APPROVE THE MINUTES OF THE REGULAR MEETING OF APRIL 14, 2015, AND
SPECIAL MEETINGS OF APRIL 21, AND APRIL 28, 2015: Motion was made by Susie
Bagby, seconded by Neita Brandon to approve the Minutes as read. The motion carrying with the

APPROVE THE PAYMENT OF BILLS RECEIVED APRIL 11, 2015 THRU MAY 8, 2015:

9, 2015: Motion was made by Neita Brandon, seconded by Susie Bagby to approve the Canvass of
Election Results for the General and Special Election of May, 9, 2015. The motion carrying with the

ADMINISTER OATHS OF OFFICERS TO THE NEWLY ELECTED MAYOR, NEWLY
ELECTED COUNCIL MEMBERS AT LARGE, AND NEWLY ELECTED COUNCIL
MEMBER FOR THE UNEXPIRED TERM OF THE MAY 9, 2015 GENERAL AND
SPECIAL ELECTION: Paula Wilson, City Administrator, administered oaths of office to the
newly elected officials.
CONSIDER/APPROVE PERMIT FROM TRIO CONSULTING & MANAGEMENT, LLC
TO DRILL AN OIL WELL INSIDE THE CITY LIMITS OF THE CITY OF QUANAH:
motion was made by Ricky Deel, seconded by Nell Looper to approve the permit to drill an oil well
inside the City limits of the City of Quanah. The motion carrying with the following vote:
Ayes: All members present voted aye.

APPOINT CAROLYN EGGLESTON TO THE QEDC BOARD TO FILL TERM VACATED
BY WENDELL TUCKER: Motion was made by Neita Brandon, seconded by Nell Looper to
appoint Carolyn Eggleston to the QEDC Board. The motion carrying with the following vote:
Ayes: All members present voted aye.
Noes: None.
OPEN/CONSIDER/APPROVE BIDS FOR OIL LEASE: Motion was made by Neita Brandon,
seconded by Nell Looper to approve the oil and gas lease bid from Dalco Energy. The lease is a
4.5767 acre tract, at $102.00 per net mineral acre ($466.82) for a three year paid up term lease
providing a 3/16th royalty. The motion carrying with the following vote:

Noes: None.
CONSIDER/APPROVE FY 2013-2014 AUDIT REPORT FROM DENISE FOSTER OF
FOSTER AND LAMBERT: Motion was made by Nell Looper, seconded by Michael Woods to
approve the audit report presented by Denise Foster of Foster and Lambert. The motion carrying
with the following vote:
Ayes: All members present voted aye.
Noes: None.
SELECT MAYOR PRO-TEM: Motion was made by Mark Harris, seconded by Michael Woods
to reappoint Nell Looper as Mayor Pro-tem. The motion carrying with the following vote:

CITY ADMINISTRATOR REPORT:
1. Greenbelt Lake levels have increased to 15.7% as of May 12, 2015.
2. Swimming pool is being painted, lane lines added and lane markers will be added for swim
team practices and athlete workouts. Pool should be filled in the near future.
3. A mosquito sprayer has been ordered and should be in soon.
