Implementation Approach
The following tables outline priority projects that are completed, underway or planned. Attention
has been given to both the urgency of the project – its purpose and timing - as well as projects that
addressed shortfalls in facilities and resources prior to the series of earthquakes (e.g. indoor courts).
Temporary or transitional developments to replace immediate loss will still enable residents to
return to participating and excelling in their chosen sport or recreation.
Projects have been assigned priority by considering:
1. The degree to which current and anticipated need will exceed facility and space provision.
2. The number of people currently affected and anticipated to remain affected into the future.
3. Importance to Cantabrians.
4. The degree to which the project is aligned with stakeholder planning for greater Christchurch.
5. The degree to which proposed development meets industry best practice.
To be considered against these criteria, three conditions have been placed upon all proposed
development:
1. The given proposal must be supported by verifiable facts and research, to promote decisionmaking based on consultation with the needs of people and their communities.
2. The need identified could only be met through land or facility provision – that is, all other
options, including co-location, partnerships and sharing resources with complementary
facilities and organisations, have been explored.
3. There must be evidence that strategic planning has been undertaken. Proposed developments
must be considered within long-terms strategies of sport and recreation at a regional and
national level, and be responsive to appropriate research and demographics.
Progress to Date
The series of earthquakes that began 4 September 2010 caused critical loss and damage to the sport
and recreation infrastructure in greater Christchurch. A number of the region’s most important and
utilised facilities were damaged beyond repair or required significant renovation. In addition,
walking and cycling tracks, sports venues for major events, flat water spaces and school sports fields
were rendered out of action.

To date, progress has been made, with immediate and transitional facilities to ensure that sport and
recreation remains active and viable. These and other recovery strategies have seen sport and
recreation return to 95% of its level prior to February 2011. They have included the opening of the
Graham Condon Sport and Recreation Centre, repairs to full capacity of Cowles Stadium, the opening
of a new aquatic centre in Rolleston and the establishment of Apollo High Performance Sports
Centre at Jellie Park.
Planned
Within the next five years, sport and recreation facilities and spaces in greater Christchurch will
return to the capacity that they previously occupied. Crucial to this is the completion of a number of
anchor projects tabled in the Central City Recovery Plan - the Metropolitan Sports Facility, the
Rectangular Stadium, and widening of the banks of the Te Papa Ōtākaro Avon River as an inner city
precinct. These projects will be accompanied by major projects from the Selwyn District Council and
Waimakariri District Council. These include the Foster Recreational Park in Rolleston, and
development of a multi-use indoor court and community facility in the Waimakariri District.
However, singling out a number of specific projects betrays the vision and tremendous opportunities
that sport and recreation provide in the long term for greater Christchurch.
The following programme of work will change the experience and expectations of greater
Christchurch residents for the next 30 years and beyond.

Looking to the Future
Greater Christchurch will be recognised for world-class sport and recreation opportunities with a successful implementation of Spaces, Places and People.
This would reflect facilities and spaces that see more young people and adults engaged with sport, in ways that impact on confidence and wellbeing.
Responsibility for the timing and implementation of the projects that make up this strategy over the next thirty years will reside with individual councils,
and other providers and stakeholders.
The period from 2014 to 2018 will see the initial stages of the development and/or completion of the central city anchor projects. Feasibility studies will
determine the design and mix of sport and recreation activities. This will encompass research undertaken or contracted by councils, sports organisations
and/or relevant stakeholders. The timing and priority for individual projects may change as external factors impact, such as the Long Term Plan and Annual
Plan deliberations of each council. During the feasibility studies for these projects, care should be taken to:

Ensure that decisions, based around the selection of an optimum site or location, are informed by appropriate research (short and long-term) to meet
the best needs of the sport sector and community.

Choose the facility components that best complement the development, taking into account existing resources and facilities, and ways in they enhance
the delivery and experience of sport and recreation in greater Christchurch.

Provide for easy access, giving consideration to public transport, bus and train routes, as well as parking.

Moderate costs, taking into account the rationalisation of facilities and resources (in association with other councils in greater Christchurch) and
existing resources, as well as the opportunity to establish partnerships with other organisations within the sport sector and business community.

1.1.
Identification of future trail network development for Canterbury
1.
Develop a City to Surf or Source to Sea route following along the Avon River corridor to the Estuary with
opportunity for both wide paved pathway and a chip surface pathway (possibly on both banks).
2.
Re-instatement of existing tracks along the Avon River.
3.
Develop a branch to Sumner (including the proposed Memorial Coastal Path also potential route down
Worcester St and following the Linwood Canal to the Estuary and on to Sumner).
4.
Enhance branch to South New Brighton and Southshore.
5.
Continue development to follow the coast to the north and linking to the City to North trail via Bottle Lake
Forest Park and to the Waimakariri River southern bank corridor.
6.
Re-opening Sumner Road, Evans Pass and Summit Road as well as existing tracks on Port Hills .

