Bringing Forward the Start of Emissions Trading
I certify that I approved the Options Stage Regulatory Impact Statement (RIS) concerning bringing forward the start of emissions trading prior to Cabinet’s consideration of this issue on
Monday, 8 July 2013 (copy attached) on the basis that I am satisfied that the RIS meets the
Government’s best practice regulation requirements, in particular that:
 the problem being addressed and the objectives of government action are well articulated;
 a range of feasible options, including regulation, no regulation or light-handed regulation and do nothing, have been considered.
I further note that the draft Options Stage RIS had been provided to the Office of Best Practice
Regulation before the Cabinet’s consideration of this matter.
