Process
All teachers are given a copy of the RTI Quick Reference Guidelines.
Tier I students:
All students have a blue (student information folder). This folder holds performance data for
all subjects and writing samples with rubrics attached.
Work samples provide a snapshot of the student’s abilities but do not substitute for data.
Tier II Students:
Tier II students have an ELF folder (green). This folder holds tier forms, data, writing samples
with rubrics attached, and any documents demonstrating data.
The RTI Review Team meets at the end of each 9 week grading period to review data and
determine if a sufficient amount has been collected by the teacher. This team determines
(based on the data available) whether the student needs to move on to Tier III. The student
may need to remain in Tier II with interventions redesigned.
Tier III students:
Meetings are conducted with SST Team (AP, counselor, classroom teacher, parent, and
additional support staff if needed).
Meetings are held every 4-6 weeks depending on the area of concern. The teacher continues to
keep data in the student’s ELF folder and is required to bring it to all scheduled SST meetings.
Meeting notes are taken on SST Meeting Minutes forms.
Meeting minutes and Tier III forms are copied, given to the classroom teacher and Placed in
the ELF folder. The parent/guardian is also given a copy of the meeting minutes. All documents
are also added to the SST folder.
Tier IV students:
If a student is referred to Tier IV, the SST folder (containing all ELF data) is given to the
appropriate staff member (Psychologist, SLP) to continue the process. The AP (SST
Coordinator) is responsible for submitting the Electronic Referral Form to ECS. A copy of the
form is also emailed to all other necessary parties. All necessary documents are collected and
placed in the SST folder before it is passed to the appropriate staff member (Psychologist).
Electronic copies of documents are sent to the Psychologist.
Interventions are continued and data continues to be collected during the testing process.
R.T.I. Quick Reference Guide
After a teacher has developed concern for a student in the areas of Speech, Math,
Language Arts, Reading, Writing, or Behavior (based on results from universal
screeners) follow the steps below.
Step



One:
Complete Tier I Universal Screeners
Provide Standards Based Classroom Instruction
This tier includes regular classroom instruction that teachers provide for ALL
students.
 Remember the text book series does not drive instruction, it is a resource.
Step Two:
 If the Tier I instruction is not having an impact on the student’s performance
after 4 weeks, interventions need to be implemented and the child should be
moved to Tier II.
 The teacher may consult the AP at any time for assistance with interventions or
to discuss data and determine if Tier II interventions are needed.
Step Three:
* Tier II Motto- NO DATA NO TIER!
 Complete Tier II Progress Monitoring Graph form.
 When writing your goal, make SURE it is clear and measurable (use % when
possible).
 Example: Amy will produce the initial sound “S” 80 % of the time when given 10
words that have the initial “S” sound. She will get 8/10 words correct.
 Progress monitor the child on a regular basis. ( weekly, bi-weekly)
 Keep all records of progress monitoring screeners: baselines and probes.
 Date everything!
Step Four:
 If the intervention is working, continue the intervention and progress monitoring.
 If after reviewing data it is determined that the student is NOT making
adequate gains after 4 to 6 weeks of the interventions (that have been done with
fidelity), the teacher will set up a meeting with the AP. The goal for this meeting
will be to discuss refining current interventions, developing new interventions. or
moving the student into Tier III.
Step Five:
 If adequate data has been collected and it is determined that the student needs
to move to Tier III and into SST, an SST meeting will be scheduled.
 The teacher will complete a Student Support Team Request Form.
 The teacher will send home an SST invitation. When receiving a reply to the
date, the teacher will then write a reminder in the agenda the week before the
scheduled meeting.
 ALL interventions will continue and progress monitoring data will be recorded on
the progress monitoring graph.
Step Six:
 An SST meeting will be held and Tier III Intervention Forms will be completed.
 During this step the intervention will be determined and a plan will be developed
to collect the data needed.
Step Eight:
 After the intervention is implemented for a reasonable amount of time (typically
6 weeks), a 2ND review SST meeting will be held to update the Tier III
Intervention Form.
Step Nine:
 If the student is showing progress, the intervention will continue, if appropriate.
 If the student is NOT showing progress, another intervention will be selected
and the SST Team will consult the School Psychologist to discuss case data and
the possibility of a psychological evaluation.
Step Ten:
 Scenario Number One – The interventions show the student is not making
adequate progress; student is referred for a psychological evaluation.
 Scenario Number Two- The interventions show the student is making adequate
progress, student continues in SST.
