To approve as a correct record the Minutes of the previous meeting held 14th July 2015 Resolved: that the minutes of the meeting held on 14th July 2015 were approved and signed. 4. Matters arising from the Minutes –. Clerk had arranged for the removal of the envelope of papers held at Nat West Bank and would retain these with other important papers for the future. Computer for council use – MCC had advised that they did not have anything available. Vision in Abergavenny had quoted £269 for their cheapest new laptop + £30 approx to transfer data to new machine. OVW had confirmed no assistance available to help with purchase costs.it was RESOLVED: Clerk authorised to purchase a suitable laptop at reasonable expense from Vision which would belong to the council. 5. Reports Rural Housing: - Clerk had chased Mr David James in the last few days, but he has received no further news during the summer. He will continue to chase up the matter over the coming weeks.Rural forum: The last meeting had been cancelled. Police – Not in attendance. Cllr A Watkins had attended the meeting arranged by our PCSO Joe recently along with some local residents. Speeding issues were reported and a further meeting will be arranged in a few months’ time. Cross Ash School: Cllr Tony Watkins reported that no meetings had been held over the summer. Churchyard. – No report as Cllr Ellaway not present. 7. Correspondence MCC – notice of removal of 2 portions of hedgerow on lane at Pen y Coed Cottage. No permission needed. MCC – consultation notice on draft Primary Shopping Frontages under LDP received. OVW – details of 9 motions being put forward at AGM in October received. Shelter Cymru – letter providing financial information received. MCC – consultation on conservation area appraisals. APPROVED DC/2015/00656 – Jubilee Cottage, Penrhos – kitchen extension – APPROVED DC/2015/00631 – Yew Tree Cottage, Wernrheolydd – demolition of asbestos cement building and replace with car port and store – APPROVED – and acceptable discharge of conditions notified. DC/2015/00494 - The Onen – portal framed agric. building – APPROVED DC/2015/00826 - The Coach House, White House Farm, Llantilio – lean to extension, wooden garage, partial loft extension etc - APPROVED Applications considered by the Council: DC/ 2014/01462 – Listed building consent and Planning Permission DC/2014/01464 for Pentwyn Farm, Llanarth Road – conversion & alterations of farm buildings to form 6 new dwellings (4 holiday lets and 2 houses) and construct new biomass boiler. Papers sent to Cllr C Lewis and after councillors had considered the plans no objections were raised. Clerk reported that Approval recommended. DC/2014/ 01466 – Listed building consent and DC/2014/01463 Planning Permission for Pentwyn Farm, Llanarth Road – conversion of existing building into residential unit for holiday let. Papers sent to Cllr Chris Lewis and no objections were deemed necessary. Approval recommended. DC/2015/00826 – planning permission for The Coach House, White House farm, Llantilio – lean to extension to rear, wooden garage, changes to garden perimeter walls and partial loft conversion. Papers sent to Cllr O’Connor who confirmed no objections and Approval to be recommended. DC/2015/00696 – planning permission for Orchards, Llangattock Lingoed – first floor extension, single storey link extension and internal alterations. Papers sent to Cllr Tony Watkins who had confirmed there were no objections. Approval recommended. DC/2015/00930 – discharge of condition 2 of planning permission DC/2014/00960 for Pentwyn Cottage, Penrhos. Application regarding siting of approved bat box for earlier permission. DC/2015/01024 - Planning permission for Little Llyfos Barn, Brynderi road – erection of small field shelter for lambing and hay storage. This was considered at the meeting and no objections were raised. Clerk to inform Planning that approval was recommended. Consultation response on MCC’s Conservation Area Appraisals relating to our area – Cllr A Watkins had attended the exhibition in Abergavenny last week and our conservation area proposed to be extended only to include the pond to the east of Court Farm. As this was only a very small alteration it was not considered necessary to make any formal response to the consultation which runs until 31st October. 9.Highways 13.5 road passing Heald Farm is in poor condition and needs attention. 10.
