CLASS TITLE: ENVIRONMENTAL HEALTH PROGRAM CONSULTANT - SES
ALLOCATION FACTOR(S)
This is professional work monitoring and evaluating the quality of county health department
environmental health programs, and providing technical assistance regarding statewide environmental
health issues to the Health Program Office, county health departments, state and federal agencies,
interested citizens and affected industry. The employee(s) in the position(s) allocated to this class
assist in the formulation and implementation of statewide environmental health program office
procedures and/or rulemaking, which have significant impact on administering environmental health
programs.
EXAMPLES OF WORK PERFORMED:

Provides statewide technical assistance to Department of Health county health departments,
industry and the general public.
Provides interpretations of pertinent public health statutes, rules and statewide policies and
standards.
Confers with consulting engineers, governmental officials, industrial representatives, and
citizens regarding compliance with environmental laws, and applicable department rules and
regulations.
Interprets Florida Statutes and Regulations related to environmental health issues.
Performs administrative and/or technical review of permit applications.
Makes recommendations to program administration for approval or denial of permit
applications.
Assists program administration and regulated industry by providing technical, scientific and
professional guidance.
Coordinates with local, state and federal agencies on specific projects.
Develops and recommends program elements and objectives to administration.
Represents the department at public meetings, permit hearings and workshops.

Assists program administration in developing statewide environmental health policies and
procedures relating to protection and restoration of state resources, and advises Department
of Health county health departments and regulated industry regarding their implementation.
Provides coordination and consultation in the investigation of complaints relating to sources of
pollution.
Assists with the development of legislation and promulgation of environmental health rules.
Develops and implements program evaluation tools to monitor and evaluate ongoing
Department of Health county health department environmental health programs for
compliance with established standards and procedures.
Represents the department in meetings with other state agencies, federal agencies, affected
industry and other parties.
Represents the department on variance review and advisory committees.
Coordinates activities for reviewing and processing of environmental health program variances,
waivers and exemptions.
Assists in the preparation, development and negotiation of departmental contracts with
governmental entities and private industry.
Coordinates the collection of statewide environmental health data for reports.
Serves as an expert technical witness in legal and administrative actions.
Prepares and teaches statewide environmental health training courses.
Performs related work as required.

Knowledge of the terminology, principles and analytical techniques of the physical or natural
