
environmental restoration objectives
Provide guidance, support, coordination, and oversight to written project documentation
Prepare charts or graphs from data samples, providing summary information on the environmental relevance of the data
Follow data collection methods to be employed in data gathering activities
Meeting safety responsibilities and goals
Achieving quality requirements
Understanding best management practices as they relate to environmental investigations
Implementing process improvement, and tracking and reporting on changes to scope and schedule
Initiate contact with installation staff to explain process and dates, and determine level of support required (sets baseline
for tracking). Responsible for all coordination with the installations that is necessary to support data gathering efforts.



Conduct site visits and issue site visit trip reports
Conduct QC of memorandum for record (MFR), HQAEC database, and IAPs; make modifications based on QC feedback
Conduct data validation calls, iissue validation after action reports (AAR); aaddress action items; and iissue validation IAP

QUALIFICATIONS
REQUIRED:









Bachelors’ degree in physical or environmental science
Ten years or more of experience conducting environmental investigations and reporting.
Knowledgeof environmental restoration phases under the CERCLA\RCRA; associated study, restoration, and long-term
management (LTM) technologies; Defense-State Memorandum of Agreement funding program requirements; and all DoD,
Army, and USAEC restoration guidance. Ffamiliar with exit/ramp-down strategies, five-year review requirements, land use
controls, stakeholder involvement and MMRP requirements
Must be able to work in a high paced, demanding work environment with deadline driven schedules with the ability to
organize work priorities.
Must be able to have clear and concise written and verbal communication skills.
Must have the ability to understand construction specification requirements.
Must be able prepare accurate and complete submittals, work plans, documentation, regulatory forms, and
correspondence.
Enthusiastic and motivated, sincerely enjoy contract/administrative work and maintaining excellent customer/client
relationships.
Must possess exceptional organizational skills to enhance timeliness and efficiency as well as knowledge of filing and
updating records.
Capable of working independently as well as with varying levels of personnel and work disciplines to accomplish a team
atmosphere.
PREFERRED:






Experience with working for Army Environmental Command (AEC)
Knowledge of laws, legal codes, government regulations, executive orders, and agency rules governing environmental
restoration projects and programs.
Knowledge of the practical application of database management.
Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to
problems.
Identify complex problems and review related information to develop and evaluate options and implement solutions.
Combine various sources of information to form general rules or conclusions (includes finding a relationship among
seemingly unrelated events).
WORKING ENVIRONMENT
The work environment characteristics described in this job description are representative of those an employee encounters while
performing the essential duties and responsibilities of this job. Generally indoors, while outdoors may be subject to site conditions,
changes in temperature, weather conditions and noise levels.
PHYSICAL DEMANDS
Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces
of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance,
along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional
use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds
such as small office equipment, files, stacks of paper, reference and other materials.
Work is performed in an office setting with ability to speak and receive phone communications often. Work requires computer usage
with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment.
Moderate travel required to shareholder communities, subsidiary offices and other locations as needed.
