The City of Riverside, Public Utilities Department is recruiting to fill one vacancy
in the Water Engineering Division. This recruitment will be used to fill the
current vacancy and to establish an eligibility list for future vacancies. The
vacancy may be filled at either level dependent on the qualifications of the
candidate and needs of the department.
Utilities Assistant Water Engineer
$5,349 - $6,502 month
Utilities Associate Water Engineer
$6,179 - $8,280 month
Under general supervision, to perform supervisory and/or professional water
engineering work in the design, investigation and construction of water utility
projects; and to do related work as required.
WORK PERFORMED:
Utilities Assistant Water Engineer
Duties may include, but are not limited to, the following:



Performs studies of technical, environmental, and economic feasibility,
engineering field studies, and related studies pertaining to proposed and
existing municipal facilities.
Prepares contracts and specifications for engineering and construction
services.
Plans and performs their own work and completes special projects
requiring engineering and technical ability as assigned.


Provides background information and documentation for management
consideration on various projects.
Makes sound decisions on minor problems related to the work being
performed based on established guidelines and principles and supervisor
guidance.
Utilities Associate Water Engineer
In addition to the duties of a Utilities Assistant Water Engineer, typical duties
may include, but are not limited to, the following:






Complete special projects requiring advanced engineering and technical
ability.
Develop and update written directives for the department and for use by
other employees to include engineering guidelines, standard material
lists, standard specifications, and other technical and administrative
policies and procedures as applicable.
Research activities pertaining to water materials and engineering
practices.
Prepare and review economic, hydraulic and hydrogeologic analyses and
project justification reports.
Develop major engineering projects and other engineering projects with
unique problems which have an important effect on major public works
projects.
Provide background information and documentation for management
consideration on major projects and technical matters involving
advanced engineering theories, concepts and principles.
QUALIFICATIONS:
Education and Experience:
Utilities Assistant Water Engineer
A Bachelor's degree in civil or mechanical engineering from an accredited
college or university, or a Bachelor's degree from an accredited college or
university in a closely related area such as environmental or chemical
engineering and one year of experience performing professional water utility or
related engineering work.
Utilities Associate Water Engineer
A Bachelor's degree in civil or mechanical engineering or in a closely related
area such as environmental or chemical engineering from an accredited college
or university and two years of experience in professional engineering work
comparable to that of a Utilities Assistant Water Engineer in the City of
Riverside, or a Bachelor's degree from an accredited college or university in a
closely related area and three years of experience performing professional water
utility or related engineering work comparable to that of a Utilities Assistant
Water Engineer in the City of Riverside.
Necessary Special Requirements:
Possession of an appropriate, valid class “C” California Motor Vehicle Operator’s
License.
An Engineer-in-Training Certificate is required for the Assistant/Associate
Engineer classes.
Desired Qualifications (Both Positions):










Experience and knowledge of the principles and practices of hydraulic
modeling; water facilities; geographical information systems (GIS), and
its application in the water utility industry.
Knowledge of the latest developments, current literature, and sources of
information regarding water engineering.
Knowledge and experience in coordinating development project
requirements and preparing conditions of approval for water system
improvements.
Knowledge and experience in California Environmental Quality Act and
National Environmental Policy Act and the different types of CEQA and
NEPA documents, guidelines and procedures.
Experience in performing technical review of water improvement plans
and studies.
Knowledge of governmental development processes.
Knowledge of water plan design including standard materials and
construction methods.
Experience in resolving engineering/design conflicts with engineers and
developers.
Experience in providing technical guidance to Inspection teams during
construction.
Excellent written and verbal communication skills and experience in
developing and presenting technical reports and studies.
SELECTION PROCESS:
Candidates meeting the minimum qualifications will be placed on an eligibility
list which will remain in effect for six (6) months. Candidates will be screened
further, and those meeting additional highly desirable qualifications may be
invited to compete in a written, performance and/or oral exam. Qualified
candidates will be certified for a selection interview.
The final candidate(s) will be required to successfully pass a criminal
background check, verification of work experience, and submit an official copy
of educational transcripts verifying obtained degrees or certificates as indicated
on the employment application.
The appointed candidate will be required to successfully pass a medical
examination and drug test.
The City of Riverside does not reimburse any expenses incurred as a result of
this recruitment.