Styx Source to Sea – from the headwaters of the Styx River to the Estuary.
8.
Develop Head to Head Walkway – a route around Lyttelton Harbour from Godley Head to Adderley Head.
Some sections will be shared use. The track will be of varying degrees of difficulty depending on terrain.
9.
Perimeter Walkway – partly bikeable. Alignment of routes through West Melton Reserves and
Waimakariri River Regional Park have been planned. Planning of link between the Reserves and
Prebbleton in early stages. Opportunity to accelerate and complete relatively quickly. Heathcote Source
to Sea – from the headwaters of the Heathcote River to the Estuary.
10. Develop Akaroa Walks– a number of potential walking routes have been identified on Banks Peninsula,
mainly on unformed legal roads.
11. Development of Chaneys Plantation as a potential walking/cycling venue
12. Another opportunity is expanding the network of trails along the top of river stop banks as has been
developed at Kaiapoi. Stop banks usually provide good views of the surrounding country and river, if
somewhat exposed to wind. A significant network of stop bank trails have been developed in the Hawke's
Bay with a loose chip surface. This will also enhance use of the Waimakariri River Regional Park which is
the largest park in Greater Christchurch.
13. Develop City to North trail to follow the main trunk railway line north to Rangiora and linking to the
central city via Hagley Park.
14. Develop City to the West trail following the main trunk railway line south to Rolleston linking to the
central city via Hagley Park
15. Develop a mountain bike park on a lower risk area of the Port Hills with an intensive network of tracks. 1
16. City to Port Hills - route to be identified (a number of walking routes connect to the Port Hills via the MidHeathcote River)
17. City to Lakes - opportunity to follow the established cycle trail to Lake Forsyth and branch to Lake
Ellesmere but route of city section yet to be identified.
18. City to North West / McLeans Island
19. City to Harbour - route to be identified
20. A mountain bike trail from the headwaters of the Waimakariri to the sea through the Waimakariri
Regional Park.
21. Extension/completion of the Rail Trail from Lincoln to Motukarara and a link from Lincoln to Rolleston.

The following sites across greater Christchurch require consideration for development as precincts or major
hubs at a regional or district-wide level. Sport and recreation proposals will need to be considered in light of
other potential uses and values of identified sites.
Central
Hagley Park is the premier sport and recreation area in greater Christchurch, and venue for events requiring low-scale
and/ or temporary infrastructure. Development of infrastructure is severely constrained by the Hagley Park
Management Plan. The major changes wrought by the earthquakes make it timely to review the Management Plan to
review ways to enhance the value of Hagley Park for sport and recreation.
East and South East
The Avon River Corridor, including Kerrs Reach, provides a flat water sports training course and associated shore
facilities.
Wilding Park could serve as a regional hub for tennis and possibly other sports as well.
If the land is viable for construction, Cuthberts Green sports fields could be expanded with an outlook to hub
development.
North and North East
Bottle Lake Forest Park could become a regional hub for recreational cycling/walking.
Chaneys Plantation could also become a key area for cycling/walking.
Ouruhia Reserve could accommodate sports fields and other facilities, with an extension to about 30 ha, to serve
northern Christchurch City.
Waimakariri River Regional Park could link to Bottle Lake Forest Park, Kaiapoi and Perimeter Walkway. McLeans
Island has expansive areas of land available to accommodate sports and recreation activities. There is great potential
for sport field development to supplement urban fields/wet weather alternatives.
Northeast Rangiora (Rangiora High School, Rangiora A&P Showgrounds, Mainpower Oval and Maria Andrews Park)
could be considered as an area for further development.
West and South West
Addington Raceway and Rugby League Park could become the major sport and recreation event precinct in Greater
Christchurch, particularly if other facilities and sites are not able to be restored.
The University of Canterbury could link with Jellie Park (the temporary site of the High Performance Sport New
Zealand regional hub) as well as with Burnside Park and/or Avonhead Park, to create a major precinct in the west of
Christchurch City.
Canterbury Agricultural Park and Nga Puna Wai could be further developed for sporting and event purposes.
Riccarton Racecourse could be developed as a horse and dog racing hub.
Ruapuna Park could be developed as a regional hub for motor sports (particularly if motor sports are prepared to
share a hub facility).
Lincoln University could be considered as a potential sports hub, with New Zealand Cricket and other high
performance sport infrastructure.
Rolleston Recreation Precinct could be developed as a district hub (in conjunction with planned secondary school)
The future development of 100 hectares of Council owned land at Templeton for sport and recreation could be
organised as required (sports fields with room for other facilities).
Globe Bay Reserve, Carrs Reserve (once go-karts and greyhounds have been relocated), Fulton Hogan and Wigram
land to be acquired by CHRISTCHURCH CITY COUNCIL .

Denton park as a park that could be more effectively used for sport and recreation
Provision of space in new and growing areas (i.e. SE, NW) for codes that cannot currently get access (i.e. Rugby in the
Halswell area)
In addition to the list above, other opportunities involving commercial land have been promoted to the
LEADERSHIP GROUP and are suggested for consideration as part of downstream feasibility planning for
specific regional hub projects. The Project Group and LEADERSHIP GROUP have not undertaken any
investigation of these sites to date:
Addington Saleyards because it is adjacent to South Hagley Park and is large enough to accommodate a major sport
and recreation development that complements Hagley Park
Foodstuffs Distribution Centre in Papanui as an opportunity to develop a large scale indoor court facility primarily for
community sport along similar lines to the highly successful Edgar Centre in Dunedin
Turners and Growers site in central city
Land in the NW currently owned or overseen by the Christchurch Airport Company and ECAN.
It is likely that development of some additional sites as local hubs will occur through local initiatives.
