BOARD OF ALDERMEN
Minutes of February 17, 2015
I.
Call to Order: Mayor Larry Farthing called the meeting to order at 7:03 p.m.,
and announced a quorum. Aldermen present were Mildred Brice, Brad Davis,
Frank Garrison, Al Werning and Kevin Williams. Also present was Jerry Reed,
Town Administrator, Sherry Bagby, Town Secretary and Police Chief Mike
Hoskins.
II.
Invocation & Pledge of Allegiance: Everyone rose for the invocation by Brad
Davis. Everyone recited the Pledge of Allegiance.
III.
Citizen Participation:
No one signed in to speak to the Board.
IV.
Action Items:
1. The Board reviewed the Minutes of January 20, 2015.
A Motion was made by Kevin Williams to approve the Minutes as
submitted.

5-0; Motion carried.
2. The Board reviewed and discussed the January 2015 Financial Report.
A Motion was made by Frank Garrison to approve the January 2015
Financial Report as submitted.

5-0; Motion carried.
3. Chief Michael Hoskins presented the Racial Profiling Report for the 2014
fiscal calendar year. Eight arrests were made and 1104 tickets were
written.
A Motion was made by Al Werning to accept the report as submitted.

4. The Board discussed Ordinance 2015-002 calling for a General Election
on May 9, 2015 for the purpose of electing two aldermen and a Mayor for
a 2-year term.
A Motion was made by Brad Davis to approve Ordinance 2015-002 calling
for a General Election on May 9, 2015, for the purpose of electing two
aldermen and a mayor for a 2 year term, and also adding the sales tax on
the ballot to collect ¼ of 1% for revenue for roads.

5. The Board discussed the road conditions in Talty. Mr. Reed distributed a
handout with estimates of bids from APAC, and to discuss the best
possible solution to pay for repairs and maintenance of roads.
Implementing a property tax was discussed. The Board would like to hold
a Public Forum to inform citizens of the possibility that an ad valorem
property tax is imminent. The first assessment of ad valorem taxes would
be in July 2015.
A Motion was made by Brad Davis to conduct a Town Hall Meeting @
7:00 o’clock p.m. on Tuesday, March 17, 2015 at the Trinity Family
Church for an open public forum regarding the road conditions, and
ending 8:00 o’clock p.m. The Town will advertise in the Forney
Messenger, and via email with the Shamrock and Winner Circle
homeowner’s association.

6. The Board discussed expanding Talty’s boundaries by annexation along
FM148 (past the Talty Baptist Church going west), and on FM1641 to the
intersection of Helms Trail to the north, and the Lost Creek Subdivision to
the south. Surrounding communities were contacted by Jerry Reed, our
Town Administrator, and there was no opposition to expanding Talty’s
ETJ’s boundaries. Ordinances 2015-003, 2015-004, and 2015-005 were
submitted to the Board for review regarding the annexation of roads.
TexDot will continue to maintain these roads. There is a two year holding
period.
A Motion was made by Frank Garrison to adopt Ordinances 2015-003,
004 and 005 and begin the annexation process to annex along the
roadways of FM1641 to Helms Trail to the north, and Lost Creek
Subdivision to the south; also on FM148 west past the Talty Baptist
Church.

7. The Board discussed contracting with Kaufman County again this year to
hold Talty’s elections on May 9, 2015, and conduct the early voting,
including using electronic and/or paper ballots for a cost not to exceed
$3,000.00, which has been approved by the adoption of the Budget for
fiscal year 2015.
A Motion was made by Brad Davis to accept the contract with Kaufman
County to hold Talty’s election on Saturday, May 9, 2015, and for early
voting.

V. Executive Session:
Town Administrator, Jerry Reed, asked for the Board to enter into an
executive session at 9:10 p.m. to discuss personnel matters. The Mayor closed the
executive session at 10:20 p.m. and reopened the regular meeting. No action was
taken in executive session.

After no further business, Mayor Farthing adjourned the meeting at
10:20 p.m.
