BROWARD WATER ADVISORY BOARD TECHNICAL ADVISORY COMMITTEE MEETING - OCT 16, 2015

A.
South Florida Water Management District (SFWMD) Infrastructure Life Cycle Cost Application:
The goal is to develop life cycle applications to forecast costs and timeframes to refurbish and
replace the district’s 700+ water control structures. There are five major structure classes
(spillways, culverts, weirs, locks and pump stations) which must be treated separately when
making plans. Life cycle capital requirements occur in spikes which echo the original clusters of
infrastructure commissioning in the 1960’s and 1970’s. The goal is to determine the annual
funding level needed to complete the scheduled projects by spreading out the current life cycle
cost spikes over ten years 2016-2026. Priority will be given to those projects that received
inspection ratings that indicated major deficiencies exist. $60 million has been allocated for the
C-5 and the C-4 rated structures. The next step will be to assess risk and the consequence of
failure.
B. United States Geological Survey (USGS) Climate/Storm Water Inundation Model update: The
evaluation of the potential for increased inundation in flood prone regions of south Florida in
response to climate and sea level changes for Broward County is being made by developing and
evaluating realistic models. The modeling is taking into consideration historic rainfall trends and
simulations.
C. Conservation Pays Program Update: The program to conserve water resources in Broward
County has been very successful. The public has been engaged through rebates. Many different
agencies have addressed this program. The program has used community resources to link to
the schools, home owners associations, news organizations, and related agencies.
D. Integrated Water Resource Plan (IWRP) Grant Program Applications: The plan’s goal is to ensure
high quality water supplies that are available in the quantities necessary to meet urban needs.
The strategies used are: water conservation programs, secondary canal integration, aquafer
storage and recovery, wetland rehydration, and the development of alternative water supplies.
The grant projects must meet certain criteria such as 50% cost-share match, cost-effective
solutions, and improved resource sustainability. There were five applications which met the
criteria. A total of $435,000.00 was requested for these projects. The cities of Hollywood
($264,000 with $132,000 requested), Sunrise ($950,000 with $150,000 requested) and Dania
Beach ($20,000 with $10,000 requested) for a total of $292,000. The Board voted to approve
these projects. The IWRP Grant timeline is as follows: projects presented to Technical Advisory
Committee on October 15, 2015, recommendations presented to Water Advisory Board in
November 2015, development of scopes of work Dec/Jan 2016, partner execution of Interlocal
Agreements (ILAs) Feb 2016, present ILAs to Broward Board of County Commissioners in April
2016, and project commencement May 2016.
